This is in ac- cordance with republican democracy. Schools being the agencies of com- munities, therefore, can progress only as fast as their citizens permit. This requires, then, that any iocaiity at- tune itself to the trends of the larger world in which its youths will live. Education, therefore, must he fash- ioned in line with society as it exists today. Nor must the best of the past he ignoredg but the acceptance of this past must he conditioned by present needs.
