That is why it is necessary to set up an agency for the purpose of surveillance, information-gathering. I think I know some personnel who would be good for this operation. They are experts in using sophisticated photo- graphic equipment. They are also into every facet of student life, so they can leak information to us rather readily. Lowney --Good. Be sure to get their names to Mr. Ballinger as soon as possible so that he can do a security check on them. Once they have been given clearance, we can send them out into the field.
