Willowbrook's chapter has been named the Carl Rowan Chapter and is under the direction of Mr. Harold johnson. Its members are students who rank in the upper third of thejunior or senior class and who have excelled in the editorial, literary, art, or business departments of the school newspaper or yearbook. Each candidate must be recommended by the faculty advisor ofthe Skyline or Centurion and be approved by the executive secretary of Quill and Scroll.
