...nv Education: key to opportunity, cit- izenshnn, and brotherhood. To keep America's expanding environment safe, an education that produces informed citizens and expert leaders is needed. The citizens must remain committed to democracy and knowledgeable enough to fulfill that commitment under all the circumstances imposed by modern times. The most effective institution for pro- viding such instruction for society is the public school. This instruction has been planned by administrators and the facilities provided by the Board of Ed- ucation. Their plans have been executed by the teachers in the classroom.
