Willard School, from February 1929 to September 1929, there was no organization of parents and teachers. What organizational work that had to be done, was done by the Lafayette Home and School League with Mrs. Peter Lotz as president. ln September 1929, the Frances E. Willard Home and School League was formed. There were seventeen charter members and during the first year of operation, the membership grew to 100. In the school year, 1934-1935, the Willard Home and School League became a member ofthe National Congress of Parents and Teachers, and the name FRANCES E. WILLARD PARENT TEACHERS ASSOCIATION was takenft Then in 1973 Willard became the first PARENT TEACHER STUDENT ASSOCIATION in the city of Norfolk. PTSA membership was 276, of which 56 were students.
