Act of Incorporation 1 HE Legislative Act incorporating the institution now known as the. Pennsylvania Military Col- lege, approved April 8, 1862, invests the Board ' ' 'iii' of Trustees with all the powers and privileges of a Military University. It authorizes the conferring of scholastic honors and degrees, enjoins the conduct of theoretical and practical military instruction, and empowers the State authorities to supply arms for infantry, artillery and cavalry drills, together with tents and other camp equipage. A Supplement to the Act of Incorporation, approved February 21, 1868, further authorizes the State Executive to grant to the President, Vice-President, and Adjutant of the College, the commissions respectively of Colonel, Lieu- tenant Colonel, and Captain of Infantry, and requires the President of the College, at the end of each scholastic year, to report to the Governor of the Commonwealth the names of the six cadets in the Collegiate Department ranking highest in the Merit Roll. 4
