Jimmy Carter won the 1976 presidential election and brought his entire family into the nation's lime-light: Billy and his antics, Miss Lillian and her humor, Ruth the evangalist and Amy, the White House brat. Programming became more permissive with the appearances of Charlie's Angels, Three 's Company and Soap, but because of the pressure put on the broadcasters, ''orogramming inappropriate for viewing by a general family audience'' could not be aired from 7 to 9 p.m. If you didn't have time for reading, it wasn't surprising to find the best- seller that you'd heard about in the form of a ''mini-series''. Roots and Rich Man, Poor Man both gained popularity (and sequels) in this form.
