A graduate of Stout State University, he spent the first ten years teaching Cabinetry. At that time WWTl was called The La Crosse Vocational and Adult School. The Coleman building was the only one used at that time. In 1960, the addition of the Technical and Associate Programs started the growth of WWTI. llThe school was more intimate in size and more intermixing took place then, than new? states Mr. Bice. uOut of the orginal eighteen teachers, I am the only one left. The rest have retired? In the past eighteen years,, Mr. Bice has been teaching electronics. He states, ulive always enjoyed working with people, and the ihandsronl type of instructions. When asked his views on the students of today, Mr. Bice was very open when stating, llStudents today cycle through several phases. Young people have a more liberal view on life. ul attempt to provide an environment that will help the students gain a quality education. I only hope that when they leave here thay have obtained the goals they were looking for. As a native of the La Crosse area, James Bice enjoys the relaxation of fishing, boating and has many home hobbies. He stated that he hopes to continue to travel, but as far as future goals, he would like to cross that bridge when he comes to it. Thank you Mr. Bice, for your dedication and contribution to the education system of WWTI. ADMINSTRA WW TION 8: F ACULTY The District Board of Vocational, Technical and Adult Education is an elected body of representatives responsible for the operation of the school system. Together the seven member board considers and passes upon or rejects recommendations of the district director on matters pertaining to the welfare of employees, students and the school. Worklhg Closely with the Board and serving as chief administrative officer is District Director, Charles G. Richardson. Mr. Richardson is present at all District Board meetings providing effective professional leadership and informing members of local educational progress. Other responsibilities involve planning agendas, solving all educational and administrative problems and making staff recommendations promotions and adjustments, while serving as a link between the Board and all employees. Mr. Richardson works Closely with the State Board and similar agencies formulating budgets, training programs and surveys. Publicity planning, student program guidance, job placement through community cooperation and advisory board assignments are only a few ways the District Director serves Western Wisconsin Technical Institute and the Vocational, Technical District. ADMINISTRATIVE SERVICES w h t Administrative Services is responsible for the financial matters of the district, including budgeting, tax collection, tuition, state and federal aids, payroll, fringe benefits and purchasing. The department is responsible for the physical facilities of the school and the administrative data processing department, which provides support services for other departments. RESEARCH 8: DEVELOPMENT The improvement of existing programs and the creation of new ones at WWTI stems from work done by the Research and Development Department. Student and faculty evaluations of present programs play an important role in the research, along with graduate follow-ups, surveys, questionnaires and evaluations done at the business and industrial levels. The department reports annually to the state and federal government and coordinates federal grants and building funds. Above: William Temte-Administrator of Research 8: Development PUBLIC RELATION S ???:??22 COMMUNITY SERVICES The WWTI Public Relations Department operates as a direct supportive branch of the District Directors office and is responsible for all of the development and organization of all school and district publications, information, and promotional materials, and internal and external communications. This includes the coordination of approval for all official school publications regarding instructional programs, student activities, recruitment and graduate placement; the dissemination of news releases to news papers, radio and television; and the preparation of internal communications such as the weekly faculty bulletin, as well as community service and evening school announcements. The Community Services Department in the Western Wisconsin Technical Institute District takes charge of promoting and controlling career programs. Established strategically throughout the district the staff is responsible for adult and continuing education classes at local high schools. Facing page: Victor Larsen - Administrator of School Services. CHAIRMEN In charge of the ten major divisions at Western Wisconsin Technical Institute are the division chairmen. Through their participation in the formulation of policies and procedures the chairmen work for the welfare of the division, the school and the district. They approve and coordinate all aspects of the division budget, faclities, equipment and supplies. Other responsibilities include communications between faculty and administration, maintaining records and reports, initiating class schedules, evaluations, designing curriculum as well as student recruitment and retention. Special demands made upon the division chairman take initiative and judgement in determining needs for new programs and courses, while conforming with recognized standards of the school, the district and the state. SERVICES The administrator of school services, Mr. Victor Larsen is responsible for supervising all instruction at Western Wisconsin Technical Institute. In cooperation with Division Chairman and the Academic Standards Committee, he supervises in program development, course content, instructional materials selection of equipment and textbooks and development of academic standards. He is responsible for coordinating instructors schedules, teacher assignments, and proper certification of all teachers. Mr. Larsen assists in preparation of budgets, requisition approvals, annual reports and employment recommendations. STUDENT PERSONNEL Student Personnel Services is responsible for selection, admission and enrollment of all students at Western Wisconsin Technical Institute. Provisions for all guidance, counseling and health services are administered through this department. Student Services fosters student government and its activities as well as orientations programs. Evaluating student records, supervision of work -study and financial aid programs and placement of graduates are all provisions in developing a climate of professional growth for the student at Western Wisconsin Technical Institute. ASSOCIATE CHAIRMAN The associate chairmen at WWTI represents the needs of the specified program, or instructional areas within a division, the institute and the district. The chairmen communicate to the faculty plans for organization, administration and operation of divisional responsibility. Their interest lies in the welfare of students, faculty and programs by which they promote policies, coordinate program evaluations, prepare and administer budgets. Special duties of the associate chairmen include ability to organize, coordinate and direct the educational programs. Much initiative and judgement is used in determining needs of conformance with recognized standards. INSTRUCTORS Instructors at Western Wisconsin Technical Institute devote their best professional efforts to teaching classes and developing new and better methods of instruction. They are responsible for maintaining high standards of achievement in their courses as well as keeping abreast of developments in their fields. They serve as counselors at every opportunity while keeping complete and accurate records on all students. The instructor cultivates a personal interest not only with his students, but with local leaders, businesses and industries to gradually become an integral part of Western Wisconsin Technical Institute and the communityxit serves. TRIPLE C STUDENT COUNCIL EAST HALL COUNCIL EAST RESIDENCE HALL Mary McManus-Head Residential Assistant With the new council reorganization, and the addition of new members every year, East Hall can look forward to greater programming opportunities in the coming years. Among the activities and achievements in the 78-79 school year, was the participation with West Hall in the uPork Bowltt for the La Crosse Motor Development Program, a Christmas Party with West Hall, and a mini-leadership workshop. Among their activities are fund raising projects to raise money to send students to the State and National conventions. The 30 member organization, which has increased by five members over last year, is one which welcomes any Technical Nursing Student. The groups affiliation comes from the Wisconsin and National Student Nurses Association. Among the many functions of the WWTIeWSNA are to assume responsibility for contributing to nursing education in order to provide for the highest quality health care. Presidentt THE ACCOUNTING CLUB Gary Stetzer -Advisor Any Accounting or business student is welcome to join the Accounting Club which encourages its members to develop skills in the Accounting vocations. The Club also strengthens the confidence of the young men and women in themselves and their chosen profession. The Accounting Club also updates and acquaints students with modern accounting procedures and tries to provide and encourage communication between the club and the business community. The club is affiliated with the local OEA La Crosse Chapter, the State OEA and the National OEA. In the 1978-79 school year the Accounting Club has had many parties to raise money and has held many benefitsfor groups such as Muscular Dystrophy. They also hosted the State and National OEA Conventions, and visited the Federal Reserve Bank. Tha Accounting Club has members who were honored in 1978. The goal of the club is to promote spirit at all conference competitions in the surrounding area and at state tournaments of the WWTI Men,s Basketball Team. The group is an independent student group on campus and is not affiliated with any state or national organization. The purpose of the group is to provide the social outlet for members and to build school spirit. The cheerleaders also promote school activities and build the image of WWTI in the community, SPORTS I looked in the gym the first day of practice, watched for five minutes, walked out and said to John Broughton, ttltls going to be a long season. If we win five games well be lucky . Losing five of our first six games, it appeared as though my prediction would come to pass. However, in the seventh game, against Austin Community College, the team shot extremely well and W.W.T.l. won 94-60. From that time on we became a good team, ending the season with a 13-13 record. The most satisfying victory was the Cavaliers 75-71 victory over nationally ranked Waukesha Tech. With only three turnovers and shooting 52 percent, the Cavaliers played their best game of the past six years. Teamwork and balanced racoring were the strong points of the Cavaliers team. Not one of the players felt that he had to score for the team to win as each one looked for the open man, often giving up a good shot to get a better one. For the first time in the history of Cavaliers basketball, a W.W.T.I. player did not make the all conference team. Mike Murray was selected the most valuable player and John Lettner was the most improved player for the Cavaliers. Mike Murray led the team in shooting and free throw percentage with 47.4 percent from the field and 88 percent from the line. He also averaged 12.9 points and 4.4 assists per game. Paul Strong, playing the season hurt with a knee injury, averaged 13.2 points a game. Averaging 124 points a game was Mark Kocyan. HOMECOMINC WWTI Goes to the Movies 1978 was a year of much excitement for almost everyone. There was excitement for the second-year students because they would soon be graduating and for the first year students because they were all starting a new experience. One of the most exciting times was homecoming, especially for Doug Hussa and Christy Hartman who won the election for homecoming King and Queen. Their reign lasted throughout the entire homecoming activities. The various activities included the snake dance in the mall around the fountain during which the llBig Wt, was lit. Doug and Christy also attended the variety show. First place and $25.00 went to Julie Petie and Cheryl Volt for a gourment food show. Second place and $15.00 went to Delta Gamma Phi and TIU for two songs from the movie llGreasE and Summer Nights? East and West Hall took third place and $10.00 for a from the musical Oklahoma. The basketball game was played at the Mary E. Sawyer Auditorium against Richland Center. It was a great game with the Cavaliers winning by a total of 24 points with the score 94 for the Cavaliers and 70 for Richland Center. The dance which followed the game was a big success with the band Glendale Train playing the top hits of the year and some of the more popular songs of yester-year. Also included in the homecoming activities was the mini-float competition with first place going to TIU and Delta Gamma Phi. Second place went to Wood Technics and VICA and third place to the Future Foods Economics of America. To sum it all up homecoming ll78 was a big success for everyone!
