It is a time to reflect . . . a time to recall the action of those courageous men and women who declared before the world a new standard of mankindls freedom. This is also a time to look forward, to plan and, and to set our standards of today at a level that will result in and even greater America. We can all take pride in our countryis accomplishments over the past 200 years . . . and we at WWTI can be proud of our past history also. To help celebrate our nationls bicentennial, we will attempt to recapture in this volume some of the historical accomplishments of our own vocational, technical and adult education system. We will recall the dedication of those who have made this education possible. We will experience academic growth and development through vocational, technical programs. We will learn organization and cooperation through campus fellowship groups. We will observe how individual efforts con- tribute to team victories. We will remember the good times through campus and community social events. We will see campus expansion and 1111prove- ment to our present day. But no matter how great our achievements, we will do better. Therefore, the reflections of re-dedication seen from Western Wisconsin Technical Institute, 1975-76, as in the past 64 years are the results of each of us setting his or her own standards of ac- complishments. . . . to not only create a better vocational, technical education, but a better and greater America. by Sharon Pionke This Book Dedicated to John B. Coleman For His Devotion as Director of the Early Vocational School uHow does it feel to have a school named after your - That was a question that J ohn Coleman was asked constantly upon his retirement as long-time director of the La Crosse Vocational and Adult School in 1963, after having served 47 years in that same position. The question was asked because the La Crosse Board of Education renamed the school in Mr. Colemanis honor, and for five years tfrom 1963 to 19681 the school was known as the Coleman Technical Institute. Honors, like having his own school named for him, were not new or foreign to John Coleman. He started his career as a pioneer in the field of vocational education immediately after graduationfrom the old Whitewater Normal School, now the University of Wisconsin at Whitewater, in 1906. Coleman was born in Whitewater, Wisconsin, in 1888. That made him 18 years old when he got his iirst job teaching tteacher-training then consisted of a two-year course after high schooD. On top of his early age of graduation, which was even quite young to iinish college in those days, Colemanis first job was as prin- cipal of the elementary school in Kiel, Wisconsin. Following his first job in Kiel, Coleman taught vocational courses in Kenosha, Wisconsin; at Interloc- kin School For Boys in La Porte, Indiana; and at the famous Milwuakee Continuation School, or Vocational School, now the Milwaukee Area Technical College. During summers, from 1906 until 1916 Coleman continued his education at Bradley University in Peoria, Illinois. In later years he completed his baccalaureate degree and also obtained a Masters Degree. It was in early 1916 when Coleman's boss at the Milwaukee Vocational School, Dr. Robert L . Cooley, called him into his office and said, They need a director of the vocational school in La Crosse -- be there tomorrow morning? Coleman didnit exactly take Dr. Cooley seriously until later that day when he met him in the hall of the Milwaukee school, and Dr. Cooley said, itWhat are you doing here, youire supposed to be in La Crosse on this afternoon's trainT' Coleman said he had to borrow some extra money from friends to pay the fare, and had to take a late train out of Milwaukee that arrived in La Crosse early in the morning. He got off the trainin a strange town and was met by one of the leading businessmen in La Crosse, Mr. Louis Hirscheimer, President of the La Crosse Plow Company, forerunner of the Allis-Chalmers Plantin the city. Hirschiemer took Coleman to see several other prominent La Crosse men who were all on the Vocational Education Board, and Mr. Coleman remained director continuously until his retirement 47 years later in 1963. J ohn Coleman became famous as a vocational school director and was featured in an article in THE READERS DIGEST Magazine, written by author George Kent, entitled A City That Goes To School. The article was also used as the basis of a radio program on the National Broadcasting System, which originated from New York City the same year. Coleman became famous - as did his school - and La Crosse was thought of as the center of vocational education for the whole nation. Coleman was asked to teach summers as a visiting professor at the University of Colorado - Fort Collins; Stout Institute tnow University of Wisconsin- Stoutl at Menomonie, Wisconsin; J acksonv111e College in Florida; Nevada State in Reno; the University of Minnesota; and also at Yale University, New Haven, Connecticut. In 1951, Coleman was elected president of the Greater La Crosse Chamber of Commerce - testimony to his close working relationship with top business and industrial people of the community. Further recognition of his role as a community leader came in 1965 when he was chosen to be Festmaster of the La Crosse OKTOBERFEST celebration. J ohn B. Coleman has won many awards over the years, and has received many honors. The 1975 HLa Tech Staff, the W.W.T.I. Student Body, the faculty, administration and the Board of the Western Wisconsin Vocational, Technical and Adult Education District salute J ohn B. Coleman as an outstanding example of a citizen who helped America, and the local community, become great. In this, the 1976 Bicentennial Yearbook, it is appropriate that these pages are dedicated to J ohn B. Coleman - a great American! John B. Coleman Director-1916-1963 . . . . . . . . . . . . . . . J from the LaCrosse Tribune January 18, 1967 The Administration, Faculty 8: Staff Professionals in Vocational, Technical Education The administrative staff and faculty members at WWTI are among the outstanding vocational and technical educators in the state and nation. They devote their best professional efforts to developing new and better methods of instruction, maintaining high standards of achievements, and keeping abreast of developments in their fields. They provide opportunity for each individual to gain knowledge, skills, and an appreciation of himself. Each faculty member must conform to strict guidelines in order to be certified by the State Board of Vocational, Technical and Adult Education. In- cluded in these is the required formal education necessary to teach in assigned areas plus at least two years of related professional work experience in business or industry outside of school. by Terri Niehaus We will recall the dedication of those who have made this education possible... 11 12 The WGSterrLWisconsin District Board of Voca- tional, Technical and Adult Education was appointed by several participating county boards and public boards. Its flrst organizational meeting was held at La Crosse on J uly 8, 1968. The Board is composed of six members - two representative employees, two employers, two members-at-large, and one school administrator member designated by the six representative members. Richardson serves as chief administrative officer of the Western Wisconsin Vocational, Technical and Adult Education District. He is responsible to the District Board for recommending policies and procedures for the District. He provides the neces- sary effective, professional leadership for the Board, plans the agendas for its meetings, and keeps it informed through regular reports. Mr. Richardsonis responsibilities also include recommending staff appointments, salary adjustments, formulating the District budget, and cooperating with local employ- ment agencies in the placement of graduates. He serves in a liaison capacity for the Board in its relationship with staff and students. Mr. Richardson is a graduate of the University of Wisconsin-Stout, Menomonie. His first teaching position was at Port Washington Vocational and Adult School, Port Washington, Wisconsin, where he later became Director. After obtaining his masters degree, he was the Director of vocational education at Willmar Community College for four years. Upon returning to La Crosse in 1965, Mr. Richardson became the Director of Western Wisconsin Technical Institute, known at that time as the Coleman Tech- nical Institute. In 1968, the Western Wisconsin VTAE District was formed, including all or parts of ten counties. The school has grown in size since then, from the Coleman Building to the present five buildings. The student body has increased from less than 500 to over 3,500. Paperwork has sky- rocketd. In addition, Mr. Richardson finds himself missin g an aspect of his position which was a reality years ago - getting around seeing all the students and knowing them. Kumm, president of the board said Tuesday. from The La Crosse Tribune June 22, 1 965 14 Adm I mstratlve Servnces is responsible for the financial matters of the district, including budgeting, tax collection, tuition, state and federal aids, payroll, fringe benefits and purchasing. The department is responsible for the physical facilities of the school and the administrative data processing department, which provides support services for other departments. Mr. Dale Tessmer serves as the administrator of this department. One of the major developments Mr. Tessmer finds over the last ten years is the switchover from hand to computer operations, eliminating much paperwork. In 1968, the Western Wisconsin VTAE District was formed, making it one of sixteen dis- tricts in the state. This event gave the school more financial independence. Western Wisconsin Techni- cal Institute is unique in that it is one of three down- town campuses in the state, an advantage which makes greater cultural exchange possible. TOP: Mr. Dale Tessmer - Administrator of Administrative Services. BOTTOM: Dr. Philip Thaldorf - Administrative Assistant, Jerry Boggs - Administrative Data Processing, James Boots - Admin- istrative Services. The TI provement of existing programs and the creation of new ones at WWTI stems from the work done by the Research and Development Department. Student and faculty evaluations of present programs play in important role in this research, along with graduate follow-ups, surveys, questionnaires and evaluations done at the business and industry levels. The department reports annually to the state and federal government and coordin- ates federal grants and building funds. The Research and Development Department is administered by Mr. William Temte. He has been at Western Wisconsin Technical Institute since J anuary 1964, when he started working as a mathe- matics and electronics instructor. Later he became the student activities director, financial aids officer and counselor. In 1968, the Research Department was formed, and Mr. Temte was its administrator. At the present time, he also has the duty as chair- man of the La Crosse area Manpower Board. Mr. Temte observes that the small college atmosphere at WWTI has changed to that of a large institution as more diversified student groups are being served. The Public Information Department at WWT'I operates primarily as a direct supportive branch of the District Directoris Office and is res- ponsible for the development and organization of all school and district publications, informational, and promotional materials, and internal and ex- ternal communications. This includes the coord- dination of approval for all official school publi- cations regarding instructional programs, student activities, recruitment and graduate placement; the dissemination of news releases to newspapers, radio and television; and the preparation of internal communciations such as the weekly faculty bulletin, as well as community service and evening school announcements. Mr. Donald tChickl Meinert is Administrator of Public Information for WWTI and the district. He started at WWTI in 1966 in an original position which was a sort of combined graphic arts and public information coordinator. At that time he taught chemistry, physics , advertising, commercial art and principles of graphic arts, and also served as the public relations director. As the school grew in size, the need for expanded public information services also increased, and now Mr. Meinert devotes all his time to this job. 15 TOP: Richard Flanigan - Safety Train- ing. In the year 1973 Community Services -' ., was established as an administrative unit directly responsible to the Director and Board of the Western Wisconsin Vocational Technical and Adult Educ- ation District. Community Services is charged with the responsibility to find the educational needs of and to provide the educational opportunities to all of the adult residents in the district. The Administrator of Community Services is J . Robert Pendleton, who retured from the Navy in 1970. Mr. Pendleton came to Western Wisconsin Technical Institute as a communication skills and social sciences instructor. During the 1971-72 school year he was president of the faculty. In 1972 he be- came the communication skills department head. When in J anuary of 1973 the Community Services was created, Mr. Pendleton became its admin- istrator. At the same time he was assigned as pro- ject director for a federal project in career educ- ation with the specific objective of taking career education tpreparing all people with a satisfactory career for lifel to the 27 public school districts which make up the Western Wisconsin postsecondary district. Wisconsin. 17 18 One Of the busnest departments at Western Wisconsin Technical Institute is Student Personnel Services. It is an integral part of a studentis school life which is in addition to instructional services and business services. These student services include guidance and counseling, career information, health services, housing, financial aids, registrar, admissions, high school relations, veterans' counseling, handicapped counseling, student activities and athletics. Mr. William H. Campbell is the administrator of this com- plex department. He was the first person assigned to Student Services approx- imately eleven years ago . For this reason, Mr. Victor Larsen serves as a very student orientated administrator. He is responsible to the District Director on matters concerning pro- gram development, instructional personnel and budget review. Mr. Larsen serves as the chief teacher certification ofiicer of the Western Wisconsin VTAE District and is a member of various state education advisory committees. In 1963, Mr. Larsen became associated with the school as its trade and industry coordinator. He was put in charge of instructio nal services for the district in 1965. Two years later, the original charter setting up the School Services Department changed his title to administrator of schoool services. One of the biggest changes Mr. Larsen notes in his department and the school is the increase in the number of staff members and programs. t'In 1973, Mr. Larsen, Admini- stator ofSchool Services, and Mr. Meinert, Public Information created a new teacher and stud- ent recruitment brochure which won the first place award of the International Association of Business Communicators. This award is the ttOscar 0f the bus- iness and industrialjoumalism field. The award is won annu- ally by only about eight nation- ally prominent concerns out of an average of 4,000 entries from the United States, Canada and the Western World? Donald Meinert November, 1975 The LaCrosse Redevelopment Authority is reviewing final plans and specifications for the proposed Health Center Build- ing for Coleman Technical In- stitute. Six-hundred and twenty-six student stations are provided for in the health occupations, electronics, science laboratories, classrooms and institutional foods areas. The building also will provide library, cafeteria and lounge fa- cilities for student use. In 1916 less than 30 instructors taught classes at evening school sessions at three locations in La Crosse. Subjects ranged from cooking and sewing to cabinetmaking, bookkeeping, arithmetic and pen- manship. Today, a staff of over 150 instructors teach courses directed toward 50 or more programs ranging from Food Service Management to Chemicals and Fertilizers, Technical Nursing, Mechanical Design and Data Processing. The organization is open to all Food Service Management students and is designed to promote professionalism. Students are involved in service, publicity, display and catering projects for the school and community. This year, the club catered a Spanish dinner for 200 persons, assisted in the Heritage Night held at Viterbo College at which 1000 persons were served, participated in an exhibit for wholesale food dealers held at the Mary E. Sawyer auditorium and spon- sored their own food show which was held at W.W.T.I. on April 23. This show included exhibits and demonstrations by students enrolled in foods programs at W.W.T.I. and competitive divisions for them and students enrolled in high school foods programs. A recently formed club, the Interior Design Club is open to all students in the Related Arts Department at WWTI anterior Design and Apparel Artsl. The goals of this organi- zation are to promote career development, community involvement and social fun- ctions. These goals are accom- plished through school projects, field trips to sites of historical furnishings and costuming and inviting guest speakers in to talk to the club members. 89 90 ACRO tAir Conditioning and Refrigeration Organ- ization is designed to further students' knowledge in the field of air conditioning and refrigeration. The club was formed in 1968 and at that time, only students enrolled in the two-year technical program were eligible to join. The club has now opened its doors to students in the one-year servicing program also. The Electronics Club of W.W.T.I. officially began in 1974. Its main purpose is to provide students with increased technical knowledge in the electronics held. This is accomplished through the monthly meet- ings which allow members to tour area businesses and talk with professional people. November, 1966 marked the beginning of the Delta Gamma Phi sorority at W.W.T.I. At that time, the white rose was established as the flower and mint green and white as the symbolic colors of the organization. Delta Gamma Phi functions as a service and social organization, sponsoring many events during the year to obtain funds and also improve school spirit and campus participation. The lnter-Greek Council at W.W.T.I. is made up of representatives from Delta Gamma Phi and Tau Iota Upsilon. Men 3 Bowling 95 96 Cavaliers Weste l' n Wisconsin Technical Institute was proud to boast one of the strongest and finest eager teams in technical history, although the final standings were 16 wins and 12 losses. The season started out slow for the Cavaliers, and not in their favor. As the season progressed the teams hopes of going to the NJCAA state finals looked better, and a win over the Richland Center Roadrunners was the deciding game. This was the first win in nine years over the UW Richland Center, and was one of the many major upsets for WWT Included in those upsets were wins over UW Marshfield with a last second-half court shot made by J ohn Liska, which broke a long winning streak for Marshfield and left their record marred 15-2. WWTI did travel to state only to lose in first round action against the defending state champion Waukesha Technical Institute, but the Cavaliers proved they were one of the up and coming teams to create stiff competition. The Second season for the Western Wisconsin Technical Institu Technical Women's Basketball team was filled with great enthusiasm and truly heart-breaking moments. After three crushing defeats, the girls put it all together at Mary E. Wayer Auditorium to defeat Eau Claire 43-36. Eight days later, Madison was victorious for a second time by only three points, 52-55, in what was a turning point in the girls confidence in their ability since the first lose was 68-35. For the first time in two years, the girls of WWTI did defeat Viterbo 55-44 on Parents Night, February 17. This was truly a show of improvement. Defense was the best technique of the game; offensively, remain- ed somewhat weak. The team improved drastically, however, during the season by coming from a first game scoring of 17 points to nothing $936393? $6 W6 m3- 9$ 87.:- hvgvmr . f; M f , i gxxiil$ less than 50 points in 5 out of the last 9 games and never below 32 points in any of the 9 games. The Wisconsin J unior College Athletic Association tWJCAAi Womenis Basketball Tournament highlighted and, at the same tie, brought the 1975-76 season to a close. The tournament was held in Waukesha, and the first game was against Baraboo. Their height was amazing, with several girls well over 6 feet; but WWTI fought to a 61-40 win. After being off the court for just over an hour, the girls went up against Madison. Exhauston from the trip and first round dhowed in the second quarter with Madison out-scoring us 22 points to 10. The second half was fairly even with only a 4-point scoring difference, but the extra push needed was missing. This left the girls with a 3-7 record for the season. Tentatively, 4 of the 10 meam members are expected to be re- turning next year. Girlsi basketball is now developing at WWTI. The WWTI baseball team opened the season by splitting a doubleheader with Rochester College, losing the first game 4-0 and winning the second game 3-2. The remainder of the season brought the team to the WTCC Championship with a 3-0 victory in the first game of the tournament. In the second game Allen Halverson cracked out four hits and Ken Hefti came on in relief to gain the victory, but Monte Tewalt gained a save as he pitched three hitless innings to finish the game. Coach Parizek was elated with the victories and made note of the teams hitting as they had 24 hits and a .333 average for the two games. The end of the NJCAA Tournament trail came abruptly for WWTI on May 5, 1975 when they dropped a 12-3 verdict to the Minnesota District champ, Anoka-Ramsey in action played at Memorial Field. WWTI stood with a 4-5 on the season while Anoka-Ramsey took a 9-3 record Led by conference medalist Kurt Norman, Western Wisconsin Technical Institute won its iirst Technical College Conference golf championship. The Cavalier team also won the WWTI and Madison Invitationals on their way to a 20-7-1 season record. Kurt Norman, Larry Peterson and Mike Frederick also led the linksters to a fine third place iinish in the Wisconsin J unior College state tournament at the Maple Grove Country Club. With Larry Peterson of Holmen the only returning letterman from last yearis team, the outlook for a successful season was a little shaky. However, Kurt Norman of Richland Center, Mike Frederick of La Crosse Logan, and Steve Herzog of Onalaska provided coach Kothe with his most rewarding golf season. Sunshine- iilled days set the scene for the first all campus activity of the school year. The week long festival included many activities to acquaint the students with the school and each other. Coffee house entertainment was provided throughout the week in the student lounge by Robin and Linda Williams, who also gave even- 108 ing performances. An organization night was planned so clubs, fraternities and sororities could set up displays to inform students of their yearly activities. Pizza was also served. Later in the week, an all-school picnic brought everyone to Houska Park for a little relaxation, entertainment and lunch. And on Friday of that week, the Fall Fes came to a close. The theme of this years fest dealt with American Heritage and Western Wisconsin Technical Institute depicted just that in their award winning float and fence entry. WWTPs float, three revolving drums showing great moments in early American history won two awards in the Oktoberfest Maple Leaf Parade. Competing in the newly-formed tthis yeari Educa- tion Category, the WWTI float came out on top for the eighth year in a row, having won the Fest- masteris Awards previously. The historical theme also picked up the Bicentennial Award, on achieve- ment awarded to the float conforming most closely to the Oktoberfest parade theme. Heading up the successful float crew here at WWTI was J ohn Syverson, Commercial Art instruc- tor and Ansel Heram, Wood Technics instructor. Working on the float were students from Wood Technics, Commercial Art and Auto Mechanic pro- grams. The fence painting contest brought second place to Commercial Art entry. The American Heri- tage design consisted of a tangy cheeseburger, a Hugh Hefner, Mickey Mouse, a saluting drum Majorette, a heavily plumed native American up to his waist in Coke and good old American Apple Pie. Forty different ideas were submitted by commer- cial art students and were incorporated into one design by J oe Maas second year Commercial Art student. An old-fashioned Sweetheart Dance brought the week to a close, with President Marty Gina and First Lady Sue Anderson reigning. Prizes and trophies were awarded at the dance to those students and organizations who earned points by part- icipating and attending the events. They by Terri Niehaus We will see campus expansion and improvement to our present day... 117 From 1912 to 1976 Sixty-four Years of Vocational, Technical Expansion 81 Progress In 1912, the original La Crosse Vocational School was established, utilizing rooms in the La Crosse First Ward School located on the northeast corner of Sixth and Vine Streets. A new building was com- pleted in 1924 to replace the First Ward School which had been destroyed by fire. As school services and educational demands of the public grew, another addition in 1939 almost doubled the size of the school. Space for instructional areas, modern garage and automotive service areas were added in 1961. In 1970, the $3 million Roy E. Kumm Health and Science Building was completed. During this year the former La Crosse YMCA at Seventh and Main was remodeled to provide classroom, office and 118 dormitory space in addition to numerous recreation- al aetivity areas. A new automotive shop building was added in 1971. The three story Administration Building was completed a year later and starting with fall term classes in 1973, the Business Educa- tion Building was opened. In 1974, construction began on the Industrial Building to house the welding and wood technics departments. BOTTOM: Former WWTI Chemicals and Fertilizers student and Agri-Business Club president tSusan Kawatski Gem presented the Chipmunk 4-Hers a plaque for the best list of ideas on conserving energy and natural resources, in a contest sponsored by the Agri-Business Club. 123 Formal Graduatlons Ten Years Old at Western Wisconsin Technical Institute In spite of the fact that Western Wisconsin Tech- nical Institute was first established more than 60 years ago in 1912, formal graduation exercises began only ten years ago in 1966. Formal graduation followed evaluation of the school by the Wisconsin Board of Vocational, Technical and Adult Education in 1965. This was the same year that Mr. Charles Richardson became director of the school, and it was at his request that the Student Services Office arranged for the rental of caps and gowns for all students in the blue and gold colors of the school. The first formal graduation was held Thursday, J une 9, 1966, at 8 p.m. in the old Coleman Auditorium - the area now occupied by the Audiovisual Media Center and Television Studios on the second floor of the Coleman Building and Graphic Com- munications Departments on the first floor. The 1966 graduation was also the first graduation at which associate degrees were awarded. Forty- two students received associate degrees and 110 students were awarded vocational diplomas. There had been several informal graduation ttassembliesit under Director Coleman and J ordan, prior to the 1966 graduation, but only vocational diplomas and cer- 124 tificates of completion were awarded to students who were completing courses at that time, and no caps and gowns were worn, nor were associate degrees granted. You might say, uWe've come a long way, baby! - in the short span of only ten years since that first commencement exercise. The graduation of a year ago, on Thursday, May 22, 1975, had a total of 681 graduates, of which more than half received the associate degree. In addition, we also have a formal summer graduation exercise for those students completing courses at the end of the Summer Term. The last summer graduation was on August 7, 1975, at which 157 more students completed classes at W.W.T.I. and received associate degree or vocational diplomas. Our eugemesx to work was held back only by the fact that there simply wasnlt that much to do. But before we knew it, we were face to ace with student photos to be identified, aetivities to be rovered, copy to be written and the sad realization that the bext momeutx of the year may have just paued 145 by.
