This book therefore is dedicated in his honor. Succeeding Dr. William J. L. Wallace, Dr. McNeill came to the institute campus from the West Virginia Center for Ap- palachian Studies and Development in Morgantown on July 1, 1973. There he served as the director of the Division of Com- munity and Environmental Development. Previously, Dr. McNeill served as an associate professor and chairman of the sociology department at Bennett College in Greensboro, NC. He also worked for 17 years with the North Carolina State University Co-operative Extension Service, serving as district supervisor during his last 12 years there. ; Born September 30, 1924, in Smithfield, NC, Dr. McNe ill attended Clayton (NC) High School and was voted the school’s outstanding athlete. He graduated in 1941, and served in the United States Army before enrolling at North Carolina A T State University in 1945. He earned his B.S. degree in Agricultural Education in 1949 from A T, and received his M.A. in Extension Supervision in 1960 from the University of Wisconsin, Dr. McNeill also studied at North Carolina State Universi- ty, A T, State and the University of Wisconsin once again, receiving his doctorate in Extension Administration from the latter in 1967. During his eight years here, Dr. McNeill has seen WVSC grow and improve year by year. Enrollment as well as the number of degrees and programs offered have increased. The most significant of achievements to Dr. McNeill’s credit is the currently underway 10 year master plan of construc- tion and remodeling of college facilities. These changes, at a cost of $25 million, will greatly enhance the flexibility of WVSC so as to meet the needs of as many students as possible. Dr. McNeill is married to the former Lucy Mooney with whom he has a son, Harold Jr. (4). He also has a daughter, Bar- bara (26) by a previous marriage. She is a graduate of Howard University. Though he will be sorely missed, the works Dr. McNeill performed while here, will always serve as a monument to him.
