Our dear friend Pamela Marie Stevens began her vibrant life March 5, 1956 in Jersey City, New Jersey. The daughter of Dorothy and Fred Stevens was a gift from God to enhance the sunshine in their lives. To her brothers Collier, Tracy and Fred Jr., Pam was a gift of merriment and love. We can all remember Pam a lover of humanity. Her work with the neighborhood Youth Corp. showed us she cared. Her work at the Job Corp. Center showed us she wanted to be a part of the growing world. Dealings with her friends showed us Pam was loved. As a student at West Virginia State College, Pam was highly enthusiastic about her career in education. Her delightful wit enabled her to share a communication with children, as well as adults, that many of us have not experienced. Pam was taken tragically, but with God’s help, we will come to the realization that her physical being may no longer be with us, and the ones who truly cared for Pam, will keep her loving spirit alive in our hearts forever. J. Bailey These words portray the memory of one whose contributions as a scholar and a leader at West Virginia State College and in his community enriched the lives a ‘Ss of many. His compassion and dedication, quiet humility and zeal for service (as to others were qualities of an innate goodness he possessed that engendered love, admiration and respect of everyone who knew him. He was a 1977 Summa Cum Laude graduate of West Virginia State College with the degree Bachelor of Arts in History and was enrolled at Southeastern Bible — College in Lakeland, Florida. His long list of honors include: President of the Youth Fellowship, Student Publications Committee, St. Albans Senator (Student | Government Association) 1975-1977, Yellow Jacket Editor-in-Chief (1976- 1977), Yellow Jacket Chief Photographer (1974-1977), Yellow Jacket Reporter. (1974-1975), Secretary of Alpha Kappa Mu Honor Society (1976-1977), Spe- cial photography assignments for The Arch and Public Realtions, Co-Chairman e ae of program development for Phi Alpha Theta History Honorary Society, and Member of Alpha Phi Omega National Service Fraternity. A part of David M. Dunn will always live in the memory of those whose lives he touched. B.S. in History, College of the City of New York M.S. and Ed.D., Teachers College, Columbia University The Dedication HIGHLIGHTS OF THE YEARS OF DR. EDWIN D. HOFFMAN AT WEST VIRGINIA STATE COLLEGE Dr. Edwin D. Hoffman came to West Virginia State College in 1960 as Assistant Dean of Instruc- tion and Professor of History. He brought with him a continuing concern for academic excel- lence which helped inspire the faculty to continued professional growth and development. In 1966 he was named Dean of Instruction, a post in which he served until he returned to full time teaching in the History Department in 1975. The 60’s were restless, troubled years, and Ed Hoffman proved to be a man for the times. Always mindful of the black heritage of the col- lege, he demonstrated a deep awareness of and compassion for the impending change in Amer- ica, as exhibited by an aggressive program for the recruitment of black faculty and students and the introduction of black studies courses into the curriculum. He brought new insights into the nature and quality of the college curriculum which led to the development of a widely recognized innovative program which came to be known as the ‘‘New Curriculum’”’. This curriculum providedfor new and broader ways for students to learn and for professors to teach. During his tenure as Dean of Instruction his home became an intellectual center for students and faculty as he continuously sought constructive avenues for the expres- sion of student concerns. Always on the side of the socially and economically disadvantaged and oppressed, he assumed leadership roles at various times in the NAACP, the Kanawha Coun- ty Council on Human Relations, Multi-CAP, the Kanawha Peace Commission, and the Better Schools Council. When other avenues of communication failed, he was found in the streets of the nation’s capitol demonstrating for civil rights and against the war in Vietnam, and in the streets of Charleston demonstrating for open housing and on behalf of striking sanitation workers. His social activism grew out of a profound conviction that democracy is not just a word, but must be a reality for everyone. This conviction is reflected in his book Pathways to Freedom, published in 1964 which recounted episodes showing the role of groups of common people struggling for democratic rights. The years of Edwin D. Hoffman brought enrichment to the campus of West Virginia State College and they are woven indelibly into the tapestry which is the history of this institution. The legislature of West Virginia passed an act establishing the West Virginia Colored ve ee CO Ge Institute in 1891. The main purpose of the institute was to. train Blacks in agriculture, horticulture, mechanical arts, and domestic science. Tuition was free and the anly charge was a matriculatuin fee of $1 per term. The College integrated in 1954. President Jos Wallace - led West Virginia State College to become one of the most integrated institutions of higher learning. Information development for the plan involved all academic and administrative departments at the college. Academic departments prepared statements of their program plans for the next 5-10 years. Along with review of the written documentation, staff of The Eggers Group conducted more than 50 interviews with faculty, administrators, and students. Interviews with staff of the College of Graduate Studies were conducted to assess the needs of COGS on the WVSC campus. In addi- tion, a team of seven architectural and engineering specialists spent four days on campus conducting inspec- tions of each building and reviewing specifications for building structures and mechanical systems. Traffic consultants engaged by The Eggers Group undertook a survey for the better part of a week to determine the | in January 1978, the college recommended to the Board of Regents the employment of The Eggers Group, { flow of vehicles on campus streets and surrounding roads. in the development will be three new buildings. A Community College Building, housing the programs for Industrial Technology, Consumer Services, and Community College administration, a Natural Sciences Build- ing to replace Hamblin Hall, and a new Field House - Gymnasium which will replace Fleming Hall. After con- struction of the new buildings, the old ones will be demolished. Buildings which will receive extensive reova- tions include the Drain-Jordan Library, Wilson Student Union, and Jones Hall. The library will also receive a major addition. Currently in progress is a thorough renovation of the Administration Building. All other build- The estimated total cost of the improvements at West Virginia State College is 25 million dollars. Included ings will have improvements that are related to utility services. After review by the college’s staff and the submission of a number of recommendations, the final documents were prepared for presentation to the Board of Regents in January 1979. The campus development plan appears in three volumes. The first volume surveys the condition and needs of the college’s buildings and grounds, and presents recom- mendations for overcoming the deficiencies cited. Volume Two presents the planning data that were used for developing the space needs for the college’s instructural, athletic, and administrative activities. The third volume presents the scope of the proposed plan with recommendations for new construction, renovation, and changes in the campus grounds. Traffic and parking patterns will be altered by shifting vehicular traffic to the perimeter of the campus New sidewalks and malls in the center of campus along with extensive plantings will provide a more attractive setting. The attached summary shows the phasing of these developments The facilities master plan looks to the future of West Virginia State College. While its predecessor, CIT involves a broader concept of both structure and function. Pickens for twenty years of dedicated service as the ROTC building custodian. Through her efforts, the department consistently received laudatory comments on building appearance and maintenance during each of its annual inspections. Mrs. Pickens will retire in the summer of 1980. His present assignment is Deputy Chief of Staff, Intelligence, United States Army Forces Command, Fort McPherson, Georgia, since July, 1978. ROGERS DEPUTY CHIEF OF STAFF FOR ROTC AFFAIRS TRADD, FORT MONROE, VIRGINIA General Rogers was born in Claremont, West Virginia on September 6, 1929. He received his commission from the ROTC program here at West Virginia State College. Mr. Rogers first distinguished himself by conspicuous gallantry in action on November Ist, 1968 as CO, 1st BN Sth Artillery, 1st Inf. Div. during the defense of a forward first support base in the Republic of Vietnam. As a second human wave attack was launched, LTC Rogers again directed artillery fire and led a second ground attack against the enemy. Although severly wounded, LTC Rogers continued to encourage and direct his men to defeat and repell the enemy. His medals and awards are the Medal of Honor, Legion of Merit (with Oakleaf Cluster), Distin- guished Flying Cross, Bronze Star Medal with V Device and 3 Oakleaf Clusters, Air Medal (10° awards), Joint Service Commendation Medal, Army Commendation Medal (with 3 Oakleaf Clusters), Purple Heart, and Parachutist Badge. General Rogers attended West Virginia State College and Shippensburg State College where he earned a Bachelor of Science degree in General Mathematics and a Master of Science in Vocational Educational Guidance, respectively. He spent a total of 22 years active in the ser- vice. HARVEY DEAN WILLIAMS, Brigadier General General Williams was born on July 30, 1930 in Whiteville, North Carolina. He served over 27 years of active commissioned service. His present assignment is Commanding General, VII Corps Artillery Community Commander, USMCA Augsburg. The military schools he attended were The Artillery School, Basic and Advanced Courses; The Armed Forces Staff College; United States Naval War College. The highlights of his command duty assignments include three Batteries, one in combat-Korea, one in CONUS and one in Germany; two Battalions, one in combat-Vietnam, one in CONUS; a Field Artillery Group- Ft. Sill, Oklahoma; a Post - Fort Myer, Virginia; Deputy Commanding Gen- eral, Military District of Washington; a Corps Artillery - VIl Corps Arty; a Community - Augsburg, Germany. Dallas C. Brown, Jr. “Alumnus of the Year’ West Virginia State College National Alumni Asociation, Inc. is proud to announce Col. Dallas C. Brown, Jr. as “Alumnus of the Year”. Very deserving of this honor, Col. Brown was Field Station Berlin Commander until recently when he was transferred to Ft. McPherson, Ga. He also was recently selected for the brigadier general list. Col. Brown will be honored dur- ing homecoming activities October 21, 1978. Col, Brown entered military serv- ice in 1954 by attending the Basic Officers Infantry Course. He worked his way through several military academies including the Defense Language Institute, USA Command and General Staff College, USA Russian Institute and he was a dis- tinguished graduate from the U.S. Naval War College. He is a 1955 graduate of West Virginia State College with a BA degree in History Political Science. He earned a MA degree in Russian Area Studies from Indiana Univer- sity. The colonel was also an out- standing military cadet as well as a distinguished military graduate at WVSC. From 1971 to 1977 Col. Brown served in several activities at the Defense Intelligence Agency in Washington, D.C. He was then assigned to FSB as Commander. Before being assigned to D.C., he served in Vietnam as the command- ing officer of 519th Military Intel- ligence Battalion. He received the Vietnamese service medal, Republic of Vietnam campaign medal and the Republic of Vietnam Cross. of Galantry. He also has been awarded the meritorious service medal twice, the master parachutist badge, the joint service commendation medal, army commendation medal and others in his 24 years of service. Col. Brown is a descendent of a pioneer family from Institute. He is married to the former Joyce Bush of Washington, D.C. She is also a 1955 graduate of WVSC. They are the parents of five children: Dallas IlJ, a senior at Princeton University; Gregory, a sophomore at U.S. Naval Academy: Jan, a freshman at Uni- versity of Virginia; Karen and Bar- vara reside with their parents in Ft. The Yellow Jackets had a 9-0 lead going into the final quarter but saw it slip away when Georgetown struck for two quick scores in the closing minutes. It was obvious from the very beginning of the season that State was a much-improved team. The offense showed much promise with the edition of half-backs Anthony Weaver and Larry McGee, quarterback Har- old Wicks, and Junior College transfer Ellis Spann at flanker. The defense had some new faces, too; Troy Eichel- berger was the new right-side linebacker, and Milton .Spradiley was his counter-part on the left side. Another new face on defense was cornerback Sam Curry, who played quarterback last year. Teaming up in the super quick secondary with Curry was junior John Stone and All american Candidate Terry Atkinson. Head coach Oree Banks, in his second year at State, was beginning to build the foundation for his revit- alized football program. Banks seemed to be right on schedule all year long with the development of his young squad. Banks’ coaching assistants during the 1978 season were: Mike Smith, offensive line; Dwayne Woods, defensive backs; and Richie Taylor, backfield. Larry Lewis and Lamar Davis were the student assistants. In their first home game of the '78 season, West Virginia State outlasted a stubborn West Virginia Wesleyan 24-19 Bs for their first win of the year. State 24 19 Larry McGee was in top form as he ran for 160 yards and one touchdown. Running mate Anthony Weaver chipped in with a spectacular 73 yard TD run as the Jackets finished with 323 yards on defense. Cornerback Terry Atkinson intercepted a Wesleyan pass and sprinted in for the score in sparking a tough, aggressive State defense. It was during this game that freshman quarterback Harold Wicks began to get the attention of the WV State coaching staff. Wicks played the entire second half and earned the QB job permanently with a fine perfor- mance: ‘‘Wicks handled the team well,’’ observed coach Banks. ‘‘He’s a leader.”’ Paul Montgomery, CB Greg Monroe, LB Bobby Monroe, LB State 20-0 Cornerback Terry Atkinson, in a brilliant performance, intercepted five Glenville passes, setting up two scores as West Virginia State rolled over Glenville, 20-0. Defense was the name of the game as the Jackets notched their first shutout of the young season, sparked by Atkinson, Troy Eichel- berger, Larry Pickens, Will Collazo, and Warren Breckenridge. The game was played at Glenville’s all new Pioneer Stadium on a rain- soaked, slippery turf. The slick field slowed down State’s potent run- ning game, but halfback Larry McGee still managed to pick up 108 yards and two TD's. Freshman quarterback Harold Wicks, in his first collegiate start, directed the offense with 59 yards passing and 68 yards rushing; flanker Ellis Spann had a sensational 38 yard TD catch. loss of the season to the hands of Concord College, 25-6. Concord, a perennial conference powerhouse, went on to win the conference title and the annual Coal Bowl. Concord 25-6 West Virginia State’s Yellow Jackets suffered their first conference After a scoreless first quarter, Concord exploded with 18 points on four scores to jump out in front and coast to victory. State got on the board with just one second left when freshman quarterback Tyrone Smith hit Ellis Spann on a 36 yard halfback option. Spann, a 6'1 ’ junior from Hattisburg, Ms. had his best game of the year with 47 yards on three catches and one TD. The final score of the game came on a one yard run by Concord fullback Steve Brinkley to end the scoring at 25-6. Freshman standout Anthony Weaver broke loose for four touchdowns State 41-0 and State’s tough defense chalked up its second shutout of the season as the Yellow Jackets burried West Liberty, 41-0.With 3:12 left in the first half Anthony Weaver cracked up the middle for a one yard TD. In the third quarter it was Anthony Weaver's turn again, once on a one yard plunge and then on a 13 yard run. Freshman quarterback Harold Wicks got a piece of the action in the fourth quarter when he ran a perfect bootleg around the left side for a two yard TD. The freshman finished the afternoon with 129 yards passing, hitting six of nine at- tempts. State's ever improving defense held West Liberty to just 90 yards on the ground. Freshman linebacker Milton Spradley enjoyed his best game of the year; middle guard Warren Breckenridge had another fine performance. Terry Atkinson had one interception. Kicker Jim Thompson of Ravenswood kicked five of six extra point attempts. Fairmont’'s Matt Morris put Fairmont out front 7-O on a two yard run. State ans- wered that TD with a 15 yard pass from halfback Anthony Weaver to flanker Ellis Spann to make the score 7-6, Fairmont. State went out in front for the first time on a 20 yard field goal in the third period to give State a 9-7 edge. Fairmont jumped right back on top with a 32 yard field goal to make it 10-9 Fairmont. Freshman speedster Anthony Weaver came _ through in the clutch with a one yard run for a State touchdown with just 2:00 remaining in the game. Troy Eichelberger set a State record with 22 tackles to earn him WVIAC Defensive Player of the Week. West Virginia State celebrated Homecoming '78 with a 14-9 win over winless Bluefield State to up their record to 5-2 on the season. Both of State’s TD’s came in the first half. With just State 14-9 four minutes game in the game QB Harold Wicks connected with tight end Ronnie Ward on a picture perfect 34 yard TD V9 oN pass. The Jackets scored again when Wicks broke loose for a OM 4 93 yard touchdown on a quarterback sneak. It was one of State’s biggest plays all year. Bluefield kicker Barry Reed _ kicked three field goals to account for the Big Blues scoring. State’s defense once again set the tempo of the game. So pho- more safety Sam Curry picked off two passes. Bluefield’s QB Von Jaymes was taken out of the game early Meas sl a vicious tackle by State linebacker Milton Spradley. The win kept State in second place in the conference standings, just percentage points behind Concord. State’s Bart Batten returned a punt 93 yards for a touchdown and linebacker Milton Spradley had an excellent game on state 18- 3 defense to lead WV State past Salem, 18-13. With Salem holding a 13-10 edge in the fourth quarter all- purpose running back Bart Batten zipped 93 yards for a TD on a punt return, shattering all previous WV State records in the department. Freshman linebacker Milton Spradley was named WVIAC Defensive Player of the Week with 22 tackles, three quarterback sacs, two broken-up passes, and one TD on an interception. The State defense left fans breathless at the end of the game when they stopped Salem on the one yard line with :00 show- ing on the clock. Sophomore tackle Warren Breckenridge made the final tackle to insure the win. Larry Pickens had 16 tackles on the day and cornerback Terry Atkinson had 12 solo tackles and one interception. And it wasn't because of Stone’s play—he had been doing well all year long. State football suporters never got a _ straight answer to this puzzeling question, but whatever the reason was, it backfired on the State coaches because WV Tech pene- trated the State secondary (where Stone played) for a season- high 152 yards passing to beat State, 20-14. Stones quickness, strength, and experience in reading quarterbacks was_ badly missed by State’s secondary which had its poorest showing of the season. Tech quarterback Mike Estes engineered three scoring drives that yielded 13 points before State even got a first down. Tech dominated the entire game, allowing State just 54 yards rushing and causing three fumbles. Incidentally, the soft-spoken John Stone was demoted for the rest of the year after this game, without any explanation from Coach Banks or his staff. Shephard 17-14 Saturday, November 11 was a very sad day for West Virginia State football. In the final game, played against Shephard on the Rams home field, State had a field goal ruled “‘good”’ only to be overruled by the head official. Fans and players alike were utterly outraged at the bum call. The game still remains clouded on controversy. State fin- ished the season with a 6-4 record, quite an improvement over last year’s 2-8. Coach Oree Bank’s squad had alot of positive points this season—the offensive was much more potent, the defense seemed quicker and more aggressive, and the team seemed more cohesive. Freshman quarterback Harold Wicks came out of nowhere and took charge of the offense. Troy Eichelberger and Milton Spradley swarmed. all over opponents with constant heads-up play. Terry Atkinson enjoyed still another highly successful year in the defensive backfield; at one point in the season he led the entire nation in interceptions. Warren Breckenridge and Joe _ Black plugged up the middle of State’s defensive line. Anthony Weaver and Larry McGee gave state the running threat that they so desparately needed. Ellis Spann and Ronnie Ward proved to be good recievers for Wicks’ strong passes, passes that improved with every game. And State’s husky offensive line was solid all season. The year 1978 was a turning point in the football program at State—Banks plans began to unfold, his work and dedication began to pay dividends, his team began to take on a new direction. All in all, 1978 was a good year for West Virginia State’s Yellow Jackets, and we at the Arch would like to congratulate the players, the coaches, the assistants, and other supporters for a fine season!
