JOHNSON, Secretary To the Graduates of 1958: The progress of a community, a nation, and the world in general depends to a large degree upon the type of citizens who graduate annually from high schools, colleges, and universities. Included among the characteristics of a good citizen would be not only adequate formal and informal education, but desirable char- acter development.
