i The Student Council of West Henderson High School was organized during the school year 1963-1964 to serve the student body, faculty, and administration. The student body officers-- Francie Roberts, Sandra Merrill, GailSumner, and Johnny Gossett, and the four class presidents --David Byrd, Bill Worley, Tommy Pistolis, and ''Trip'' Andrews, compiled the constitution. The constitution, which is the governing power for the student council, is partially repro- duced below. Article I. Name The name of this organization shall be the Student Council of West Henderson High School, Hendersonville, North Carolina. Article I]. Purpose The purpose of this organization shall be to develop attitudes of, and practice in, good citizenship; promote harmonious relations throughout the entire school; improve stu- dent-teacher relationships; provide a forum for student expression; improve school morale; assist in the management of the school; provide orderly direction of school activities; charter school clubs and other organizations; and promote the general wel- fare of the school. Article IV. Government Section 1 The Student Council shall consist of two houses--the Senate and the House of Repre- sentatives. (1) The Senate shall be composed of the Student Body President, secretary, treasurer, four class presidents, and representatives of Beta and Key Clubs. (2) The House of Representatives shall consist of the members-at-large, excluding the representatives of Beta and Key Clubs. (3) The House of Representatives shall elect a recording secretary. (4) The Vice-President of the Student Body shall be the head of the House of Repre- sentatives. Section 2 Two thirds of the actual membership shall constitute a quorum for the transaction of business in each house. Section 3 Meetings (1) Meetings of the Student Council shall be held bi-monthly. (2) Special meetings shall be called at the discretion of the advisors and Student Body President. Section 4 Voting Each member shall have only one vote. The presiding officers of the respective houses shall vote only in case of a tie. Section 5 Amendments The following shall be the procedure for adoption of amendments to this constitution: (1) Proposed amendments may originate in the Student Council or may be submitted with the signatures of 25% of the students. This must be presented to the Student Council by the originator of the Proposal. (2) The proposed amendment shall be presented first to the House of Representatives where a two-thirds majority shall be required for ratification. (3) The proposed amendment shall then be presented to the Senate for a two-thirds majority ratification. (4) The proposal shall then be sent to the administration for approval. (5) It must then be submitted tothe student body for a two-thirds majority ratification. (6) If the proposed amendment be passed, it shall go into effect as quickly as possible. Article VI. Powers Section 1 The Council shall have the power to speak for the Student Body, to discuss the program of the school, and to propose action for the betterment of the school. Section 2 The Council shall have definite jurisdiction over certain areas of student activities. (1) Organization and chartering of new clubs. Each club shall secure a charter for organization from the Student Council. Section 3 The source of power of the Council shall be in the delegation of responsibility in cer- tain activities to it by the principal; however, he reserves the right to veto action, which he considers detrimental to the school, after having explained his position to the Council. Section 4 The veto power of the principal shall supercede all powers of the Council. UZ
