Board of Trustees At the present time five professional educators, one lawyer, two housewives, and one manufacturer form the Board of Trustees. They are appointed by the Governor with Senate confirmation, for a term of six years to direct and control the property and management of the college, elect the president subject to the approval of the Governor, appoint officers and employees, fix the salaries of em- ployees, and subject to the approval of the Superintendent of Public Instruction, make such by-laws, rules, and regulations for the man- agement of the institution as they may deem advisable. All these powers are delegated to this small group, the holders of the raw materials that are refined to form the finished product, the policies and standards of West Chester State Teachers College. Dr. Charles W. David, President of the Board of Trustees has a baclcground as Professor of History, Bryn Mawr College; Emeritus Director of the Library, University of Pennsylvania; and nov is Librarian of Longwood Library; and a Director of the Longv ood Foundation.
