He received his Bachelor of Science degree in 1932 and his Masters of Sciences degree in 1933 from Brigham Young University. He was granted his Ph. D. degree in 1937 from the California Institute of Technology. Formerly the Doan of Faculty, Dr. Clarke now is re- sponsible for the administration of Weber State.

He appointed We- ber State College’s Board of Trust- ees. The Trustees make the final de- cisions on any administrative or in- stitutional changes at WSC. Be- cause of their foresight and leader- ship abilities, the Board of Trustees approved the changes which were necessary for the expanded student body and campus. Members of the Board were Clyde L. Miller, William G. Fowler, Ira A. Huggins, Mrs. lu- cile Peterson, O. C. Hammond, J. Francis Fowles, and Frank Francis Jr. Standing are Dr. James R. Foul- ger, Dr. Helmut P. Hofmann, Wayne S. BUSINESS VICE PRESIDENT Dr. James R. Foulger hos served Weber State College for twenty- two yoors. He is an Associate Pro- fessor of Business holding a Bache- lor of Science degree granted by the University of Utoh. He received his Master of Education degree from Harvord University in 1946. He received his Doctorate degree the following year from the samo institution. As Business Vice Presi- dent he administered all financial and business transactions of the college.
