Brotherton Administrative Assistant Administrative Assistant Business Manager Instruction and Personnel Special Services Board Secretary O After studying the long term needs of the VVaukegan Township High School district, noting the opening of the new XVest Campus building and the future growth of the student population in both schools, a new adminis- trative organization was established by the Board of Edu- cation this year. A Central Office administrative staff was appointed which took up oflices in the South building of the East Campus. This staff is composed of the Superin- tendent, an Assistant for Instruction and Personnel, an Assistant for Special Services and a Business Manager- Secretary to the Board of Education. This group, with the Building Principals, comprise the district adminis- trative staff. The Superintendent, of course, is the chief adininistra- tive officer and is directly responsible for all decisions to the Board of Education. The two assistants and the Busi- ness Manager assist the Superintendent in general admin- istrative functions, and, in addition, have two-building responsibilities for their special areas. Dr. Kauffman. at extreme right, confers with his staff at one of their regular weekly meetings, Left to right: Orlin Trapp, Principal Ivest Campus: Ralph O Although the School Code of Illinois lists a great many powers and duties of Boards of Education, most of these fall within two general categories: policy-making and evaluation. The Board has the power to decide what the school district will do-for example, what courses will be offered, what salaries will be paid, what use can be made of school buildings. It also has the duty to determine whether its policies are being implemented effectively. In both of these areas of responsibility the Board relies to a great extent upon the professional advice and judg- ment of the Superintendent and the Administrative Staff. However, Board Members are elected by the citizens of the district, and are responsible to them for providing a good high school education at a cost which the citizens are able and willing to support. Therefore, the Board has the final legal responsibility under state laws for the opera- tion of the school. Members are elected for three year terms by the voters of VVaukegan Township. The Board in turn elects one of its members to serve as president. Brotherton, Business Manager: Paul Burke, Administrative Assistant: George Latham, Principal East Campus: and Dr. Colon I..
