BOARD OF EDUCATION Attention focused on the business at hand as the chairman of the Watauga County School Board called the monthly meeting to order. On the shoulders of these four administrators rested the educational problems of the school system. The ultimate authority on everything that touched school life, these citizens arbitrated dis- putes, wrestled with budgets, and considered long- range plans as well as immediate problems. At their regular monthly meetings they prepared the school’s cal- endar, reviewed the budget, and attempted to meet the challenges of organized education. 18
