A ,, 1 LXY5, 'x 'Quill'-Sir The West Pakistan Agricultural University at Lyallpur is expected to fill an impor- tant need in agricultural development. Established in 1961, it is the first Pakistani institution to have a comprehensive educa- tional and research program comprising all phases of agriculture. As such, it is charged with offering courses and improv- ing the quality of undergraduate and grad- uate instruction in all disciplines relating to agriculture, basic and applied, and with producing superior graduates dedicated to the betterment of agriculture and rural liv- ing. Also, it has been given authority and responsibility to conduct research and de- velop extension activities aimed at rural development and increased food produc- tion. The decision to establish it was inspired by the impact our land-grant agricultural col- leges have had on agriculture in the United States. However, this new university is not a replica of the American land-grant insti- tution but rather a Pakistani adaptation with similar goals and aspirations. I am encouraged by the progress I ob- served during my recent visit. and now I feel confident that this new institution has the potential to make a major contribution to agricultural development in West Paki- stan. .iifwa -b iChv.q,,,, l I

WSU has been engaged in educational work in Pakistan since 1954 when it entered into a contract with the United States and Pakistan governments for an exchange program with the University of the Punjab and several afliliated colleges. Dur- ing the eight-year period, 1954-62, this program included projects in Agriculture, Animal Husbandry and Veterinary Science, Basic Sciences, Business Administration, Education, Engineering, Home Economics, and Social Sciences. Thirty- eight WSU staff members served in Pakistan on tours of duty ranging from one to eight years in length, and 83 Pakistani staff members were sent to the United States for advanced training, most of them for advanced degrees. Achievements under the original contract had much to do with the selection of WSU to undertake the program with the Agricultural University. v I 4 my ,t W. dz' fe I it Q 2315 at rf ff Pr 4 i im up W Like the previous program with the University of Punjab, the new exchange program has two important aspects: Q11 send- ing WSU staff to Lyallpur to advise and assist in development of the Agricultural.University and f2j sending Agricultural University staff to the United States for advanced training. Since the program's inception two years ago, WSU has sup- plied 16 staff members, 14 for a year or more and two as short-term consultants. Thirty Pakistani staff have been sent to the United States and four who had been sent under the old program have been transferred to the new.,Thus, 34 staff members have been sponsored from the new university, 16 of them at WSU. 13 1
