FRANK B. ROLF Mr. Frank B. Rolf, supervising principal of Washington Local Schools, received his B. S. degree from Ohio University and has studied further at Ohio Northern University. Under the guidance and leadership of Mr. Rolf, Portsmouth West High School has continued to maintain high standards in scholarship and has excelled in athletics. Mr. Rolf has been untiring in his efforts to expand and to improve our school.

EDWARD R. MCCOWEN COUNTY SUPERINTENDENT Superintendent McCowen said in a state- ment to us, The progress of all rural schools has been satisfactory and W9 GTG indeed proud of the splendid record of our schools. New School Legislation which goes into effect in l956 should help us improve our systems in many ways. We must never be content with our progress, however, and our sights must be placed on the years to come from 1960 on through 1970 in order to meet the needs ot our growing school population. The County Administration sends its con- gratulations to the Portsmouth West High School, the entire Start, Principal, and Board of Education, and especially to the student body tor a job well done. Mr. McCowen received his B. S. Degree from Ohio University, the Masters 'Degree from Northwestern University and has at- tended looth Ctterbein College and Harvard University.
