Mr. McCowen received his B. S. degree in edu- cation from Ohio University, the Master's degree from Northwestern University and has attended both Otterbein College and Harvard University. Many educational leaders of the State point to- ward the rural schools of Scioto County as being outstanding and excellent examples of good plan- ning and sound leadership. POLICY IIIHHGRS The Washington Local Board of Education should be highly commended for its contribution to the progress and expansion of our schools. Their interest and perseverance convinced the State Board of Education of the need for greater facilities to take care of the increased enrollment in Washington Local Schools. We can point with great pride to the splendid co- operation between the Community, the School Board and the School officials in the passing of School Bonds amounting to S260,000 Ind in the School Board's presentation of our problems to the State Department of Education, persuading them to contribute an additional amount of S2l5,000, making a total of S475,000, for the construction of needed buildings.
