Frank Sebastian The Board of Education in their official capacity act as the legislative body for the Public Schools. On the first and third W'ednesday of each month they meet for regular board meetings. At this time they audit bills, pass general judgment, and approve or disapprove upon the practices of the school as reported by the superintendent. They also set up and determine policies of procedure to guide the superintendent in the administration of the schools. The enactment of such a program involves wisdom, judgment, and foresight, it being necessary in order to carry on the school work to keep the school manned with capable and satisfactory teachers. Buildings must be kept in, sanitary and healthful condition. Supplies must be secured promptly to facilitate the general school work. All this involves an annual expenditure of about 2lG180,000.00, each dollar of which must be scanned with care to prevent extravaganee or misuse of funds.
