A superintendent is the chief school official in any school. He is the person hired by the Board of Education to supervise the workings of the entire school district. Mr. Springs has been superintendent of District 4316 for 3 years. As superinten- dent, he is responsible to the Board of Education and, in turn, to the people of the district. Few people realize the scope and the responsibility placed on the superintendent. He is charged with establishing school structure, determining curriculums, preparing and enforcing the district budget, supervising student transportation, and promoting good school-community relations. I-le must per- form all these duties and more in accordance with the laws of the state and the dictates of the people. Mr. Springs has performed theise tasks and is constantly striving to give the students of District 155316 the best education possible. MR . JAMES SPRINGS Superintendent In the structure of Warsaw High School, the responsibility of executing the educa- tional policies adopted by the Board of Education, directing the instructional pm- gram, supervising the. extra- curricular program as a whole, and promoting harmony among teachers and students falls on the shoulders of the principal. These are just a few of the many and time-consuming tasks assigned him. But even with these dut- ies, Mr. Hughes, our principal, finds time to meet with students, teachers, and parents. He answers questions, encourages them, helps them, but most importantly, he is willing to listen to them. He is viewed by some as a friend, but by many as a leader. Those associated with WHS this year will remember him. MR . WILLIAM HUGHES Principal The ultimate authority for any school district resides with the people who support it and whose children use the facilities and services of the system. However, since direct control by the people would be impossible, the election of seven mem- bers of the district make up what is knows as the Board of Ed- ucation. The Board, therefore, is given the immediate task of governing the school system and dealing with the problems which arise during the school year. The Board must draw up a budget to cover operating expenses, formulate school pol- icy, hire personnel, establish the school curriculum, and plan for future growth. A great responsibility rests on their shoulders. A great deal of civic pride and service in addition to long and often frustrating hours accompanies their jobs.
