■ EXECUTIVE OFFICER COMMANDER GERALD K. PAYNE, USN Commander Payne was born on October 12, 1945 in New York City. He earned an AB Degree in Zoology from Syracuse University, and was accepted to Officer Candidate School, Newport, R.I., receiving a commission in the U.S. Navy in April 1968. Ensign Payne's first assignment was as Main Propulsion Assistant on USS EVERETT F. LARSON (DD-830). After three months of schooling in early 1970, LTJG Payne served with Naval Advisory Group, RVN, as Senior Naval Advisor, Coastal Group 41, Ha Tien, Vietnam. From April 1971 to September 1972, LT Payne, Engineer Officer aboard USS SEVERN (AO-61) before reporting to Naval Destroyer School in October 1972 for Department Head Training. In June 1973, he reported for duty aboard USS EDSON (DD-946) as Weapons Officer. After duty at Naval Surface Warfare Center, Dahlgren, Va, LCDR Payne received orders to USS NASSAU (LHA-4) as First Lieutenant in 1978. He was subsequently assigned to COM-PHIBRON TWO as Operations and Chief Staff Officer. From August 1983 to June 1984, CDR Payne attended the National War College in Washington, D.C., and in September 1984 reported for duty as Executive Officer on USS VULCAN. Commander Payne is married to the former Miss Beverly Vreeland of Lincoln Park, New Jersey. They have a son, Christopher, and a Daughter, Rebecca.

COMMANDING OFFICER CAPT. J. MICHAEL LEEDS, USN Captain Leeds, the thirty-fifth Commanding Officer of USS VULCAN, is the son of Captain and Mrs. John R. Leeds. He was born in Washington, D.C. on May 8, 1937. Following school, he enlisted in the Navy in August 1954, and a year later entered the U.S. Naval Academy at Annapolis. Upon his graduation in June 1959, the newly-commissioned ensign was ordered to USS HARWOOD (DD-861)where he served as Communicator and ASW Officer until December 1960. After completing six months at the Submarine School in New London, Connecticut, he reported to USS SIRACO (SS-485) in July 1961, where he served various division officer and department head tours. In August 1964, he reported to Staff, Commander Submarine Force, U.S. Atlantic Fleet, for duty as Aide and Flag Lieutenant. From November 1966 until July 1968, LT Leeds served as the Navigator and Operations Officer aboard USS REMORA (SS-487), during which time the command received the Navy Unit Citation. In August 1968, he reported to the Command Staff School, Naval War College, as a student. This was followed by a year of instructor duty at the Naval War College. In August 1970, he returned to USS REMORA (SS-487) where he served as Executive Officer until July 1972. After a tour of duty as Flag Secretary for Commander Submarine Group SIX, LCDR Leeds reported back to USS REMORA as Commanding Officer. In November 1973, he returned to Staff, COM-SUBLANT, where he served tours in the Tactical Readiness Office and then as Flag Secretary. From July 1976 to July 1978, Commander Leeds was Submarine Operations Officer on the Staff, Commander Cruiser Destroyer Group EIGHT. In September 1978, he reported as the prospective Executive Officer, USS EMORY 5. LAND (AS-39) in charge of precommissioning training. He assumed duties as Executive Officer when the ship was commissioned, and during his tour the submarine tender conducted an Indian Ocean depolyment to Diego Garcia. In December 1980, Commander Leeds reported to the Staff, COMSUBLANT for duty as Assistant Chief of Staff for Personnel Plans and Programs. He received his promotion to the rank of Captain in November 1981. In April 1982, Captain Leeds assumed the duties as Assistant Chief of Staff for SUBLANT Personnel Manning. Following Prospective Commanding Officer training, Captain Leeds reported for duty as Commanding Officer of USS VULCAN (AR-5), relieving Captain J.E. McConville on 25 May, 1985. Captain Leeds has been awarded the Meritorious Service Medal with Gold Star, Navy Achievement Medal and various campaign ribbons. He is married to the former Miss Mary Elizabeth Coughlin of Washington, D.C. They have four sons, John, Mark, Matt and Brian. Captain Leeds holds a Master of Science Degree in International Affairs from George Washington University.
