Others were shuffl- ed upstairs to the banquet halls of Jones Dining Halls. However, meals there were no banquets. Students' standing and sit- ting around after eating, and their not busing their trays did f ' I not help the situation any x either. Meanwhile, off campus , students were crowded into a renovated laundry-Snack Shoppe. VSC Campus Security are driving new cars with flashing lights and an in- side loudspeaker system. Are they still giving as many tickets? Below: Dormitory overcrowding placed freshmen in attics, basements, and off campus. For some it meant making closer alliancesg for others it was just another situation for getting ripped off.

Russell, alumnus of VSC's greatest rival Virginia Union University, became the 7th president of Virginia State College on November 1, 1970. Before his presidency here, he was Director of Public Affairs at American Can Company, Greenwich, Connecticut. - A native of Middlesex County, Virginia, Dr. Russell is the son of the late Dr. and Mrs. G. S. Russell. In addition to his A.B. and B.S. degrees from Union, President Russell holds degrees from Case Western Reserve University and from the University of Virginia at Charlottesville. He is a member of the Delta Kappa Education Fraternity and a dedicated Que , along with several other social, military, and business affiliations. When he is not busy as Head of State , he relaxes in the presidential manor with his wife Eleanor and his children, Vernon Lee, Shelly Adele, and Wendell P., Jr. As you gladden the lives of the Federal City College family, Dr. Russell, you leave saddened hearts and warm memories of a vitalizing force on the Hill. Therefore, we, The Trojan Staff and student body of VSC salute you for three years of dynamism and an effort to maintain unity amid the ever present changes at Virginia State College.

In 1920, the legislature passed a bill making Virginia Normal and Institute the Land Grant College for the Negro Youth of he State. On March 7, 1930, the name was changed to Virginia tate College for Negroes. Since that time, Black students funds nd the funds of a few minority races, along with some state funds ave built VSC up to a seven-schooled college open to all who meet ts requirements. Some speculate that better living and eating conditions, along with more funds, should with this Hill Shaking change.
