STAUNTON, VA., October 1, 1917. To His Excellency, Governor Henry C. Stuart: In compliance with my official duty, 1 have the honor to trans- mit herewith the report of the Superintendent of the Virginia School for the Deaf and the Blind for the two years ending September 30, 1917. While the expenses during the period covered, by this report have greatly increased, a generous response on the part of the Gen- eral Assembly to the needs of this institution, together with a wise economy in expenditure, enabled your Board to make the most needed improvements in buildings and equipment, to care fully for the health and comfort of the Children and to maintain a high standard of manual training and mental development. At no time in the history of the School has it been so well prepared for efficient service as at the present time. Deeply grateful to the teachers, officers and, employees for their faithful service, and especially appreciative of the fidelity and co- operation of the Superintendent, I remain, Very respectfully, J.
