Stuart: In compliance with my official duty, 1 have the honor to trans- mit herewith the report of the Superintendent of the Virginia School for the Deaf and the Blind for the two years ending September 30, 1917. While the expenses during the period covered, by this report have greatly increased, a generous response on the part of the Gen- eral Assembly to the needs of this institution, together with a wise economy in expenditure, enabled your Board to make the most needed improvements in buildings and equipment, to care fully for the health and comfort of the Children and to maintain a high standard of manual training and mental development. At no time in the history of the School has it been so well prepared for efficient service as at the present time. T0 the Board of Visitors 0f the Virginia School for tho Dmf and the Blind: Gentlemenzel beg leave to submit the following report of this School foi' the two fiscal years ending respectively, September 30, 1916, and September 30, 1917. Enrollment of Pupils The enrollment for the present session, Nov. 1, 1017, is as follows: Deaf ......................................................... 20-7 Blind .......................................................... 76 Total ........................................... 283 The school is full to its capacity. Objects of the School The State provides this school for her deaf and her blind children for the same reason that she provides public schools for those who can hear and see-to fit them for useful and independent citizenship. It is a free school for all white children, of sound mind, totally deaf or totally blindfor whose hearing or sight is too defective to enable them to attend the ordinary public schools. The limit of age for admission is fixed by the Board of Visitors at between eight and twcnty-one years, but, if possible, all should enter at eight. Everything possible is done for the comfort, advance- ment and training of the pupils, with special reference to giving them character and a means of livelihood after they leave school. In all cases, children must be capable of attending t0 their own per- son-dressing and. undressing, feeding tlzcmscl'z'cs, chi, 'zvz'flzout assist- ance before coming to school. The entire scholastic term of our pupils is fixed by the Board at ten years, except where a pupil becomes twenty-one years of age be- fore the expiration of ten years, and in that case the term of pupilage is fixed by special act of the Board. Pupils are required to leave the school at the close of each session, and spend vacation at their homes. This is not an Asylum, a Hospital, or a Home, but purely a school, and if a Child, cannot learn, we do not keep it here simply to furnish it a home. l13l Ul: INDUSTRIAL B L'ILDINE. INTEKIHR The School Session Pupils are expected to arrive on the first Wednesday in Septem- ber, and school opens the following day. The session ends on the second Wednesday of June, and the following day, Thursday, is home-going day. Prompt Entrance Parents are urged to enter their children promptly at the begin- ning of the session, for the delay of a week or two will frequently make it necessary to put the pupil back an entire session. Colored Children The School for the Colored Deaf and Colored Blind is located near Newport News. Address Professor W. C. Ritter, Superintendent, State School for the Colored Deaf and Blind, Newport News, Virginia. Compulsory Law A eompulsory-attendanee law would do much towards the uplift of the deaf and the blind of the State, for there are many children of these classes in Virginia who are never sent to school, but allowed. to grow up in total ignorance, and strange to say, the tendency on the part of many parents is to withdraw their Children from school as soon as they become useful at home, and before their education is at all completed. A compulsory law would prevent this culpable practice. Religion: Exercises Religious exercises are held every day. Sunday school is conducted every Sunday in the Deaf Department by the regular teachers. The blind pupils, however, attend the Sunday schools of their choice in town, and the plan is found to work most satisfactorily. The School is non-seetarian, and pupils are expected to attend the Church of their parents. The Ministers of the several Churches in town mani- fest great interest in our pupils and frequently hold services at the School on Sunday afternoon. Our deaf pupils are favored also several times a year by visits from two deaf Missionaries who are always welcome, and our deaf pupils are delighted with their sermons in the sign languages. A majority of the pupils become church members while at school. Healthful Location and Climate The school is situated or a beautiful hill in the suburbs of Staun- ton, which has a population of 12,000, in full view of the Blue Ridge Mountains. It has adjoining its lawn fifty acres of land, which affords ample play grounds for pupils and an excellent garden. This section of the state is famous for its healthful climate. We have a well-appointed infirmary, where sick pupils who need special nursing are placed. The School Physicians An experienced physician is employed to visit the School three times a week, and oftener when necessary, to look after the health of the pupils. A skillful specialist also is employed to treat those pupils whose hearing or sight seems susceptible of improvement. A trained nurse has Charge of the Infirmary at all times. Good Health The health of the pupils for the period covered by this report ttwo sessionsl was very good. Sanitary Conditions The sanitary condition of the premises is excellent. Regular hab- its, well-cooked food, pure water. a plenty of Holstein milk, and an abundance of outdoor amusements keep the pupils generally in a good physical condition. See Physician's report on another page. It has been found that Holstein milk is peculiarly healthful to children, and our herd of thirty generally furnishes enough for the entire School. Report of the Oculist and Aurist . STAUNTON, VA., Nov. 26th, 1917. My work for the two past years, as Oculist and Aurist, at the Virginia School for the Deaf and the Blind, has been of such a rou- tine nature that it scarcelv deserves reporting. Each year, since 1914, at the beginning of the session, the eyes of all the pupils have been examined for Trachoma or granulated lids. I am glad to state that this year not a single case of this terrible malady was found; all of which tends to shoxx that preventive medicine, as inculcated by the health officers, is beginning to have its reward. It is much to be deplored that we still have no law, in this State, for the prevention of Ophthalmia Neonatorum. I trust that every person connected with this School will do all that he can, to have such a measure passed, at the meeting of our next Legislature. Very respectfully, FRANK M. HANGER, M. We have in our School course Manual Training, embracing Clay Modeling, Sheet-Metal and Bench Work, Basketry, Mat-Making, Rug Weaving, Furniture Making, Szc. This department is intended especially for the younger pupils, both among the deaf and the blind, before they are prepared to enter the shops. We have one hundred and twenty pupils in the Manual Training classs, composed of boys and girls in both the deaf and the blind departments, and the work is very pleasing to all. Dentistry No special provision is made for dental work for our chilren. KVe believe filling of teeth and special treatment should be pro- vided by parents during the summer vacation. But when pupils have the tooth-ache we have them attended to at once by the dentist, and when he finds that the filling of teeth or special treatment is necessary, we notify the parents and, ask for the money to have the work done. Each child should be provided with a toothbrush. Protection Against Fire The buildings are provided with fire escapes wherever they are considered necessary. There are three tire plugs on the outside of the buildings and ten racks with fire hose distributed on the inside of the buildings-all connected with the city water main and so ar- ranged that water with an excellent force can be turned on in a few miutes. As a further precaution against fire, and for the general protection of the premises and safety of the children, we have a night watchman walking around at all hours of the night. Insurance There is a fire insurance on the buildings of $72,000.00 and a policy on two of the boilers of $10,000.00, against accidents. Special Instructions to Parents 1. Children must be capable of attending to their own persona dressing and undressing, feeding themselves, etc.-without assist- ance, before coming to school. 2. See that the name of the pupil is marked on every piece of gars ment. If you can not get indelible ink, use colored thread for mark- ing the childis .name on each piece of clothes. 3. The Matron requests the mothers to put pieces of their children's clothes into their trunks to be used as patches when their clothes begin to wear. mu .o' JIdo 'VCJO' -i' I l 1. .N. u. p . . In sending express packages to the pupils the express charges must invariably be prepaid, as there are no funds in the hands of the Superintendent for such purposes. 6. Those boys tboth the blind and the deafl who shave must come with their razors, etc., to shave themselves, as it is the desire of the Superintendent to teach all pupils to wait upon themselves and to become independent. 7. Instruct all pupils in coming to school to hold their trunk cheeks until they reach the school and to deliver them directly to the Su- perintendent, as this will save you drayage. 8. In writing to the Superintendent or Matron please put the name of your post office at the head of each letter. 10. In writing or sending packages to your children, you are re- quested to use the words HSchool for the Deaf and the Blind as a part of the address. 11. Letters will be sent to the parents once a month, but when a pupil gets sick the parents will be notified at once, either by letter or telegram. If any think, however, that they must hear oftener from their children, the Superintendent will accommodate them at any time, if they will enclose him, each time, a stamped envelope or postal card, containing their address for reply. 12. Persons bringing pupils to the school or taking them away, or visiting them can not be lodged or boarded, or have their horses fed, at the school. 13. Money given to the younger children should be placed in the hands of some officer of the school, to be issued to them little at a time. 14. The deaf children who are in the articulation classes should be made to talk orally and to lip-read as much as possible while at home in vacation, and it would be very helpful to those not in the articulation classes for their parents to learn the finger alphabet and especially to encourage their hearing children to do so, and not in any case to allow any sign-making. Alphabet cards will be furnished free on application. 15. Blanks for information will be sent upon application to any one who has a deaf or a blind child. SENIOR CLASS 0!? DEAF PUPILS VISITING MT. There is an indebtedness against the School of $750.00 which re- duced by the amount of cash on hand, $56.23, leaves a net deficit of $693.77. All vouchers were examined and approved by the Executive Com- mittee. The State Examiner of Accounts comes around at irregular times and examines our books. Acknowledgments We desire to thank all the railroads of the State for transporting our pupils at reduced rates, the many newspapers of the State, and the institutions for the cleat and the blind in the United States and Canada for their publications sent free to our School, the city and county Superintendents of Schools, and the Ministers of the State for their services in locating the deaf and the blind children in their respective counties, the Ministers of the several churches in Staun- ton for their assistance in conducting divine worship in our School, and especially the Sunday school oftieers of the City for the very kind manner in which they have received and assisted our blind pupils in their respective schools.
