- l 4 ..,.-4-7 ..,,-......... -. , OFFICER LCDR William P. McKinney was born in Charleston, S.C. in 1956 and grew up at various locations in North and South Carolina. He graduated from the U.S. Naval Acad- emy in 1979 with Bachelor of Science degrees in Mathe- matics and Physics. After graduation, he entered the Naval Nuclear Propulsion Training pipeline and was assigned to USS DWIGHT D. EISENHOWER KCVN 699 for his first sea tour. While onboard IKE he served as Reactor Laboratories Division Oflicer and Chemistry and Radiological Controls Assistant. His next tour was onboard USS COONTZ QDDG 409 where he served as Combat Information Center Officer and completed his Surface Warfare Officer qualification. His Department Head tours were Operations Oflicer on- board USS CHARLES F. ADAMS CDDG 21 and Reactor Train- ing Assistant onboard USS ENTERPRISE CCVN 657. While ashore, LCDR McKinney served as a Company Offi- cer at the U.S. Naval Academy and as a member of the At- lantic Fleet Nuclear Propulsion Examining Board. His decorations include the Navy Expeditionary and Armed Forces Expeditionary medals, and the Battle E Ribbon 42 awardsi. He has also been awarded Navy Corn- mendation Q5 awardsi and Navy Achievement C2 awardsi medals. LCDR McKinney is married to the former Laura Kelly of Key Largo, Florida.
