McKinney was born in Charleston, S.C. in 1956 and grew up at various locations in North and South Carolina. He graduated from the U.S. Naval Acad- emy in 1979 with Bachelor of Science degrees in Mathe- matics and Physics. After graduation, he entered the Naval Nuclear Propulsion Training pipeline and was assigned to USS DWIGHT D. EISENHOWER KCVN 699 for his first sea tour. While onboard IKE he served as Reactor Laboratories Division Oflicer and Chemistry and Radiological Controls Assistant. His next tour was onboard USS COONTZ QDDG 409 where he served as Combat Information Center Officer and completed his Surface Warfare Officer qualification. His Department Head tours were Operations Oflicer on- board USS CHARLES F. ADAMS CDDG 21 and Reactor Train- ing Assistant onboard USS ENTERPRISE CCVN 657. While ashore, LCDR McKinney served as a Company Offi- cer at the U.S. Naval Academy and as a member of the At- lantic Fleet Nuclear Propulsion Examining Board. His decorations include the Navy Expeditionary and Armed Forces Expeditionary medals, and the Battle E Ribbon 42 awardsi. He has also been awarded Navy Corn- mendation Q5 awardsi and Navy Achievement C2 awardsi medals. LCDR McKinney is married to the former Laura Kelly of Key Largo, Florida. The division as a whole, is responsible for the training of the entire crew in areas such as basic dam- age control, iire fighting, chemical, biological, and radiological defense, and a vast array of other damage control tasks. Virginia is dependent upon Repair division for its damage control readiness. ' The Damage Controlmen are the damage control experts on the Virginia. They are solely responsible for the maintenance and upkeep of all major DC equipment. Without their efforts in maintaining DC equipment, the capabilities of the Virginia to combat a major fire or flooding casualty would be greatly reduced. The Hull Technicians expertise lies in a multitude of fields ranging from welding, plumbing repairs, sewage systems, sheetmetal work, pipeiitting, and shiplitting, to any repairs involving the ships structures, piping systems, and main machinery. HT's are Virginias' jack-of-all-trades, following their motto: Ulf we can't fix it, it's not broken! The Machinery Repaimian is the Chief Engineer's favorite person whenever a piece of main machinery breaks and requires any machine work. The MR is respon- sible for milling, machining, drilling and tapping of any equipment requiring these repairs. As there is only one MR onboard Virginia, he is called upon more often than he would like to perform these difficult tasks. As a whole, Repair division is loaded with highly talented, personnel ranging from the MR who can machine everything and the HT's who can weld anything to the DCmen who can combat any casualty throvm at them. The division is divided into four work centers which handle hydraulic and mechanical machinery tEAO1J, diesel engines tEA02J, steam heat and service steam tEA04J, and air conditioning and refrigeration tEAO5l. A-Gang has equipment all over the ship, from the Anchor Windlass to After I Steering, in between, some of the major equipment they operate and maintain are: four 200 ton Air Conditioning Units, 2 1000 kW Emergency M' Diesel Generators, four motor-driven fire pumps, the Reboiler, two 5 ton refrigeration units, two vertical stores conveyors, two Cargo fWeapons Elevators, and the ship's four small boats. Our day to day at sea routine consists of standing watch, performing preventive maintenance on equipment, conducting repairs where needed, and training. Underway watches include Auxiliary Machinery Watch, Reboiler Watch, Diesel Operator twhen runningl, and when Sea 8: Anchor Detail is set, Anchor Windlass and After Steering Watches. In addition to this, many A-Gangers are members of the At-Sea Fire Party, the ship's Fire Department, which must be ready to respond at a moment's notice to reports of fire or flooding. We kept busy standing a five hours on, ten hours off watch rotation, still performing required maintenance, emergency repairs, and providing ca- sualty assistance dunng the ORSE and MTT drill preparations. Some of the most important repairs in- cluded repair of 2C MFBP prior to getting underway for hurricane Emily, rigging 6000 feet of shore power cables up and over the Puget Sound dunng IMAV, QA and the LC52 repair during ORSE. The divi- sion was like family during the numerous de- ployments and operations: like all families, we've had our problems but we always sup- ported one another.
