Among the first trailblazers to cross the Western plains was Colonel Josiah Pugh Wilbarger from Bourbon County, Kentucky —— colonist, survevor, teacher, and patriot. Wilbarger, aman with an insatiable dream of tam- ing the American west, came to Texas in 1827 with Steven FL Austin. Despite vicious encounters with the elements and hostile Indians.he was not prevented from surveying a seemingly endless expanse of Texas soil. fieone time in his career, he was scalped and left for dead bythe Indians, but his endurance was such that he continued to establish many major colonies and forts throughout the plains, including “Wilbarger’s Bend” on the ( olorado River in Bastrop County, where he eventually made his home. On February 1, 1858, Wilbarger County, Texas, was named in honor of his unselfish dedication. In the following pages, the 1978 Trailblazer reflects the spirit of the past by remembering some of the people and places of years gone by in an effort to retain an image of those who faithfully provided Wilbarger County and Vernon, Texas, witha foundation on which to build a lasting future. Wilbarger County Junior College District located in Vernon, Texas, was created by a majority of the electorate of Wilbarger County on January 20, 1970. In the same election, voters approved a tax rate of $1.00 on $100.00 of assessed evaluation; issuance of bonds in the amount of $12 million; and elected seven original Trustees to govern this new institution. On April 9. 1970, the Board of Trustees elected Dr. David L. Norton as the first Col- lege President. Campus construction was begun in May. 1971, including an Academic Science Center, Administration-Fine Arts Center, Applied Arts Center, Resource Materials Center, and Student Activities Center. The campus entrance was also con- structed during this first phase of the build- ing program and was donated by Dr. and Mrs. Thomas A. King of Vernon. The cam- pus buildings are surrounded on three sides hy the school farm, for a total of 100 acres. The initial registration was held in August of 1972. and on September 5, classes met for the first time on the Vernon Regional Junior College campus with a total of 608 students. Following the initial opening of the Col- lege. an extension center was developed in Burkburnett in 1973-74. for the purpose of making educational opportunities available to a greater number of prospective students. On August 1, 1974, the Board of Trustees appointed Dr. Jim M. Williams as the sec- ond President of the College. During the 1974-75 school year, three additional cen- ters were developed in Seymour, lowa Park, and Quanah. In the fall semester, 1974, a combined on and off-campus enrollment exceeded 800 students. During the 1975-76 school year Vernon , Regional Junior College expanded its ser- vices to include a learning center on Shep- pard Air Force Base. During this year, enrollment in credit courses, both on and off- campus, rose to a level of 1199. In addition, the College significantlh: increased opportu- nities provided in the community services area. Enrollment in continuing education or community service courses was 1,005 during that same year. The scope of the Vocational Nursing Program was enlarged during the 1976-77 school year with the assumption of the Greenbelt School of Vocational Nursing _in Crowell, and the Bethania School of _ Vocational Nursing in Wichita Falls. = In August of 1976 the sixth major build- ing. a Physical Education Center, was dedi- cated in honor of Dr. and Mrs. Thomas A. INTRODUCTION TO MENTAL HEALTH (4-5) This course deals with an introduction to the psychiatric hospital including both theory, laboratory observation and supervised clinical experience: Topics include the basic principles of psychology and sociology, emotional behavior, medication and the proper confinement of the mentally ill with an overview of nursing practices H. 301, COUNSELING PSYCHOLOGY (3-0) his course is basically an introduction to techniques of counseling the men tally or emotionally distrubed patient. PSYCHOLOGY OF THE MENTALLY RETARDED (3-0) This course deals with the Milieu Theory of treatment for psychiatric patients involving services beginning with admissions through dismissal procedures. MENTAL HEALTH PRACTICUM (1-5) A one-hour seminar each week primarily a forum for discussion of experienc gained through five (5) hours of supervised work experience in a mental health setting. Emphasis is placed upon the understanding and treatment of the emo tionally disturbed H. 307 ABNORMAL PSYCHOLOGY (3-0) Personality deviations and maladjustments; emphasis on clinical description of abnormal behavior, etiological factors, manifestations, interpretations, and STRANI: eS oe Continuing Education Continuing Education Programs are an important component in the Vernon Regional Junior College concept of the ‘Community College’’. Continuing Education Programs make the educational resources of the college available to the community served by the college. Programs are designed to accomplish one of the following objectives: 1. Improved occupational or professional skills. Examples: professional upgrading and recertification, business and industry, labor, management, government, law and law enforcement, agriculture and food production, and social service. Assist citizens to function more effectively as workers, parents, neighbors, and citizens. Examples: finance, foods and nutrition, family living, child development, health and safety, personal assessment, and consumer upgrading. Prepare Texas citizens to understand and cope with today’s problems and issues. Examples: health and safety, human relations and communications, education, govern- ment, business, law and law enforcement, community de- velopment, aging, social change, environment, and agricul- ture and food production. Assist citizens to learn new activities for personal growth and enjoyment. Examples: music, art, dance, amateur ra- dio, crafts and physical education. Continuing education courses have been taught at Vernon High School, Burkburnett High School, Henrietta High School, lowa Park High School, Electra High School, Holliday High School, Quanah High School, Crowell High School, Seymour High School and on the VRJC campus. Courses vary in length from one short meeting to a full semester and begin throughout the year in response to commu- nity needs. Most courses are offered in the evening. Every effort is made to keep the registration fee as low as possible. No grades will be given, but persons who register and success- fully complete continuing education courses offered by Vernon Regional Junior College will have Continuing Education Units re- corded on a permanent record in the Office of the Registrar. One unit is awarded for each ten hours of instruction with decimal units given for less than ten hours. CEU's are given in recognition that learning is a life-time process and should be rewarded as individu- als satisfy their personal education needs. CEU's do not constitute academic credit nor are they intended to meet the requirements of college degree programs at Vernon Regional Junior College. How- ever, CEU’s allow organizations and professions a standard unit of measurement by which they grant the proper recognition to their members by having participated in continuing education programs. Special courses can be designed to meet the needs of individuals, groups or organizations. The only requirements are interested persons, suitable meeting space, a qualified instructor and possibly suitable tools and equipment. Continuing education courses are generally open to persons of all ages, including children. However, certain courses are directed to the adult while others may include children. Interested persons should contact the Associate Dean of Instruc- tion for Continuing Education for information about the Continuing Education Program.
