ALEXANDER HEARD Chancellor Heard has said: Joining the university im- poses an affirmative obligation to make the most of a fav- ored chance. This obligation to take full advantage of the opportunity to associate with an academic institution ap- plies to each member of the university, whether he is an administrator, a faculty member, or a student. No single individual has done as much to fulfill this obligation as the Chancellor has while he has been at Vanderbilt. ' Alexander Heard joined our University on February 1, 1963, when he assumed his duties as Vanderbilt's Chan- cellor. Shortly after his arrival, the new Chancellor estab- lished aself-study, the Planning Study of 1963 and 1964, which was conducted by the faculty and staff, to evaluate the entire University and to make recommendations for each department and school. Many, of these recommenda- tions have been implemented and others form the basis for future plans. During the past four years, improvements have been made in several of the schools and different de- partments, the curriculum has been enriched in many areas, faculty salaries have been increased, new programs and areas of study have been established, including Van- derbilt-in-Spain. A program of building and expansion has been initiated and has been responsible for the construc- tion of the Oliver C. Carmichael Towersand the Memorial Gymnasium balconies. It includes plans for the completion of the' H. Fort Flowers ,wing 'of the Uoint University Li- braries, a Graduate .School of Business, the expansion of the Medical. Center, the renovation of several older build- ings, the' construction of the University Club and: several other buildings. ' ' - 6 Not all of the development has been in academic areasg Theiadministrative staffs have been improved and the positions of Vice-Chancellor of Finance, Provost, and Dean of the University for Institutional Relations have been created. The position of University Chaplain was also cre- ated and filled. The Madison Sarratt Student Center is more nearly a reality now than it was four years ago. While Chancellor Heard has been here, the administra- tion has been open to the suggestions of the students. He has Worked with them to strengthen student govern- ment. Under his guidance, the University's policy on drink- ing has been revised and the policy of visiting hours in men's dormitories has been established. He has also ap- pointed a special committee to study Vanderbilt's athletic program. Largely as a result of the massive, Planning Study, in June, 1966, the Ford Foundation announced a challenge grant of S11 million, in'which Vanderbilt must raise four dollars for each dollar given by the Foundation up to S11 million before June 30, 1970. The funds raised by this S55 million campaign will be used to finance many of the re- maining projects suggested by the self-study. In explain- ing the challenge Chancellor Heard said: As the Univer- sity approaches its second century of service to the region and the nation, we must push higher the standards of ex- cellence that have characterized its distinguished past. Vanderbilt has been pointed to by educational leaders across the nation as a university on the threshold of great achievement. 'We must fulfill that promise. Since his arrival, Chancellor Heard has constantly worked to improve the entire University. He has given the University four years of enlightened and dedicated ad- ministration, guiding it to development and achievements. On February 6, 1967, the Chancellor was presented an honorary degree in University Administration by Frank Allen Philpot, Hustler editor, on behalf of the entire stu- dent body. Having completed four years as Vanderbilt's chief executive officer, Chancellor Heard was awarded the degree for his work' in general university development with related work in student relations. Alexander Heard was graduated Phi Beta Kappa from the University of North Carolina in 1938. He received his M.A. in Political Science from Columbia in 1948 and his Ph.D. from the same institution in- 1951. In 1965 he Was awarded an honorary Doctor of Laws degree by Columbia. He joined the faculty of the University of North Carolina in 1950 and became Dean of its Graduate School in 1958. He was tapped for membership in Omicron Delta Kappa in May of 1967. ' When he came to Vanderbilt, 'Chancellor Heard already if had. a deep commitment to freedom-both, personal and academic. Heetold the,Class of 1967 as it entered Vander- biltzi A university is a place ofvfreedom, for only in an atmosphere of freedom can the human mind grow and dis- cipline itself, and learn the truth that sets men free .... This year the Chancellor reaffirmed the right of student groups like IMPACT to invite controversial speakers to campus so that interested students could have the oppor- tunity to hear these. individuals express their conflicting ideas in .an open forum. During the past four years, we have learned many things at Vanderbilt, particularly from the example and attitude of our Chancellor. We will have learned a great deal even if we have only leamed, as he wrote in the 1963 COMMO- DORE: Educated minds, Vanderbilt minds, never stop asking why things are the way they are and how they can be made better. A truly educated mind, and a true Van- derbilt alumnus, will not compromise integrity, nor let bias defeat fact, nor 'abandon the goal of justice and the spirit of charity, nor knowingly choose the ugly over the beautiful.
