BABY DOE REGULATIONS On February 13, 1984, the Department of Health and Human Services enacted the “baby doe” pro- cedures and guidelines to prevent discrimination on the basis of handicap in connection with health care for handicapped infants. Since that time more than 20 cases have been presented to the courts for rulings. To deal with the controversial cases the government has created “baby doe” type investigative squads. The “baby doe” guidelines. .. 1. When medical care is beneficial, it should be — provided. 2. The individual’s medical condition should be the sole focus of the decision. 3. It is legal to withhold medical procedures which are clearly futile, but, supportive care should be — provided. 4. When in doubt whether to treat, a presumption | should be in favor of treatment. 5. In cases of uncertainty of treatment benefits, disability should not be the basis of the decision. The optimism comes as a result of reports that researchers in the United States and France think they have isolated the lethal virus. The virus found by scientists at the Pasteur In- stitute in Paris is called “LAV” for lymphadenopathy- associated virus and over the year has become the leading candidate as the cause of AIDS. If indeed research findings are confirmed, then a vaccine could be developed to prevent the disease and blood dona- tions could be screened before a transfusion. More than 4000 Americans have contracted AIDS since it was identified in 1981 and more than 1750 have died. Resear- chers believe a period of two or three years will pass before a vaccine will be commercially available. The Jarvik 7 artificial heart fright) and the new Utah 1006 The U.S. Food and Drug Administration, in mid-1984, approved the implanting of a permanent artificial heart in a human for just the second time in history. UPS POSITRON In February, the UT Board of Regents dedicated the Positron Diagnostic and Research Center to the University of Texas Medical School. The center in- cludes the Positron Tomographic Cameras, the Cyclotron Facility, and the Positron Imaging Laboratories. The PET (Positron Emission Tomography) is a diagnostic tool aiding in early identification and prevention of disease processes and has potential therapeutic uses. Three months after the transplant, he developed some fever, omiting, and diarrhea which forced physicians to remove from. his sterile environment. David’s condition eriorated and he died of heart failure. n honor of David, Baylor recently established the Dad nter, dedicated solely to treat immunological deficiency iseases, with which 50 to 100 children are born with each lic ine’ s Clinical Research Center at UT Clinical Professor Denton Cooley received the Medal of Freedom, the nation’s highest civilian award, on March 26, 1984 in Washington, D.C. FLU VACCINE Promising results from the first phase of influenza vaccine research yield hope for a new vaccine in the form of nasal drops or spray. The experimental drops developed by researchers from several universities contain live influenza viruses, modified to act like the flu in humans, but harmless in clinical trial use. Because the vaccine could be administered by drops or spray, many believe that the vaccine would be more accep- table to the public than vaccine injections. Researchers believe a commercial vaccine could be available in 5 years. 13 rE i RRBRBBLK RRRRRRVVRR SVL LVRLVGLKLVVGHGSBAS SSSA Scenes From Life Flight In 1976, Hermann Hospital initiated a : medical transport program called LIFE | FLIGHT, which eventually developed into | an essential part of Houston’s medical care services. The program’s primary function has been to transport critically ill or injured pa- tients to a setting where the most sophisticated medical treatment could be provided in the shortest amount of time. Today, the program includes three helicopters based at Hermann Hospital, and two helicopters based at Baptist Hospital of Southeast Texas in Beaumont and at the University of Texas Medical Branch at Galveston. The life flight helicopters are equipped as mobile emergency rooms and include the necessary medical supplies need- ed to administer emergency care. From their central location at Hermann Hospital, any of the life flight helicopters can respond to calls within five minutes. The life flight team consists of a pilot, physician, and registered nurse. All pilots 4 have had extensive military, commercial, or COrporate transportation experience. The physicians and flight nurses have specialized ed training in emergency care and trauma | treatment. - , | =. | | | | 14 | RRBRRBRLBRLRLRLBBQRQQQRLBQ LL QQ BLL BQ Q BRL QK RRRVVVVLL GSKB SRV VLLKRVRKLKLKLKLKKKVRBVGLGLGGBS LE BRIBE SRIBIBIRIBIB BIBER RRR RRR RRB RQB LLB RB KLLL { aes Eee te Sat se: Houston: Objet D’art When the Hermann estate constructed their hospital in 1924, it was well out of town. As Houston grew, so did Hermann Hospital giving rise to the impressive complex comprising the focus of UTHSC. The elegant Spanish construction of the Cullen Pavilion makes it the most colorful structure of the entire medical center. In 1948 the next extension (the Robertson Pavilion by Kenneth Fran- zheim) was created. The Jones Pavilion is the most recent addition (1970). These three units give Hermann Hospital a rather eclectic face representing five decades of growth. a NN a. ] . 1 ae rywT lt Mee m4 I ae rie an Gf a8 at The Prudential building (alias Houston Main building) was originally a luxury hotel. Designed by Kenneth Franzheim in 1952, it is the clean, polished art-deco of the time. The palm-shaded pool now serves as a refuge for students of the state. Perhaps more utilitarian is the oddly symmetrical Hermann Professional Building (which too was designed by Mr. Franzheim, in 1957) (right). A portion of M. D. Ander- son Hospital rises like the fortified spires of a castle (below), pink granite towers of medicine. Outside of the Robertson pavilion is the micro-scale tribute to the gothic cathedral, heavy buttresses supporting a stained-glass skin. The Jones Pavilion was constructed at the same time as the medical school, appearing as one long continuous structure, an ivory tower lying on its side. Here, (middle left) is a scene that many will remember (note newly-completed cyclotron). On the other hand, (middle right), when it comes to Favrot Hall, most of us want to forget (note the aspiring perspiring marathoner Charles Harper). Fossil-filled limestone forms the walls of the Houston city hall, a WPA construction project replete with right-minded proletarian bas-relief insets and tiny neon clocks. Humble and squat, it looks curious against the towering downtown skyline. ow ¥ ¥ q : ft 4 ‘ £ é Z 4 be TAN AN AWRANN . Of note is the addition to the Museum of Fine | 2 ‘the structural elements should stand out for themselves, not ‘to be hidden by decorative covering (note exposed gurders). | This school gives rise to “International style,” better known as “glass and steel boxes” that characterize Houston. Phillip Johnson (a student of Mies) shows this in the Penzoil Building (1977, right and lower right). Directly adjacent is Johnson’s regression to Gothic revival, the Republic Bank | Tower. Presently, the tallest building in Houston is I. M. Pei’s Texas Commerce Tower, at 76 stories. At its base teeters a precariously balanced sculpture by Miro (left, above). The first words spoken from the moon where, “Houston, Tranquility base here, the Eagle has landed.” In honor of Houston's unique status is “space city,” tranquility park is a futuristic memorial to Apollo. Reminiscent of rocket boosters on launch pads, metallic cyllindrical fountains await some countdown. Into the Hermann Professional Building there flows a constant stream of people, some of them frozen in Leave-it- to-Beaver clothing (right and middle). A realistic depiction of the angst and burdens of medical school life is the sculpture by Bob Fowler. The nuclear family can be seen splashing about before the Prudential Building in a work by Wheeler Williams (1953).
