President Snow addresses the SCA ROTC Brigade at Veter- ans' Day Review held at Estes Field. Administration Maior changes make year busy for President Snow Dr. Silas D. Snow began his 18th year as Presi- dent ot State College of Arkansas with no lessening of stride. Maior changes for 1970-71 included a voluntary ROTC program and a new school calendar that elim- inated the need for a December recess. By starting classes in late August students were able to complete the fall semester before Christmas and enioy longer holiday between terms. The streamlined calendar also provided for an earlier spring semester opening and closing. Summer term schedules remained the same. Improvements on the academic side continued. SCA began a new Master of Science degree program in child guidance and counseling, and a new MSE de- gree program in nursing. A department of Business Education was created, and the School of Health Sci- ences began its first full year of operation. When students enrolled for the fall semester they found a record 1,040 classes in 36 subiect area fields awaiting them. The number of faculty mem- bers rose to about 200, also a record. Board of Trustees Award is presented to President Snow by board member J. C. Mitchell.
