Apparently the war will be won by the side which builds implements of destruction in superior quality and number and uses them most effectively. Consequently greater numbers of skilled workmen, such as mechanics, chemists, welders, electricians, statisticians, are needed now than ever before. Modern war tactics demand that our fighters be alert, flexible, capable of making decisions with a knowledge of the psychology governing the situation.
