5 h % wtA-K 4r «£§ ?£ lie Capital at MadUan Madison has had the signal honor of being chosen the capital of Wisconsin. This honor has meant to the city that it is the crux of state executive, legislative, and judiciary administra- tion; the center for political thought and discussion; and the vital machinery whereby a state-wide entity of desire and en- thusiasm for a just form of government has been conceived and evolved into its present form. So closely linked with this heritage of power is the responsi- bility for intelligence, intellectual integrity, and the unceasing effort to bring into reality the decisions made for the better- ment of the state. This responsibility is not confined to the men who make our laws and decide our policies. Every citizen who enjoys the opportunities and privileges resulting from our democratic ideal worthily fulfilled is responsible for upholding the laws and taking full advantage of his powers to have a voice in the government. It was through the mighty effort of one people with a unified ideal that our state came into being; it is through the same spirit of unity in carrying out our duties that our state will continue to progress. One aim of our university is to instill into us, as future citi- zens, the capability and intelligence to make use of our privi- leges wisely; that we may contribute in measure as we reap, the many benefits of our democratic society. ' As an alumnus of the University I deeply appreciate the significance of our Alma Mater ' s coming Centennial. While occupying the Governor ' s chair I have had many occasions to observe that the history of the State anil the University are inextricably woven together. We have set a laudatory example of state university and state gov- ernment cooperating in the interest of all our people. Through research, teaching, and public service, the boundaries of the University campus have truly become co- extensive with the boundaries of the State. — Governor Oscar Rennebohm
