The Captain The 1979!BlNNACLE is dedicated to Captain Col- lins by the Midshipman Battallion in appreciation of his work during his first year as our Skipper. P Q .l an-.I .... 2 Captain Philip K. Collins was born in Kansas City, Missouri in 1931. he was raised in Kansas City and entered the NROTC Unit at Marquette, in Mil- waukee. He received his Bachelors degree in 1952 and went on to get his Master's degree in English Literature in 1953. Ensign Collins was commissioned in 1953 and reported to the USS Coral Sea CCVVA-431 where he served until 1955. His next assignment was as the Senior instructor for the NROTC unit at the University of idaho. The captain has also seen duty in the USS NECHESQAO-471, the survey ship USS TANNER CAGS-153, which surveyed the coast of Turkey, the USS PERRY CDD-8445, and the USS NORRIS CDDE-8595. He was the X.O. and navigator on the USS HOOPER CDE-10263 and also was the X.O. on the USS ROBISON QDDG-125. The Skipper has seen shore duty at the Bureau of Naval Personnel CBUPERS5 as Fire Control Technician CFTD and Gunners Mate CGMD Rating Control Officer. He has also attended the Armed Forces Staff College in Nor- folk. ln Vietnam the Captain was the Surface Operations Officer for the fleet of mines and the riverine craft and swift boats. Returning from Vietnam, the Skipper was sent back to the USS ROBISON QDDG-1 25 where he was the C.O. until called to CINCPACFLT. At CINCPACFLT he was a planner for budget and war planning. He was also Assistant Chief of Staff for Plans for the 3rd Fleet Staff and C.O. of the USS STERETT CCG-311 and NAVCSURFPAC CHIEF for Training and Readines. The Captain and his wife Ginny have two sons, Steve, 14, and Pat, 13. 2

Your accomplishments at the Universtiy have amply demon- strated your ability to grow and to adjust to new circumstances. You have shown without question that you can succeed in your new duty in the Naval Service. In particular, the self-discipline which you have developed in pursuing your academic objectives will stand you in good stead as you make the major adjustment from being responsible for essentially only your own success to leading others.
