Returning in 1966, he was stationed in Beauford S.C. until 1969, when he returned to 1iNestPac. From 1970 to I9'2 LtCol Pennell attended Oltlahoma State Liniyersitw, where he earned .1 BS in l11dll1L'I11dIIC'S. .-Xtter .1 year and a half in an F-4 training squadron at Cherry Point, he returned to school again, this time to Monterey, where he earned an .NIS in computer science. Then he went to WestPac again. On his return, LtCol Pennell went to Marine Corps Headquarters. where he was the project officer for Tactical Command and Control Systems. Before coming to the Unit, he serxed in the third Marine .-Xir Wing as operations officer for Marine Air Group 11. LtCol Pennell is married to the former Ellen Wilson, and has four children: Elizabeth, james, Laura, and .-Xnn. EXECUTIVE OFFICER LtCol Fred Pallna, the L'nit's Executive Officer until his transfer in Noxember, 1981, began his military career as a seaman. He 1-.as appointed to the Nay al Academy after serving a year and a half in the fleet, and graduated in 1962. While at the Academy he round the Ntarines more to his liking and he decided to become an axiator. LtCol Palka joined the let Attack Squadron at Cherry Point after earning his wings in 1964. From 1965 to 1966 he serx ed as ground-air liason and A-4 pilot in Vietnam. On his return, LtCol Pallsa attended Air Intelligence School in Denter. and then taught -Xir Intelligence to pilots in California. He then returned to X ietnam for a year. After this tour, he -.-.ent to the Natal Postgraduate School, receiving in 1973 his MS. in Aeronautical Engineering. Next, he was assigned as Assistant Program Ntanager for X' STOL at the Naval Air Sys- tems Command in 1.Nashington. After completing Harrier training at Cherry Point. LtCol Pallta went to Iwakune, Iapan. In 1978 he receit ed a Ntasters degree in Human Resources Man- agement irom Peperdine Lnixersitx. Prior to coming to the Lnit. he was assigned at Cherry Point. BN COMMA Dl G OFFICER Captain Charles W. Roe Captain Charles W. Roe became our com- manding officer in August 1981. Captain Roe entered the Navy as a Naval Aviation Cadet in 1952. He was commissioned an Ensign in 1953, and designated a Naval Avi- ator. He was assigned in 1954 to Fleet Air Reconnaissance Squadron Two CVQ-2l in French Morocco, and in 1956 to the Naval Air Development Center in lohnsville, Pennsylvania, as a project pilot. In 1958 he entered the University of Michigan. He graduated with a BA in Political Science in 1960, and was then assigned to VQ-1 in japan. He attended evening classes there and was awarded a BS in Military Science from the Far East Division of the University of Maryland. He was next assigned to the U.S. Naval Post-Graduate Program for study at the Fletcher School of Law and Diplomacy, Tufts University, where he earned an MA in International Relations in 1965, an MA in Law and Diplomacy in 1966, and later, a PhD with specialization in U.S.-Latin American Affairs. In 1967 Captain Roe served as Operations Officer of Heavy Attack Squadron Two iVAH-2l, until assignment as Officer in Charge of Detachment 43. After an extended de- ployment aboard the USS Coral Sea, he served as Executive Officer of VAH-2 until 1968. He also served as Operations Officer of VAH-123 prior to reporting for duty as the Commanding Officer of VAH-10. After completing this tour in 1970, he reported to Honolulu for duty as Electronic Warfare Officer on the staff of the Commander in Chief Pacific. Subsequently, during 1973 and 74, he served as the Navigator and Executive Officer of the USS Midway CCVA-415, homeported in Yokosuka, japan. From 1974 to 76 he served as Head of the Western Hemisphere Branch, Politico- Military Policy Division, CNO. In june, 1976, Captain Roe assumed command as Commander, U.S. Naval Activities Spain, and as Commanding Officer, U.S Naval Station, Rota, Spain. Subsequently, he par- ticipated in the Executive Seminar in Na- tional and International Affairs at the For- eign Service lnstitute during the academic year 1978-79. His most recent assignment was on the staff of the CNO, as Assistant for ICS matters. Captain Roe is married to the former joan Wagner of Point Pleasant, New jersey. They have four children: Nan- cy, Tracy, Charles jr., and Dawn. v

Having ville with their children, Anna Marie, Bar ara, an completed his dissertation in the spring of 1982, Major john- son received a Ph.D. in Foreign Affairs from The University and has moved on to Marine Corps Headquarters. 1st Year Lt. Cdr. Doswell Lieutenant Commander joseph Doswell, lr., joined the Unit in Au ust 1979, as its first year instructor. He entered the Naval S 1 h l ' 1969 and raduated from the Academy Preparatory Sc oo in g Naval Academy in 1973 with a B.S. in Operations Analysis. LTCDR Doswell served on the pre-commissioning crew of the uclear carrier USS Nimitz and qualified as a Nuclear Engi- n 1 neer. He then attended Damage Control School before serv- ing as DCA for two years on the nuclear cruiser USS Texas where he qualified as SWO. LTCDR Doswell has been awarded l f Medal the Vietnam Service Medal and a the Nationa De ense , , ' ' ' ' ' ' d. In October of Unit Citation with Battle E efficiency awar 1981 LTCDR Doswell retired from the Navy. He and his wife, Diana, have moved to Dunkirk, Maryland, where he works for a Maryland utility company. 4th Year Lt. lllig Lieutenant Christina lllig came to the Unit in August, 1980, as fourth year instructor. Born and raised in lamestown, New York, she attended the Saint Bonaventure University and ma- jored in Modern Languages. LT lllig entered the Navy through the OCS in 1975, and has served as Operations Watch Officer and Port Services Officer in Panama, Oceanographic Watch Officer at the Naval Facility in Centerville Beach, CA, and assistant OIC at the Readiness Training Facility. Prior to her assignment here, LT lllig served as Flag Protocol Officer for Admiral Train, CINCANTFLT. LT lllig plays tennis and enjoys running, cooking, sewing, quilting, and reading. L 2nd Year O i Lt. Payne Lieutenant Leonard Kimball Payne came to the University in the fall of 1979. As a NROTC midshipman and a Theta Chi fraternity brother, LT Payne attended Duke University and graduated in 1975 with a degree in botany. Before coming here, he served as a NFO in Squadron 24, based in jacksonville, and his tours with the Squadron have included Sicily and Iceland. In addition to his duties here as second year instruc- tor, LT Payne also serves as the Public Affairs Officer, Assistant Recruiting Officer, and Second Company Advisor. LT Payne and his wife, Leslie, and their two children currently live in Earlysville. 1' v ,, 1 j
