President of the University of Virginia Dr. Edgar Finley Shannon, Jr., an associate professor in the department of English for the past three years, was last fall inaugurated as the fourth and youngest President in the history of the University of Virginia. Dr. Shannon holds degrees from Washington and Lee, Duke, Harvard and Oxford University. During World War I, Dr. Shannon served with distinction in the U. S. Navy. He participated in many of the major Pacific campaigns and was promoted to the rank of Lieutenant Commander. He was awarded the Bronze Star in September, 1945, for his “meritorious services.’ After his Oxford studies as a Rhodes Scholar, Dr. Shannon became a member of the Harvard faculty and subsequently joined the University community in 1956. ee ee Dean Ribble graduated from William and Marty College in 1916. He then entered the University of Virginia where he earned M.A. and LL.B. degrees, inte rrupted by a term in the Field Artillery during World War I. In 1921 Mr. Ribble joined the University faculty and was appointed a full professor a short six years later. Then, in 1937, he was appointed acting dean which culminated in permanent status two years later. Once again in World War II, the Dean served in the conduct of the war, this time with the State Department. After the hostilities ended, he was appointed a U. S. delegate to UNESCO. Further honors have been bestowed upon the Dean with his election as President of both the Association of American Law Schools and the Virginia Bar Association. He was also selected for membership on the council of the American Law Institute. Washington and Lee and William and Mary have both honored him with Doctor of Law degrees. FREDERICK DEANE GOODWIN RIBBLE James Madison Professor of Law Dean of the Law School THOMAS MUNFORD BOYD Professor of Law Professor Boyd has a rather varied background in legal and associated fields. After receiving both his B.S. and LL.B. degrees from the University of Virginia, Mr. Boyd actively practiced law in both Charlottesville and Richmond, Virginia. Between 1925 and 1930, Mr. Boyd took time out from his law practice to serve as Judge of the Juvenile and Domestic Relations Court of Albemarle County. During the 1930's and World War II, Mr. Boyd served on a wide number of agency legal staffs including the Office of Production Man- agement, the National Defense Advisory Commission, the W.P.B., culminating in his appointment as Chair- man of the N.P.A. Appeals Board. In 1953 Mr. Boyd was appointed a member of the Advisory Council to the Virginia Code Commission. Here at the Law School Mr. Boyd is known for his courses in Virginia Procedure, Corporate Reorganiza- tion, Professional Ethics, and Creditors Rights. NEILL HERBERT ALFORD Professor of Law Professor Alford was graduated from the Citadel in 1940 and received his LL.B. in 1947 from the Univer- sity of Virginia. He has been connected with the law school ever since, except for 1950-51 which he spent at Yale Law School as a Sterling Fellow. Mr. Alford served in the Army from 1941 thru 1946 and holds the rank of Lt. Colonel. In 1955 Mr. Alford’s casebook on Decedent's Estates and Trusts was published. In addition to lecturing in the latter course and Legal History and conducting seminars in Fiduciary Administration and Charitable Dispositions, Mr. Alford is also currently serving as counsel for the Virginia Code Commission. MORTIMER M. CAPLIN Professor of Law Professor Caplin holds B.S. and LL.B. degrees from the University of Virginia. He served as law clerk to U. S. Circuit Judge A. M. Dobie in 1940 and 1941, followed by nine years practice in New York City. Mr. Caplin returned to the Law School in 1950 and has also been serving as counsel to the Charlottesville firm of Perkins, Battle and Minor since 1952. In 1953 he took time out to get his J.S.D. at the New York University Law School. Mr. Caplin is a member of the Tax Advisory Group of the American Law Institute, Director of the Virginia Conference on Federal Taxation, and Chairman of the ABA’s Committee on Legal Research of the Section of Taxation. During the past year, he also served as President of the Atlantic Coast Conference. Mr. Caplin teaches the three tax courses and one of the tax semi- nars at the Law School. MARTIN LINDSAY COWEN, JR. Professor of Law, Assistant Dean Professor Cowen, who returned this year after a year’s study at Harvard, teaches Federal Jurisdiction and Procedure, Conflict of Laws, and conducts semi- nars in Civil Procedure. Mr. Cowen was born in Wheeling, W. Va., but moved to Ohio shortly thereafter. He returned to the South for both his undergraduate and legal educa- tion. A tour of duty in the U. S. Navy interrupted his Law School career, but after his release, Mr. Cowen reentered, graduating second in his class. After graduation, Mr. Cowen entered an Ohio law firm, but he returned to the University when named Assistant Dean of the Law School in 1952. CHARLES O. GREGORY Professor of Law Professor Gregory received his A.B. and LL.B. de- grees from Yale in 1924 and 1926 respectively and was admitted to practice in Connecticut and New York. In 1928 he accepted a position as assistant professor of Law at the University of Wisconsin, and from 1930-36 he was an assistant professor of Law at the University of Chicago. In 1936 he took a leave of absence to serve in the Department of Labor and was acting Secretary of Labor during the absence of the Secretary. Mr. Gregory came to the University of Virginia as a professor of Law in 1940. He has written numerous articles and books, including the widely known Labor and the Law (1946). The torts text presently in use here was written by Mr. Gregory and Professor Harry Kalven, Jr. of the University of Chicago. HARDY CROSS DILLARD Professor of Law Mr. Dillard was born in New Orleans but moved to Charlottesville in 1916. He graduated from the U. S. Military Academy in 1924 and from the Law School with honors in 1927. After teaching for a short time, he received a Carnegie Fellowship enabl- ing him to go to Paris for study in International Law. Mr. Dillard returned to Virginia in 1931 and became a full professor in 1938. During, World War II he directed the training of officers in military govern- ment affairs. In 1957 Mr. Dillard received a short leave of ab- sence to enable him to go to Paris as a member of the Advisory Committee to the Defense College of the North Atlantic Treaty Organization. ST ALT YT RET 7 REPRE ROTI SE I ae Pe ree my E, pe Th ay ee ete ia i ane =e ce Sir ve CARL McFARLAND Professor of Law Professor McFarland received B.A., M.A., LL.B., and LL.D. degrees from Montana State University and an S.J.D. at Harvard. He has practiced before various ad- ministrative agencies, state, and federal courts, includ- ing the Supreme Court of the United States. After serv- ing as a visiting Professor at the Law School in 1949-50, Mr. McFarland returned to Montana State University where he served as President from 1951 to 1957. In 1958, Mr. McFarland was welcomed back to the Univer- sity on a permanent basis. He teaches Administrative Law and Legislation. Mr. McFarland has written extensively in the field of law and administration. Among his many writings is a casebook on Administrative Law co-authored with the late Judge Arthur T. Vanderbilt in 1952. Mr. Mc- Farland also served as co-editor of the Revised Statutes of Montana in 1936; Special Assistant to the U. S. At- torney General from 1933 to 1937; and as Assistant Attorney General of the United States from 1937 to 1959: wn eee ee a ae JOHN C. McCOID II Assistant Professor of Law Another of the newer members of the faculty is Professor John C. McCoid II. Mr. McCoid received his B.A. and LL.B. at Vanderbilt University in 1950 and 1953 respectively. In 1957 he was a teaching fellow at Harvard instructing in the first-year group program, a seminar in the application of first year courses. Mr. McCoid has just completed his third year on the Virginia Law School faculty. He teaches Unfair Trade Practices and’ Civil Procedure. DANIEL J. MEADOR Associate Professor of Law Professor Daniel J. Meador came to the University in 1957 with a diversified legal background. He re- ceived his B.S. from Auburn in 1948 and his LL.B. from the University of Alabama in 1951. He was awarded his LL.M. at Harvard in 1954. After leaving Harvard, Mr. Meador became clerk to Justice Hugo Black of the United States Supreme Court. Immediately before coming to the University he was employed by the firm of Lange, Simpson, Robinson and Summer- ville of Birmingham, Alabama. Mr. Meador teaches Civil Procedure, Federal Juris- diction and Procedure, and a seminar in Constitutional Litigation. EDWARD A. MEARNS, JR. Assistant Professor of Law Professor Mearns, currently beginning his second year on the Law School faculty, was a 1958 graduate of the | Law School. He was appointed as Instructor in 1958, advancing to his present position in 1959. Mr. Mearns, | a native of New York City, received his B.S. degree from Yale University in 1951 and served as a lieutenant (j.g.) in the U. S. Navy prior to entering Law School. Besides conducting a seminar in Civil Procedure, Mr. Mearns also teaches Legal Philosophy, Persons, and Legal History. CHARLES PATTERSON NASH, JR. Professor of Law Professor Nash received his B.S. degree from the Virginia Military Institute and his LL.B. from the University of Virginia. Mr. Nash practiced for two years in Huntington, West Virginia, with the firm of Fitzpatrick, Brown and Davis before returning to the University as an Associate Professor of Law in 1927. He was appointed a full Professor in 1937. Mr. Nash teaches Conflict of Laws, Evidence and | Admiralty. He is the editor of Law of Evidence in Virginia and West Virginia. This spring Mr. Nash has been a visiting Professor of Law at the University of Florida. A. J. GUSTIN PRIEST Professor of Law Professor Priest received both his A.B. and LL.B. degrees from the University of Idaho. After practic- ing in his home state for several years, he moved to New York City in 1926. Mr. Priest was a partner in the New York firm of Reid and Priest between 1937- . 53 and presently retains an association with the firm as counsel. In 1953, Mr. Priest joined the Virginia Law School faculty. He teaches Corporations, Public Utility Regulations, Parliamentary Law, and Legal Draftsmanship. Mr. Priest is a fellow of the American Bar Founda- tion, served as Chairman of the Section of Public Utility Law of the ABA in 1951-52, and frequently appears before the Federal Power Commission and the Securities and Exchange Commission in a legal capacity. He has recently written a test on Public Utilities and the Law. mY Re de ee Ne fey ye) tc 1! i ail LAURENS H. RHINELANDER Professor of Law Professor Rhinelander received his A.B. and LL.B. de- grees from Harvard University and his B.A. and M.A. degrees from the University of Cambridge. He practiced in Boston between 1937 and 1941 after serving as law clerk to Judge Augustus N. Hand. From 1945 to 1947 Mr. Rhinelander served as Assistant Counsel to the Civilian Production Administration, and was an Associate Professor of Law at George Washington University in 1947-48. He joined the Virginia Law faculty the fol- lowing year. Mr. Rhinelander teaches Agency, Law and Accounting, and Antitrust Law. KENNETH R. REDDEN Professor of Law Professor Redden graduated from the College of the City of New York in 1937 and obtained his LL.B. from the University of Virginia in 1940. He practiced in New York City until 1942 when he became Law clerk to Judge A. M. Dobie. He remained in this position for two years before returning to the University as an Assistant Professor of Law. Mr. Redden became a full Professor in 1952. In 1954 Mr. Redden went to New | York University as visiting Professor of Law and re- mained there for two years before journeying to Turkey as Director of a State Department Legal Mission. Mr. Redden has had a varied writing career. He published, among others, a casebook on Equity, books of Juris- prudence, Investments, Bankruptcy, and has contributed to various other legal publications. Mr. Redden teaches Criminal Law, Equity, and Creditors Rights. EMERSON G. SPIES Professor of Law Professor Spies, who holds a B.A. from Hobart College and a B.A. in Jurisprudence and a bachelos of civil laws degree from Oxford University, came to the University of Virginia in 1946 as an assistan’ professor. Mr. Spies graduated from Hobart in 1936 anc received his two degrees from Oxford while he wa: there as a Rhodes Scholar. In 1939 he became « teaching fellow at the University of Chicago and late: went with a law firm in New York City. During World War II, he served as.an instructor in_ the Judge Advocate General's School at the University of Michigan, In 1947 Mr. Spies became an associat professor at the Law School and in 1951 became «@ full professor. Mr. Spies teaches Property and Mort gages and is also in charge of the admissions office’ CHARLES K. WOLTZ Professor of Law Professor Woltz joined the Richmond, Virginia | firm of Christian, Parker and Barton after his gradua- | tion in 1937. His practice of law was interrupted | when he entéred the Army in May, 1941, as a private. | Mr. Woltz rose to the rank of Major in the Anti- ) Aircraft Artillery before his separation in 1946 when | he rejoined the Richmond firm as a junior partner. | In October, 1947, he accepted a position as associate | professor at the Law School serving as assistant dean | for three years and becoming a full Professor in 1952. Criminal Law, Sales and Negotiable Instruments are his three current specialties. Mr. Woltz was appointed Reporter of the Supreme Court of Appeals of Vir- ginia in 1953, in which case he has been responsible for the publication of all cases decided by that court. FRANCES FARMER Librarian Librarian of the largest law library in the South is Miss Frances Farmer. Miss Farmer attended West- hampton College in Richmond and the T. C. Wil- liams L aw School. She worked for the Dean of the University of Virginia Law School from 1933-38, then took over the library after studying Law Li- brary Administration at Columbia. During Miss Farmer’s stay here the library has grown from 38,000 volumes to over 106,000. Since 1946 Miss Farmer has been instructing first- year students in the important art of legal research in her course on legal bibliography. In addition she is the current president of the American Associa- tion of Law Librarians. WILLIAM HENRY WHITE JR. Director of Placement Professor White joined the faculty in 1936 and served as Acting Dean during World War II. Prior to coming to the University, Mr. White practiced in both Norfolk and Washington, D. C. During World Wear I, he served as General Counsel to the United States Shipping Board. OFFICERS SOMEWHAT IN RETROSPECT Take a memo, Miss Potts. Playboy has just written me that not only are they going to publish my “Memoirs of a Law School Bacchus,” but also they are going to do an accompanying picture coverage; thus, some things must be remedied at the Law School before they arrive. First of all, I couldn’t stand my literary accomplishment being eternally linked to mural hall. Since it is the first clear impression that anyone receives in the Law School, something must be done to disguise it—at least. I have it: order a bunch of potted palms and ferns. We can scatter them around and pass the eyesore off as a greenhouse. | And then that portrait of Lord Mansfield in East Hall will have to go. It gives first | year students and visitors alike a completely erroneous idea of the true legal mind. Per- | haps I can locate a suitable picture of Belli counting his contingent fees to replace it. Speaking of East Hall, I think it might be a good idea to install some of those three- view mirrors so the photographers could catch Dillard’s act both fore and aft. Probably | ought to send some mosquito netting and an indulgent censor over to Gregory; he can | cover himself and be covered while he lectures. It would be awful to have the FDA’s attention called to him for contaminating students with insect sprays or entertaining them with “Gregoryisms.” I hope the clicking shutters or public attention don’t make Spies lose his control or timing so that his athletic leap misses the stage. And do you suppose the cameras will catch Woltz’s sphinx-like smile? Well, that can be pointed out to them later. In case Playboy arrives before the first year grades are posted (any time before April), we'd better install a tranquillizer dispenser with those other delightful machines in roach alley. Which reminds me, I wonder if there is any likelihood that they’Il want to look at that little corner conference room used exclusively by the women students, ef al. They use it so often that I’m sure there must be more in there than the sign on the door would indicate. No, Miss Potts, I don’t think that they'll want to go in there to look for a Playgirl. Hmm, I guess the precocious young teachers should be told to dress in their URE arey Deg EL ES SL EF a instructional best so that they won’t be mistaken for students. And perhaps we could order them some statistical information or mathematical devices on plotting a curve. It’s not really true that all good things sink to the bottom. As for the second year, I guess the only real danger is that the photographers will stray into a class and miss the whole point of that phase of legal education. They will have to be directed away from boredom and out to Mad Bowl, the scene of the keg contests, or to the Cavalier, the scene of the keg, or to the ABC stores, the scene, to get the real essence of a settled and comprehending law students. But if they insist on attending at least one second year class, maybe we would get good ol’ Charlie McDowell back for the occasion. Big Daddy could do one of his rustics for them—oh, them hot pies! Let’s see, they'll have to take some shots of a libel show. And some candids of the panic crew or raw nerves trying out for the Law Review. Also, all those other activities which we drifted into our second year to avoid studies and to find drinking companions should be noted—particularly the multitude of ever-so-useful student committees—whatever the hell they did. For the third part of my memoirs they'll have to cover the tedious trail of some poor graduate-hopeful trying to find the job. I hope that it will also be noted that the fully mature young lawyer no longer drinks for his recreation: it is now a way of life. Portraits can be made of those who have achieved law school honors because E. they, in a few years are certain to be the most trusted hirelings of the graduates from b the bottom 20% who have money and influence. Sic transit . . . sic, Sic, sic. Well, Miss Potts, the group I went through law school with might not have covered themselves with academic glory, but I think I can truthfully say that many of their real glorious pinnacles were either overlooked or ignored on the Dean’s records. Functioning as an unofficial student government, the council coordinates | Law School activities and acts as a liaison between the students and the administration. | The presidents of all Law School organizations, the editors of the various Law School H publications and the class officers are all ex officio members of the Student Advisory } Council. Officers of the Third Year Class serve as officers of the council. The activities sponsored by the S.A.C. range from the ever-popular Law School dances to the successful Law School intramural teams. In addition, the S.A.C. repre- | sents the student body as a member of the American Law Student Association. Philip i . V. Moyles was sent as a representative to the regional and national conventions of the | A.S.L.A. This year, as in the past, the $.A.C. administered the orientation of the First Year Class. Through various committees, a campaign was started to improve the general appearance of Clark Hall and particularly the student lounge, and the class gift of a trust fund for the Law School was discussed and approved. A most interesting meeting was held in conjunction with the Uruguayan seminar. Highlights of the year’s publication included symposia on Contemporary Problems in Securities’ Regulation and Charitable Giving. Operations wise, the Review experienced a circulation increased by approximately one quarter, an expanded volume | : with individual numbers averaging roughly two hundred pages, and a changed cover and format initiated with a view to presenting a more pleasing appearance to the reading public. Members are invited to join the Review, during the second semester of their first year and the first and second semesters of their second year, on the basis of academic standing and a demonstrated capacity for legal writing. During their tenure members submit one “note” and several ‘“‘decisions” and in addition perform numerous “‘spading”’ or rewrit- ing assignments on work submitted by other members and by outside contributors. Social functions include the annual banquet, a black-tie affair, held this year in De- cember at Farmington Country Club with the Honorable Albert V. Bryan, District Judge for the Eastern District of Virginia, as guest of honor and speaker, and the spring picnic, a somewhat more informal occasion carried on with beer, baseball and invited guests from the faculty and the law firm of Covington Burling. For the fourth consecutive year the Virginia Law Weekly, the Law School's news- paper, won the American Law Student Association's award as the best law school pub- lication of its type printed in the United States. The honor was presented at the annual ALSA convention in August 1959 at Miami Beach, Florida. Since its inception in May 1948, the paper has been managed and directed by a self- perpetuating and independent organization of law students. It was established primarily for the benefit of the students, faculty and alumni who comprise the ‘“Law School com- munity” and incidentally as a service to the Bar in general. To that end it has become a permanent forum for expression of the interests of the Law School community and its friends. Coverage of the activities of the organized Bar and similar organizations is most often prompted by the participation of faculty, students or alumni of the Law School. How- ever, occasional feature articles treat programs of the various legal organizations and items of general interest to lawyers throughout the country. The Law Weekly includes Law School news, features on legal and other related topics, and the unique DICTA column, which each year examines a special legal prob- lem. This year the DICTA column was devoted to a study of “Law and Foreign In- vestment.’’ Membership on the Business and Editorial Staffs of the newspaper 1s achieved by successful completion of a tryout competition. The Boards are chosen in the spring from the second-year members of the staffs. A lively discussion concerning proposed changes to those sections of the Virginia Code which govern the administration of the Virginia Bar examination highlighted the Law Weekly ‘for 1959-60. As in years past the Law Weekly again soundly thrashed the Virginia Law Review in the annual contest for the touch football championship of Law School publications, leaving members of the favored Review team whimpering piteously at the scene of carnage. It devotes sections to the faculty, classes, organizations and activities, legal fraternities, and intramural athletics. The emphasis is equally divided between the formal and the candid. Through this medium an attempt is made to preserve current life in the Law School for the future. The BARRISTER was originally begun as the private project of the Sigma Nu Phi Legal Fraternity as a result of a suggestion by Dean Ribble. The second issue of the book was published by a staff made up of volunteers. Presently the BARRISTER operates as a non-stock corporation and its membership is open to any student desiring to work on it. This is the fifth year of publication. The BARRISTER derives revenues from three sources: subscriptions from the stu- dents; contributions from Law School organizations and fraternities; and outside adver- tising. Of these, student subscriptions by far make up the greater part of the BARRIS- TER’S income. The BARRISTER is devoted to each and every student and without the support of the student body publication would become impossible. Dederick This year the Reading Guide celebrates the 15th year of its publication. Six times in the academic year the Reading Guide reviews “the most valuable current literature concerned with the economic, social and political questions of significance in the con- temporary development of public policy and law.” Founded in order to fill a necessary facet in the law students’ intellectual education, this unique publication has a circulation that extends to the Alumni, students, all law school libraries, and to many others in the profession, including numerous federal and state judges. The reviews of the student staff are supplemented by contributions from distinguished outside contributors. Featured among the contributors during the past year were Pro- fessor Quincy Wright of the Woodrow Wilson School of Foreign Affairs, Professors Hardy C. Dillard and Edward A. Mearns of the Law School, and Hon. Henry J. Tilford, sometime Chief Justice of the Kentucky Supreme Court. The Student Librasy Committee, formed in 1958, entertains suggestions from the student body concerning the affairs 4nd operation of the Law School Library. Upon due consjderation, these suggestions may be forwarded to the Faculty Library Committee as recommendations for alteration or modification of the present Library rules or regu- lations. In such a manner and with the cooperation of the Librarian and the financial assistance of the Delta Theta Phi Book Exchange, the Committee successfully moved the magazines and newspapers from the Library to the Student Lounge in 1959. The Student Library Committee attempts to familiarize the students with the Library's rules and regulations; it also strives to seek adherence to and enforcement of such rules and regulations. Abuses of Library privileges are either handled by the Committee or recommendations are made to the Faculty Library Committee, the Honor Committee, or the Dean of the Law School for appropriate action. Under the leadership of Bill Izlar, the Student Curriculum Committee has worked closely with the faculty in ascertaining the desires of the student body in regard to the law school curriculum. For the second successive year, examinations for third year students were moved up during the Spring Term so that all bar review obligations could be met. New York Procedure, an annual demand of the student body, provided both the committee and the faculty with many “headaches.” Again, it was impossible to secure a competent instructor so that the planned addition to the curriculum had to be dropped for at least another year. Probably the most important aspect of the committee’s job was to help Assistant Dean Lindsey Cowen work out term schedules with the least possible amount of con- flict. Memorandum number 1000 was reached and passed during the current academic year as the Student Legal Research Group entered its 14th year of operation. Under the direction of Lloyd T. Smith, Presi- dent, S.L.R.G. kept its 60 writers busy with the largest number of legal questions ever handled by the group in a single year. Queries from law schools throughout the country regarding the unique Virginia precedent in the field of legal research provided the background as Paul Wentworth, Director, chaired a panel on the opera- tion of a “student legal research group” at the American Bar Association convention in August of last year. Wentworth laid out the “ground rules’ which since have been emulated in the inauguration of research gtoups at North Carolina, Cleveland-Marshall, Leland Stanford, and the University of Toronto’s Osgood Hall. How does a legal question receive its answer once it reaches the office confines on the second floor of Clark Hall? Each writer has ten days in which to research his problem and present an analysis of the legal questions and conclusions. Upon completion, the writer returns the problem to his director. The director then gives the problem to another writer who has three days in which to “‘spade’’ the problem. The problem and the “spade” are then returned to the director, who edits and checks the legal accuracy of the entire proposition, substituting portions of the ‘‘spade’”’ for portions of the original memo where he thinks it necessary. After the director is satisfied he presents the memo to the President and it is once again edited in its entirety. Only when the latter is completely satisfied with its accuracy is it for- warded to the requesting attorney. What are the criteria of a good memorandum? It must be noted that the heart of the memo is impar- tial, unbiased legal analysis. The true purpose of the memo is not to give the lawyer a definite answer, but merely to give him a full insight into all possible aspects of the law on his problem. Any second or third year student in good standing is eligible to try out for S.L.R.G. What is desired good writing style, originality, application of the law to the given problem, correct blue-booking and ability to spade another's memo in a very thorough fashion. Webb STUDENT LEGAL FORUM The Student Legal Forum strives to present for the Law School, the University and the Charlottesville community an opportunity to hear and question the views of recog- nized experts on current matters of national and international interest. Since its incep- tion in 1947, the Forum has presented a variety of speakers who have represented the law, business, labor, politics, international affairs, journalism, and other select fields. The Forum, through the combined efforts of its membership, presented during the 1959-1960 academic year such known leaders as Senator Philip A. Hart, labor leader Walter Reuther, columnist Marquis Childs, Senator Barry Goldwater, and former Presi- dent Harry S. Truman. Senator Hart initiated the year’s program with a speech on his proposed Senate bill to provide for federal regulation of state elections in states where it is determined that the franchise is being abridged. Mr. Reuther visited Charlottesville in February and treated his audience to a colorful address which revealed his views on the growing role of labor in government and politics. Senator Goldwater, who represents views in sharp divergence to those of Mr. Reuther, expounded on his Conservative principles when he addressed the Forum in April. In March, Washington Post columnist Marquis Childs was a particular interest because of his remarks on President Eisenhower's recent world- circling tour. The Forum’s program for the year was highlighted when former President Truman delivered an address on the office of the Presidency. His spicy comments on the contemporary scene made it a memorable evening for all who attended. The Student Legal Forum is comprised of twenty-five members of the second and third year classes, who enjoy the unique opportunity to have dinner and informal dis- cussions with the guest speakers. The Society is named in honor of John Bassett Moore, 1860-1947, distinguished in- ternational lawyer, jurist, statesman, and scholar, who, among his many notable achieve- | ments, represented the United States on the Permanent Court of International Justice. Mr. Moore was an alumnus of the University, receiving his Master of Arts degree in 1880. This year’s program featured talks to the Society by men prominent in several branches of international law. Among the more significant speakers were Sir Frank Kenyon Roberts, Permanent United Kingdom Representative to the North Atlantic Treaty Organization; Mr. Arthur Larson, Director of the World Rule of Law Center at Duke University; and Dr. O. P. Bhatnager, Professor of Modern Indian History at Allahbad University in India. The Society is also doing some research for the World Rule of Law Center on the question of the intention of the Framers of the Constitution as to the powers of Con- gress to unilaterally abrogate treaty provisions involving questions of domestic law. It con- tinued as a club competition until 1941 at which time it was entirely suspended. When competition was reopened in 1948 the club idea was replaced by the voluntary partici- pation of individuals. The participants of the Third year Moot Court semi-finals were David L. Schwartz and Dabney Overton, Jr., against Charles H. Osterhoudt and Anthony Unger, and Robert K. Webster paired with J. Jay Corson, IV, against Philip C. Learned and W. Bruce Baird. They argued the hypothetical case of Jackson v. Minor Motor Sales,- which raised the constitutionality of the Dealer's Day in Court Act of 1956, which gives an automobile dealer a right of action for damages against a manufacturer for violation of their franchise agreement. Two hypothetical cases were selected for argument in the second year Moot Court. One, Moss v. Fleming, concerned an action for personal injuries sustained by a lessee’s wife against the lessor for negligently permitting a path of ice to form on the leased premises during the lease period. The other, Dinwiddle v. Parkinson, was an appeal from the dismissal of plaintiff's complaint on the grounds that a liquor seller who furnishes liquor to an intoxicated person is not liable for injury résulting from his negligent act. Additional honors are awarded to the competitors by a committee which selects a few of the more experienced advocates to participate in three contests outside of the Law School; the National Competition, the Columbia-Virginia Competition and the Catholic University Competition. This year also saw the University of Pennsylvania here to argue against one of these teams. The selection committee this year consisted of Mr. McCoid. Members of the group have enjoyed such speakers as Mr. Lee Middleditch, who spoke of the duties owed by wives to their lawyer-husbands; Miss Yolande Dancel, who danced and talked of her native Philippines; Mrs. Edward Yenger, who spoke on her travels through India; and Mr. Watson of Watson’s Beauty Salon, whose topic was beauty culture. The December meeting featured Christmas wrappings and decorations by members, skits and group caroling. Social events of the year included a bridge benefit held at the Monticello Dairy in November, a lobster party for husbands and wives at McIntyre Park, and the annual spring fashion show, presented this year in the Newcomb Hall ballroom, with fashions by the Colonade Shop, Kellers Shoe Store, Heaven to Seven, Town and Country and Levy’s. The proceeds derived from the bridge benefit and the spring fashion show were used to continue the Evelyn Farny Saunders Loan Fund, a fund under the sponsorship of the Law Wives Club for use by law students. The remainder of the proceeds from these projects was presented to The Barrister. Volunteers from the Law Wives Club aided in the preparation of The Barrister dur- ing the year, assisted in the Alumni Association with the annual Law Day, and acted as hostesses during Virginia Garden Week in Charlottesville. Established at the Law School in 1910. The Jefferson Chapter of Phi Alpha Delta, being the largest of the legal fraternities, continued its history of both social and non-social activities on a massive scale. During the year they held the required number of parties stipulated by the by-laws of the chap- ter, and threw in a few others for good measure. PAD continued its publication of the Law School Directory, which gives the names and addresses of all law students and faculty members. The Directory is distributed to the student body and administrative officers of the University without charge. In addi- tion, the Fraternity has contributed many hours of research in compiling class lists for a current Law School Alumni Directory which will be published in the near future. The speakers program was continued, with the Fraternity sponsoring speakers of current interest to the membership from both within and outside the University community. One of the highlights of the year was the District XII Conclave held in Richmond, Virginia. J. Jay Corson, IV, Vice-President of the District chapters, ably represented Jefferson Chapter at the conference. On the logistics side, PAD, working in close cooperation with the library staff, has been able, by means of intricate support movements, to keep the library supplied with enough ink and blotters to see the average student safely through the year. The Chapter, which is directing much of its efforts towards better relations with the alumni and towards recognizing leaders in the legat profession, is now making plans to initiate the Honorable Clement F. Haynesworth, Judge of the U. S. Court of Appeal for the Fourth Circuit, as an honorary member of Jefferson Chapter. The Fraternity’s interest in the law student’s well rounded education and physical fitness led to the encouragement of its membership in the gentlemanly contests staged by the Law School Intramural manager as well as the selected contests of the individual athletic directors of the respective fraternities. Minor Inn of Phi Delta Phi enjoys the distinction of being the oldest legal fraternity at the University. This chapter takes its name from John B. Minor, Professor of Law at the University from 1846 to 1895. Phi Delta Phi selects its membership from substantially the top fifteen per cent of the First Year Class. The Fraternity is a small but active organization and this year’s activities serve to emphasize this fact. In October of every year, Minor Inn makes its traditional entrance into Scott Stadium at the Homecoming football game. This annual function of the Fraternity is termed “Tally-Ho.” Years ago the pledges were required to enter riding mules but today the whole fraternity rides a horse-drawn carriage. After a liberal ‘‘wheel-oiling’’ party, the members don their robes and the driver's cry of ‘“Tally-Ho” starts the carriage’s careening swing around the stadium to the seats reserved for Phi Delta Phi. Rain, un- fortunately, cancelled this year’s appearance. Other fall activities included the fielding of a touch football team. This was Phi Delta Phi’s second year in the league and while the win-loss record was not marked with success, all those participating enjoyed the exercise and especially the halftime refreshment. The highlight of the year for Phi Delta Phi, and a memorable event for the Law School community as a whole, was the 52nd presentation of the Libel Show in April. This famous and traditional burlesque of the Law School faculty is written, produced and directed by Minor Inn. The show was originated back in 1903 and at first was part of the initiation program—solely for the entertainment of the Fraternity members. In later years it was opened to the rest of the Law School and University and except for a brief period during the 20’s when it was banned, the Libel Show has been an annual presentation of Phi Delta Phi. All the proceeds of the Show are presented to the Dean’s Fund. Delta Theta Phi has a three-fold purpose which is accomplished through the co- operation of the students, faculty and alumni. Primarily, Delta’ Theta Phi serves as a medium through which ideas and suggestions for the benefit of the law student body may be exchanged. This ts exemplified by the organization’s bi-monthly luncheons where prominent businessmen, practicing attorneys, and members of the faculty are presented as guest speakers. Secondly, the fraternity serves as a social organization with parties regularly held throughout the year on Law School and University dance week- ends. Lastly, the organization serves as a link between students of the law and prac- ticing members of the profession. The chief project of Lee Senate is the running of the used book store in the basement of Clark Hall. Proceeds from this project are turned over to the Dean’s Fund. The Chapter has also supplied the Student Lounge with a rack for newspapers and permanent hard binders for the magazines. Zehmer 4 SS i | | , 105 SIGMA NU PHI JAMES MADISON CHAPTER Founded at National University School of Law in 1902. Established at the Law School in 1938. Since Sigma Nu Phi’s inception at the Law School it has increased its size and activi- ties. The Fraternity provides a social outlet for its members, promotes improvements of Law School facilities and directs the attention of its members to matters of current in- terest through its national magazine, “The Owl.” This year Sigma Nu Phi held several luncheons along with a number of cocktail par- ties. Mr. Priest was undoubtedly the best received speaker this year and the parties that are most vividly remembered were those held at Peter Bass’ and John Roe’s. Last year the Fraternity established the Sigma Nu Phi Book Fund in memory of Bill Miller who was unfortunately killed in a plane crash. The Book Fund is supported by the voluntary contributions of the student body, and is used to provide books for stu- dents on scholarships. Sigma Nu Phi also maintains a free local telephone in the Stu- dent Lounge. Sigma Nu Phi’s football machine coached by Peter Bass and Ron Dougherty copped the Law School Fraternity championship with a perfect three win and no loss record. November also witnessed the continuation of a gridiron epic. A struggle between David and Goliath. Yes, once again the puny minions of the Law Weakly attempted a conquest of the mighty legions of the Law Review; and, re- markably, they succeeded. This colorfully bloody battle managed to commence when Chief Time Keeper, Keg Keeper (and Professor) A. J. G. Priest decreed that the Review stalwarts must desist from their alcoholic endeavors and take the field. Brother J. A. Gibbes was ejected from the contest at this time for concealing the keg cleverly in his stomach. Under the surveillance of ‘‘vacellating”’ Mearns and “‘hairsplitting’’ Meador the contest proceeded without the benefit of referees to the chagrin of rules conscious Review members. The Weakly’s hired punks, cheered on by the paper's, half lame and blind editorial staff, fared well—aided by the Review's manifested sense of justice, fair play, and basic sportsman- ship. The final score is unimportant from the standpoint of posterity; but for those who might be interested, the game ended in a nar- row Weakly victory. The Law School was also represented by other fledging lawyers who found time to en- ter individual tournaments in squash, boxing, handball and tennis. The basketball team com- petently assured itself of a place in the cham- pionship intramural tournament with a record of five wins and only two losses in a tough seven game schedule.
