The Peregrinus was created in December, 1899, and was adopted by the Junior Law Class in 1901 as the Patron Saint of the Law-School. Ihe birth of Perry took place in the lecture room of one of the most colorful and beloved of the early law professors, Colonel W.S. Simkins. It was the Colonel’s first year of instructing, and his students were intrigued by the way he pronounced — or mispronounced — some Latin terms. One day in his Equity class he asked a student to identify Peregrinus, which was the name of an ancient Roman official, whose full name was Praetor Peregrinus. The student swung too low on the curved pronunciation, however, and guessed, “Wal, I don’t know. Judge, ’less it could be some kind of animal.’’ This student was Jim Livingston McCall, a star Longhorn football player who was the center for the team. Another version of the incident by those who believe it was 1900 and not 1899 that Peregrinus was born, claim that the incident took place after Texas beat A M on Thanksgiving. McCall was asleep in class when called on because he had been up the night before celebrating the victory. Nevertheless, it was too good to let die, and in practically nothing flat another student, the late Russell R. Savage of Corpus Christi, drew a picture of the imaginary animal in class and on the blackboard the next morning before class. The sketch was later copied in a plaster statuette, which was installed as the idol of the Law School. The small orange and white figurine has also been securely installed in the hearts of thousands of students through the years. Since early in the century Perry has been the symbol of a feud between the Lawyers and the Engineers, with the result that he has been captured and taken for a ride several times. It is not known for certain, but it is believed that the current Perry is the fourth edition of the original. Perry is always the subject of inquiry by the first year students; some have asked why a duck” appears on the official senior ring. But, it does not take long before these students learn that the Peregrinus is the patron saint of the Law School and join thousands who for 90 years have shown their love, admiration and respect for Perry. In discussing the Roman Court that set up the cases involving foreigners. Colonel Simkins told of the judge who presided over the court and, intentionally or unintentionally, he pronounced Praetor Peregrinus as Pcregrinoos, and to this day it is still so pronounced Savage drew the picture on the blackboard and when Professor Simkins ar rived he saw that the creature had the tail of a fox, the body of a donkey, the eyes of an eagle, the head of a stork, and vicious fangs. On his front fed were men’s shoes and or his rear feet were boxin gloves. Later a claw re placed one front shoe an an Irish ditcher's boot re placed the other. Colone Simkins first gave signif icance to the features ant through the years his com ments picked up other tra ditional meanings. Thi fiery mouth was to figh injustice and represent iht wide latitude of a bill o equity; the bushy tail of i fox represents the wis and skillful lawyer or th shrewd and crafty one. Ol the Peregrinus’ front foo the Irish ditcher's boot in dicatcs the law’s protcc tion of the least of man kind. On the other fron foot the naked claws indicate that th greatest of mankind must fear its pov cr. His hindquarters are those of a dog man’s most faithful friend. The spotted patches indicate that even the mos beautiful days will have a few clouds The arched back in the attitude o springing indicates that the law is eve-ready to protect right or proven wrong. The sharp extending beak in dicatcs the power to penetrate the mys teries of the law which the true studen must obtain by study. 4 — Story of (he Peregrinus I o prevent kidnappings from rivals in the College of Engineering, the current rendition of the Peregrinus is securely housed in a scaled vault at an undisclosed campus location. But the Placement Office name is now changed, and Tompkins explained that the process of securing a lau job has changed too. She described how the Law School has responded. CAREER SERVICES OFFICE (Jj Whai's the name “Placement OTlicc being changed to? At Career Services Ollice. Why the change? y4.’ I'he Dean fell it said more about what we did — we don't just place ix'ople. A lot of what we do is counsel jH-ople. we deal with the Alumni extensively. Placement Ollice just sounds like you walk in one door, get placed, and you walk out the other door. We do a lot more than that. Qj Whai's the percentage of I I Law students getting jobs out there? A.' My feeling is the numlxrs are going down, just from the feedback we're getting. It's gone down lor the May graduates of 90. but not very much. What I'm worried about is that that doesn’t really reflect what s hapjK'ned to a number of them, because some of our statistics said, they were employed, but I know they've been laid oil. ()’ You mention people Ixing laid ofT. is that a real problem now? A Yes. Yeah. The biggest thing we're doing with | eople at this |M int is those that have Ixen out either as May graduates last year, or that have been out two or three years, that have been laid oil. (A Why is that happening? A. There are a number ol firms dissolving, and others that are letting a number ol | eople go. and a bunch of those people are ours. II you’re talking about firms in Texas letting [xrople go. some of them have got to be ours. How many firms come on campus to interview? A.' Well, it's gone down. From the height two years ago we had 554. Last year we had a little under 500. let's see — 400. But we still gel the same firms from Texas. We were gelling firms from New Hampshire and Minnesota, but it wasn't economical for them. We doubled the number of firms coming from Florida, but we weren't having anyone going to Florida. not even for clerkships. We lost some firms from New York, but that makes sense because they're really hitting the skids up there. (Jj There are approximately 1500 students in the Law School. How many ol them will eventually use the services this ollice oilers? A! We don't really have a way to show except by those that sign up lor on campus interviews. There are I more now than in the really good I limes Ix'canse so many ol those students would get jobs during Christmas or before the on-campus season I began. Two years ago you'd have about 80% ol the second years sign up lor on campus interviews, and about | 80% ol the third years. This year we hadalxmt 80%. of the third years sign up. (A I low large is the office’s stall? 10 Career Sr i,r Ollier A. I have three and a half, and a temporary. We actually have a temporary almost all the time because we've just gotten so much busier with Job lairs and we do a great deal of counseling. Right now our counselor is setting up a presentation lor some of our current students who’ve been out there a while who haven’t found a job. on how you can set up your own practice. I think that's an option that wasn't even considered by jpeo-ple three years ago. Which is real unusual because there are a lot of law schools out here with a majority of their graduates going out and setting up their own practise. Jj If you had to give a percentage oFhow many IT Law students will get a job. what would it be? .4 I think it's gonna be right around .r 0, which is certainly down. In the past it's been 80. maybe even 85%. Qj There have been complaints that the Placement Office, because employers base their hiring decisions primarily on grades, is really just a place where people in the top third of their (lass can go. How do you read to that complaint? A' I sent statistics out to all the students with the (percentages of the dassesand how many ol those (people received clerkships through the Placement Office, and we have always done well throughout the (lass — even in the Ipotlom half, one-third of those get their (positions through t lis office. There is that perception — and it's the (perception ol all the schools out there. Some are worse than we are. because although a firm can ( os( its hiring criteria we don't keep anyone from signing up for them. We never restrict. There's nothing in our computers which says red light, red light, this person doesn't meet the criteria. We've al- ways had the philosophy, we don't care about a person's grades. All we say is that grades play an important role in how one should market himself. hat are some of the most memorable comments you've received and what are the general comments you get in feedback from employers about U T students, and vice versa? I.’ The general comment from employers is that they are always astounded at how well prepared our students are, and that really pleases me. That's certainly not the case at a lot of schools. I've had comments like. I thought last year's was the best dass ever, but every year we're more and more impressed.” That tells a lot about the kind of students in this Law School. Usually it's the employers I get complaints about. Sometimes I've had problems with lawyers that have too much lunch — they drink it. 'They've done some pretty amazing things. The worst one was when the student asked them their name's, so they wrote their first names on their post-it pads and stuck them on their forehead for the entire interview — they went through the whole interview with lorn and bob written on their foreheads. My favorite story involved a guy from New York. All through the morning of Ins interviews he kept going out the back depor to the men's room. We'd alpout decided he had come into Austin and partied too much, but then he asked us to call him a taxi because he Iclt like he had to go to the hospital. It ends up he had had ap|pcudicit is and had to have an emergency operation, lie calls over the next morning saying he felt really bad about the kids, he was sup-(posed to see and asked if we could call all ol those and arrange lor them to come over to the hospital to interview. I hat was dedication. (Jim Srmi rs (PN'mc I I New Assessment Keeps Library Current Beginning in the Fall Semester of 1990, law students were assessed an additional $7 per credit hour to help keep the Tar I ton Law Library’s book buying ability at an adequate level. With 1,500 law students taking 15 hours a semester, that’s S315,000 a year. Hoy Mersky, Hy der Centennial Professor and Director of Research for the library commented on the use of those funds and the state of the Tarlton Law Library. Qj How has the tuition hike helped to alleviate the library’s problems? A.‘ It’s come close to solving the problem. We were able to reinstate many of the publications. Our acquisition budget is still significantly below our peer schools, but we've come a long way. We’re not suf fering Tarlton Law Library to the extent we were a year ago. We've reinstated most of the subscriptions we had to cancel. So it’s been extremely helpful. But its an ongoing problem. The prices continue to go up at a rate of almost I 5% a year. We're averaging SI50 per monogram for European materials. Not only do we face this high cost, but the devaluation of the dollar has hurl us in the international market. It's hard to catch up. Q' What do you see as the answer to that later down the line? A. We certainly want a larger appropriation from the state — a larger one. I don't think we can continue to go back to the students, it has to be the state. Unfortunately the economy of Texas, unless there's some sort of income tax or lottery, doesn’t look optimistic for the future. The problem isn't going to be solved by soliciting gifts or student fees, its only going to be resolved by state funded appropriations. The other way is we’re going to have to look to alternative methods of providing information. One of those is the computer and non-book, non-traditional forms of research. 12 — Tarlton La Library Many of the materials we receive in hardback are also available on computer. Its going to take a while to get everyone comfortable and computer literate. Whenever we achieve this we’ll be able to cut out some of the printed material. An example is you can do Sheppard’s more efficiently, quicker and up-to-date on the computer, but we still maintain a great deal of Sheppard's that run $10,000 to $15,000 a year. Q Where does the library’s problem with staff pay stand? A.' The funds we got from student fees are being used to maintain and enrich the collection, and none are being used to raise staff salaries. We still rank very poorly and it continues to be a primary concern, and its an area where we’d like to see The University provide adequate compensation for the professionals here. The access to the legal information is going to require a level of expertise which our lawyer librarians have. We won’t be able to teach the students to use it, nor will we be able to retrieve that information without that level of expertise. What steps are being made to ensure the legislature knows about the need lor these funds? ,4: On my level 1 have no contact with the legislature. My responsibility is to inform the Dean of these needs, and I do that through constant memos and comparative analysis of our salaries compared to the salaries of our peer schools. Our student body’s comments in a survey we’ve conducted have been extremely positive about the help and support our staff gives. Nationally, the University of Texas staff is noted to be the premiere library staff in the United States, and as such, anybody — Continued on page 15 photos by E. Asa result, we’ve been raided by other institutions, and I'm finding it difficult to get people to come and interview because of our low salaries. It is a serious problem and concern I have with relation to the future. Almost 50% of the leadership of American law libraries are people who received their training here at Texas, and that includes the directors of Harvard, Berkeley and Stanford. (X Were does UT rank in pay? A.' We rank about 109 or so, out of 175, in professional pay. In support help we rank about 149. And yet we are still the fifth largest academic law library in the country. (2 W here do you see the library going in si e? A: The ones ahead of us are Harvard, Yale, Columbia and Michigan. Those are schools that started 100 years ahead of us, so its dubious that we would pass them. We might surpass Michigan someday, but they have a very healthy and much better budget than us. But 1 don’t think, in terms of numbers, we’ll ever catch up with the others. However, in the numbers of contemporary materials and such that we’re acquiring today, we’re equal to or better than Harvard, Columbia or Yale. We have faculty who have done research or taught at Harvard that have said our collection is better than the Harvard collection, and that there were materials they were shocked Harvard didn’t even have that we have. And that goes for the faculty we've had at Oxford or Cambridge, and the leading institutions from all around the world. Tarlton Law Library — 15 2 ANNUAL PAGE KEETON LAW WEEK Legal Community Celebrates 23rd, Annual Law Week In 1953, the University of Texas School of Law first observed Law Day, a day to create a deeper understanding and respect for the legal profession as a whole. What once was a day to remember has now become a memorable week and one of the most symbolic and enduring traditions at the Law School. The Student Bar Association expanded Law Day to Law Week in 1969 and dedicated it to Dean W. Page Keeton. Always active on the teaching staff. Page Keeton applied the same motto to which he adhered as a teacher to his services as Dean: Enter Without Knocking. Still a member of the Law School faculty. Dean Keeton's open door policy persists. Whether assisting students in understanding the law's intricacies or simply planning witty Socratic dialogue, Page Keeton continues to be a delight and inspiration to all who would endeavor to meet the challenges of the law. Each year the students of the Law-School dedicate Law Week to a respected alumnus or a special friend of the Law School. This year, Law-Week was dedicated to Mrs. Anna Maria Saldana, for her tireless dedication to her duties as the Law-School's financial aid counselor. Very few students who have matriculated at Townes Hall during her years have not, in some manner, benefited from Mrs. Saldana's efforts. Despite the rising costs of a legal education and the ever increasing difficulties in locating funds to attend Law School, a student at the University of Texas School of Law-need never despair. Mrs. Saldana will, almost always, help the student find a way. The war in the Persian Gulf had the undivided attention of the entire , nation. Citizens nationwide were starving for information on every aspect of the war; none i more so than the University of Texas School of Law community. In response to these needs, the Law Week Committee and Dean Mark Yudof sponsored a panel discussion on the Gulf War during Law Week. Several distinguished speakers attended and enlightened the community with their unique perspectives. Never changing, of course, is the ultimate opportunity afforded by Law Week: the chance to socialize with professors, present and future members of the Bar as well as a chance to laugh with and toast fellow students. He chairs a committee comprised of student representative Christina Cooper, faculty representatives William Powers and Steven Goode, and staff representatives Adamar Chevana and Polly H usted, which has made proposals for new landscaping on (he Law School s 26th Street side. Qj When did you begin planning for the new landscape? A.’ We actually put in a request two years ago on the physical plant's project list and indicated our dissatisfaction in the appearance. We told them they had just finished the stairs on 26th and felt they should goon to the landscape because it looked pretty bad. We've been trying to get it done for several years, but it's a very-expensive project that has to be approved by the administration because of the costs involved — but there's a great deal of support for it. both from the Law School and the alumni. This is a high traffic area for the University, and when you compare it with the other perimeters, the job they've done here just doesn't look very-good. (A How do you think this landscape reflects on the Law School? A.’ I think not only does it reduce the appearance of the Law School, but really the University as a whole. There's nothing underneath what's growing out there, not even soil. At the time they renovated the buildings I don't LANDSCAPING think they focused on it and they got to that point they really wanted to finish the project and planted the stuff and hoped it would work — and it didn't. Qj 1)0 you have any idea what it was supposed to be like? A: 1 think they thought some of it would work, and don't really know about the look they wanted. Hindsight's always 20 20 and really I’m unsure what they thought it would look like. Qj Have any students complained about the landscape? A . Oh yeah. There's typically k ters throughout the year, but p (icularly when employers anew ing on campus and the Dean always get a letter saying it loo particularly bad. The Alumni ways complain about it too. Q when could this project completed? A: Well, the administration have to approve the funding. Ct en the financial situation of t state and the University, that and of itself is not a foregone co elusion. But we have talked the architect and the bulk of t work will be done by an outci contractor and they want tosh1 to have it completed by ne spring. It's a fairly substann project because of the amount retaining wall that would have be built. Our target date is Alumni Reunion next spring. (Jj Is there a ballpark figurefi what this will cost? A: The only figure I've hei was from a landscaper, and won't know until we go throe the required bidding process, b the last number 1 heard S100,000. Both the University of Texas in general, and the Law School in particular, have struggled with the question of whether the student body and faculty should become more culturally diverse, and whether this diversity comes at the expense of academic quality. Following is a sample of the campus debate as reflected in The Daily Texan: The colorful signs, the microphones, the guilar, the icecream, the orange stick-011 dots that nearly everyone was wearing — one might have been tempted to call it a party in the School of Law breezeway. But the signs said Liberty and justice for all,” Another Straight White Male for Diversity, “Diversity Now. And of course, Wear a dot for diversity. Every year the Coalition for a Diversified Law School protests the composition of the mostly white male faculty at the UT law school. But the school augmented its faculty this year with four women, one of them Hispanic. Whether passing out chocolate ice cream in paper cones or asking the 80 or more participants to contribute rhyming couplets for an impromptu song, the coalition members sense of elation was evident. In recognition of the gains that have been made, the organizers refrained from holding their usual boycott — performed in conjunction with other law schools across the country — and focused their energies on a rally. But Thursday's speakers — who included student leaders, state lawmakers, a judge, professors and practicing attorneys — urged students to continue to demand that the law school recruit minority and female professors. You must keep up with this as an annual event. You are the consumers of legal education,” said Zipporah Wiseman, a member of the Faculty Hiring Committee. The former Harvard professor, who offered to name her courses Wiseman 1 and II, said a professor's identity, including gender, is a crucial part of a student's education. And AI Bennett, the former president of the Student Bar Association, told rally-goers in strong tones that hiring more minorities, women, gays and lesbians docs not mean taking in unqualified applicants. He said the law school skims the top of the top, and applauded the school's high standards for making its degree a valuable one. Third-year law student Theodor Marcus pointed out the irony of hav ing to hold a rally for diversity on the 23rd anniversary of the assassination of Martin Luther Kingjr. Ann Richards, who said it wu critically important to male the law school and other Tex institutions reflect the diverski of the Texas population. Richards also promised to contin ue to appoint minorities when sa-cancies open up on the UT System Board of Regents. Richard's three recent appointments to the board included a woman and a black man. With the help of several dedicated faculty sponsors, the Board oversees most litigation related events at the University. Candidates become members by accumulating points earned through participation in all facets of advocacy, serving as competitors, witnesses and bailiffs. There are countless benefits to being a member of the BOA. including the chance to meet attorneys and judges who practice throughout the United States, and the chance to win one of several advocacy scholarships awarded each year. Perhaps the Board is best known for its sponsorship of competitions held every spring and fall. Each issue contains articles, student works and book reviews covering a wide range of international law and related topics. In addition to its publication activities. TILJ sponsored several events for the law school community this year. In the fall semester. TILJ sponsored the Third Annual International Law Festival at Mag- gie Mae's. This event provided an opportunity for several hundred law students with interests in international law to meet and learn more about international law-practices. In the spring semester. TILJ sponsored a symposium entitled “Environmental Aspects of International Trade.” Approximately one hundred lawyers attended the one-day event to hear world-renowned speakers on a variety of international environmental issues. Thurgood Marshall Legal Society The Thurgood Marshall Legal Society (TMLS) is the Texas affiliate of the Black American Law Students Association (BALSA). BALSA was founded in 1970 and remains committed to fostering academic excellence and community awareness in its membership. TMLS provides academic support as well as social outlets.
