Assistant Supervisor A Small Tradition of Memories Survives The Peregrinus yearbook is a haw School institution. Although publication ceased for a few years in the early seventies, student and alumni interest revived it. Everyone wants the memory book, but few in Law School are willing or able to take time from legal-related endeavors to devote to such an activity. While the staff is small and editors are hard to find, law school organizations frequently pitch in to help. The new addition will soon house the Tarleton Law Library and offices for organizations and faculty. The extra space provided by the move will be converted into classrooms to serve the burgeoning student body more comfortably. More Library study space, long a deficiency which has hurt the school’s national ranking, will make the excellent library resources more accessible. The school could be at the verge of greatness to which it has long aspired. However, the new decade also brings trials and challenges. While more than half of the 1970 faculty remains with the school, some of its more renowned professors have moved on, or are rumored to soon he leaving. The procedure courses, long a University of Texas forte are no longer blessed with the wisdom of Dean Green, Judge Stayton, Gus Hodges, Albert Jones and Frank Elliott. While their replacements may be able, the loss of prestige is more difficult to replace. Dean John Sutton has declared stemming the defection of the school’s top professors his first priority. He hopes that wi'th financial assistance from the foundation the school will be able to match the lucrative offers that have lured professors away. Dean Sutton's success in the coming decade will determine whether this school will continue to grow or only lag behind the others. •1 — A Changing of fho Guard A Changing of the Guard —5 ruT'H 6 — The Times They Are a Changin' The Times They Are a Changin’ In 1970 students sat in trees destined for bulldozers in order to prevent the expansion of Memorial Stadium, the Vietnam War raged, and Regent Frank Erwin found himself the target of protestors’ discontent. The Chicano Law Students Association was then known as the Mexican-American Student Association and although one woman was on the Texas Law Review, women were still ineligible to be tapped as Chancellors. Bouffant hairdos, micro-mini-skirts and Credence Clearwater Revival were the rage. Ten years have passed and the soldiers from the Vietnam War have come home, and many have passed through these doors. Flower children and bouffant hairdos are passe, and who knows whatever happened to Credence Clearwater Revival? Today, yesterday’s war protestors fight to stop nuclear power plants, cowboy boots are popular and minorities and women have improved their lot considerably. By 1990 new changes will have come and today’s fads and opinions will surely also seem dated. The Times Are a Changin' — 7 8 — Bui ll's Still Life in a Pressure Cooker But It’s Still Life in a Pressure Cooker Many students find law school a very mercenary place, lacking in the camaraderie of undergraduate school. The first year brings the most anxiety — it’s make or break and most students never deviate substantially from their freshlaw performance. The exuberance of freshlaws is quickly cut short by professors' subtle and incisive questions, and nothing is more painful than realizing you’ve given an obviously incorrect answer. After the disappointing or exhilarating grade results are known, memories come to mind of Professor Weintraub's observation that the Harvard Law Review ruined two types of people — those who made it and those who didn’t, and neither group should take it too seriously. By the senior year, once job offers have been accepted, classes may no longer seem quite as interesting nor preparation for class quite so compelling. After checking graduation credits with Marion Harris in the main office, all that remains is to complete the few courses left and begin preparation for the state bar examination, the next great obstacle which will create much anxiety for the next several months until results are known. And then there is the inevitable realization that pressure is a way of life in the legal profession and law school is only a beginning. But It's Still Life in a Pressure Cooker — 9 10 — Activities Activities—11 Spring Fallout Portends Problems The Spring of 1979 saw the overthrow and exile of the Shah of Iran, a frightening accident at the Three Mile Island Nuclear Plant and long gas lines in certain areas, like California. Dallas, and the petroleum center itself, Houston. Despite the Three Mile Island mishap less than two weeks before an Austin vote on whether to remain a part of the South Texas Nuclear Project or pull out. the vote to remain in was convincing. The first Republican governor since Reconstruction sparred with the Texas Legislature, and a last ditch effort by a group of liberal Texas Legislators known as the Killer Bees failed to prevent the passage of legislation weakening the Texas Consumer Protection Act. While the Shah lingered in Egypt, a fanatical Ayatolluh Khomeini took power in Iran, where internal chaos threatened petroleum exports and world peace. 12 — Tlur Year ill Brief Summer Mired in Oil The gas crunch of Ihe spring eased with better distribution plans, but a surplus of oil from a well blowout off the coast of Mexico, formed a slick which turned Texas' best beaches into a quagmire of tar residue. The drilling company. SEDCO. happened to be owned by Texas Governor Bill Clements, and he quickly found a new sparring partner in Democratic Attorney General Mark White. Interest rates on home mortgage loans reached all-time highs. Peter Flawn took over the reigns of The University of Texas at Austin from a retiring Lorene Rogers, and roller skates were in — be it for the transportation or disco-ing. The Year in Brief —13 A Gentle Autumn Ends Abruptly A relatively peaceful autumn with football in the spotlight, was disrupted with a storming of the IJ.S. Embassy in Tehran, violent demonstrations at the IJ.S. Embassies in Libya and Pakistan, and a daring and bloody assassination attack in the Holy Mosque in Mecca. The entry of the former Shah into the U.S. for medical treatment provoked an attack by Iranian students, who demanded the return of the Shah in exchange for the fifty hostages seized by the students. Moslem dissidents raided the Mosque, apparently in an attempt to assassinate King Khalid. who normally worships there. News of the desecration incited the attacks on the other embassies, as Moslem radicals presumed the U.S. was to blame. 14 — The Year in Brief Winter Chills With Crises The new year brought no solutions, only heightened tensions. An invasion of Afghanistan by Russian troops upon the “invitation of the leaders of a successful but bloody coup brought back memories of post-World War II Russian expansionism. Both Moslem and Western countries could now agree on one thing — their opposition to the move. The U.S. drastically increased defense spending, made plans to boycott the 1980 Summer Olympics in Moscow and considered reinstituting the draft. The exuberant patriotism following the Tehran incident faltered a bit as old anti-war protestors came out of hibernation, and younger students faced the prospect of mandatory military service. The West Mall saw antidraft protestors for the first time in over five years. The Year in Brief — 15 Law Week Spring Blossoms With Law Week Each spring brings flowers, warm weather, final exams and Law Week. The Eleventh Annual Page Keeton Law Week included athletic contests such as Race Judicata, racquetball. tennis, bowling and golf tournaments; more leisurely activities such as a jala-peno eating contests, bridge and backgammon tournaments; and scholarly events such as the Hildebrand Moot Court finals and the Student Bar Association lecture by former Texas Attorney General John Hill. The highlights, however, were the spring Law School party which this year featured the Crystal Image Band and the delightful Assault and Flattery presentation which pokes fun at many Law School traditions. Assault and Flattery —17 Athletes Drive for Success The competitive drive which is a vital part of most law students also makes many of them avid athletes. Organized team sports are offered both by intramural competition and city leagues. The latter is used more for sports such as soccer, which is relatively new to this country and is played widely only by school-age children. Intramurals are extremely popular as they offer men's, women’s and coed competition in traditional American sports. The perennial champion in Law School and Graduate School flag football competition is the talented Legal Eagles which are well-coached by Professor Charles Alan Wright, but many other men’s and women's teams also compete. The Illegal Eagles, a women’s flag football team, is not quite as successful as the Legal Eagles, but flaunted their skills in an exhibition game against the faculty in Eastwoods Park in the fall. Not quite as many teams participate in basketball, and talent can be hard to come by. All forms of softball are popular, and many TQ sections field coed teams. However, since the playoffs run into Law' School final exams, which begin a week earlier than those on the main campus, competition is not as keen. Be it team sports or jogging or pumping iron, many Law Students are active athletes. Sports 18 — Sports Recreation 20— Recreation Recreation All Work and No Play ... With all the work required by Law School, many students feel some play is also in order. At least two organizations. the Bachelors of Law and Delta Theta Phi. are purely social. And many classes end with the informal gatherings at local pubs. Beer drinking, football games in fall and kicker dancing arc popular pastimes. However. for some students with heavy work and school schedules, a lunch break and a perusal of The Daily Texan in the Tom Clark Lounge is about all the recreation for which they have time. Recreation — 21 Speakers Lecturers Broaden the Scope of Legal Education BELOW: Judge Baxter spices his lecture with a bit of humor as John Eldridge listens closely. The endowed lectures enjoyed by the UT Law School add a dimension to legal education not found in the classroom. The Will E. Orgain Lecture, named for a Beaumont attorney who was an UT alumnus, was delivered this year by Ruth Bader Ginsburg, a Columbia law professor who has been very successful in arguing sex discrimination cases before the U.S. Supreme Court. Ms. Ginsburg spoke on the ratification of the Equal Rights Amendment and the time extension for ratification granted by Congress and the constitutional questions raised by the extension. Law Week brought two lectures, the Vinson and Elkins Lecture by former Minnesota Congressman Donald Fraser and the Board of Advocates lecture by John Hill, the former Texas Attorney General, who spoke on the role of civil trial advocates. Two more endowed lectures, the Rain. Harrell. Emery. Young and Doke Lecture by Richard Baxter, now a judge on the International Court of Justice at The Hague, and the Seventh Annual Tom Sealy Law and the Free Society Lecture by The Honorable John C. Godbold, Judge, U.S. Court of Appeals, Fifth Circuit, are presented in the fall. Judge Baxter’s comments concerned the international legislative process. The decision-making process of a federal judge and the role played by facts, precedent, policy and advocacy in the process was the subject of Judge Godbold's remarks. 22— Speakers Special Programs The Law School Foundation helps sponsor special conferences and seminars for the continuing legal education of the state legal profession. Not all of these programs are held in Austin, and some involve only faculty participation, not Foundation support. Among the programs held during the past year were: Media and the Law. February 9. Austin; Corporate Counsel Institute, March 5-6. Houston; Mortgage Lending Institute, September 20-21, Austin; Conference on Immigration and Naturalization, October 4-5, San Antonio; Conference on the Handicapped. October 15-16, Austin; Tax Conference, October 24-26. Austin; Conference on the Legal Aspects of Agriculture, November 1-2, Dallas; and the Products Liability Conference, November 8-9, Austin. TOP: Experiences as an appellate judge are shared with students in Judge God-bold's talk. BOTTOM: The Chicano Law Students Association played host to a speech by U.S. Attorney Tony Canales. Special Programs — 23 Sunflower Began as Law School Protest The Sunflower Ceremony is a unique tradition which stemmed from a disagreement over academic regalia in the University’s early years. Although no caps and gowns had been worn from the founding of The University of Texas in 1883 till the turn of the century, a salesman at that time persuaded the senior class to adopt the tradition. Not having been consulted on the decision, the law students refused to comply on the grounds that caps and gowns were inappropriate for a professional, non-academic school. Faced with an ultimatum from University officials, the students finally agreed to wear white suits and chose the sunflower to represent their distinctive insignia. The sunflower was chosen because, like lawyers, it is widely distributed throughout the world, and it turns its face to the light of the sun just as the lawyers turn their faces to the light of justice. The use of the sunflower has not only survived, but is one of the school’s most cherished traditions. BOTTOM RIGI IT: Gretchen Rimes beams with pride as her husband receives his sunflower. 24 — Sunflower Ceremony The Sunflower Ceremony Is a Family Affair The Sunflower Ceremonies are small friendly gatherings — a time to meet friends’ families and spouses and a time to say good-bye to friends and colleagues. Although law school is a highly competitive environment, most students leave with a sense of regret and a little apprehension over the imminent bar exam and a new, highly competitive working environment. Most socializing comes at the cookie and punch reception afterwards, which the faculty wives help organize. There are a few tears, but also many smiles, especially from proud parents. No matter what the grade average or the job waiting, these graduates have survived three arduous years and have gained a new understanding of the way our system of justice works. Sunflower Ceremony — 25 Bewitching Parties Preceed Cramming for Finals Twice a year the Student Bar Association sponsors law school parties at Fiesta Gardens. The spring party comes during law-seek and the fall drunk comes during the week of Halloween. In keeping with the bewitching spirit, the drunk transforms students into goblins and gremlins. This frenzied partying is a part of the last big blast before Finals. RIGHT: Only Viking size drinks befit this Nordic couple. Journal Merits High Regard In only eight years of publication the American Journal of Criminal Law has earned nationwide respect among both practitioners and academicians. The publication, which appears three times a year, chooses its staff through a writing internship. It offers students interested in this area an academic outlet for their interest, as well as serving the profession by apprising them of recent developments. 30— American Journal of Criminal Law Bachelors of Law Bachelors Love the Bar Dedicated to carousing and utter moral depravity, the Bachelors of Law seek places outside Townes Hall to collaborate at the bar and fraternize with the fairer sex. Austin watering holes roll out the welcome mat as the Bachelors congregate with the sisters of L'T sororities to discuss topics of current interest bearing no relationship to the law. Scott McCown — Craig Smyser Board of Advocates Enhances Service Moot Court and Mock Trial competitions, both intramural and intcrscholas-tic, are organized and administered by the Board of Advocates. While law firms support the competitions financially, as well as sponsoring litigation-oriented lectures, many hours of finding judges, instructing participants, and holding contests are demanded of the Board of Advocates members. Considering the number of sponsored events, organization and management is at a premium. Members are selected on a point system combining credit for advocacy achievements with administrative duty. Continuing administrative duty is also required of all members. With an eye toward improving the system, the Board of Advocates received increased response to requests for judges by writing every Travis County attorney. They also revamped the Hildebrand competition by making the fall contest a separate competition in itself rather than merely a qualifying contest for the Spring Hildebrand. With these changes, the Board of Advocates leadership has enhanced the service and practical experience opportunities it offers students interested in pursuing careers in trial or appellate advocacy. Board of Advocates Board of Advocates — 33 Top Scholars Are Reorganized The Chancellors is a purely honorary organization whose members each semester are the eight students with forty or more hours who have the highest averages in school. It is therefore one of the highest honors the school awards, and these students represent approximately the top three percent of their graduating classes. One of its main functions is to offer Chicano freshlaw students advice and guidance in adjusting to law school. They also aid the school in minority recruitment and sponsor academic forums such as this fall’s speech by Tony Canales. U.S. Attorney. Their annual Fajitas barbecue in Eastwoods Park is an association fundraiser that offers a unique cultural experience for the entire law school. Their purpose is to encourage the enrollment and success of Chicanos in law school and to serve the Chicano community in any way they can. TOP: Members visit with Tony Canales after his speech. Chicano Law Students Association Chicano Law Students Association — 35 Criminal Law Association CLA Provides Service to School and Community The Criminal Law Association is a loose knit group which enables students interested in criminal law to learn more about the area through three major projects. The largest and most popular, the police action project, puts interested law students in patrol cars as observers. Although the students are not permitted to give legal advice or participate in making arrests, students may. and often do. testify at trials to what they witnessed. The inmate assistance project accepts letters from inmates with legal questions. The participants research the problem and respond by referring the inmates to cases and other authorities. Although they may not give legal advice, course credit is granted for participation. The third project, adult probation, allows students to serve as probation officers on a voluntary basis. The Criminal Law Association functions as a liason between the law school and the local law enforcement agencies, besides assuming the responsibility of administering and maintaining these programs for future students interested in the area. All party expenses are paid out of the dues, and the group plans seven or eight parties per semester. These include fall and spring lake parties at alumnus Broadus Spivy's Lake Travis retreat, as well as pregame cocktail parties on home football weekends, a back-to-school party and innertubing at Camp War-necke in the fall plus barbecue and dancing at the famous Coupland Inn, a games night and the annual banquet in the spring. Films ranged from the classic Adam's Rib” with Spencer Tracy and Kathryn Hepburn to films related to courses being offered, such as a documentary on the juvenile justice system. The high rental costs can make their business slightly treacherous, but the film forum continues to provide students with a pleasant respite from studying. Honor Can be Trying The Honor Council receives complaints of violations of the honor code — which prescribes the standard of conduct expected of students. Members arc chosen twice a year through a writing internship, which consists of writing and researching a memo. Some members are selected by Am Juring the freshman fall memo. After selection, members must complete one memo per semester to maintain their membership. The directors supervise the writers and distribute the problems, while the chairman supervises the entire process. places advertisements and handles any complications. Administrative Assistant Dinah Guerrero is indispensible. as she handles complications arising when the chairman is not in the office, receives requests from attorneys and keeps the office running smoothly. The group meets during the semester over coffee and doughnuts and also has a few social activities during the year such as picnics, beer in Fastwoods Park and the annual banquet. LRB. therefore. provides both educational and social outlets for its members as well as compensation for their services. Legal Research Board Legal Research Board — 41 PAD Serves Law Students Phi Alpha Delta is one of the most service-oriented fraternal organizations at the Law School and its membership is comprised of the broadest cross-section of the student body. TILJ is Rigorous but Friendly In the cramped confines of the Law School is an incredibly friendly place called the Texas International Law Journal office, which publishes the Journal three times a year. The staff is selected through a competitive candidacy which evaluates skills in research, writing, and editing. Once selected, members are required to fulfill writing requirements with a student note during their first year. They are supervised by editors who are not only taskmasters, but who also offer guidance, encouragement, and understanding. Editors arc selected by the previous editorial staff on the basis of an interview, their performance as a staff member, and their ability to get along with the staff. The espirit de corps of the journal has led to the formation of the Texas International Law Journal Association, composed of alumni and friends who assist the Journal financially. Texas International Law Journal Texas International Law Journal — 49 Texas Law Review i Top Scholarship, Hard Work Bring Pride and Recognition Of all the organizations within the Law School, the Texas Law Review is one of the oldest, most prestigious and most difficult to join. The Law Review annually invites the top five percent of each freshlaw section to membership. Others can become members through the writing internship, which this year, accounted for more than half of the new members. However great the honor and status, membership also entailed long hours of work. Members are required to submit a publishable note their first year, plus render administrative duties such as blue book cite checks, preemption checks and proofreading. Although these sometimes long hours make it difficult to maintain top grades, staff camaraderie and mutual support act as a counterbalance, as evidenced by a large proportion of the Chancellors are not only Law Review members, but also editors. RIGHT: Former SBA President Dyke Bennett dances at a TMI.S Parly. 52 — Thurgood Marshall Legal Society Thurgood Marshall Legal Society TMLS Pushes Achievement The Thurgood Marshall Legal Society works to increase black enrollment in Law School, encourage members to participate and excell in Law School activities, and establish contacts for students with prospective employers. Later this year some of the members will attend a meeting of the National Black Law Students Association in New York City. One of the members, Rudy Green, is Project Info Coordinator for the UT Admissions Office, and he and other members help recruit prospective black law students nationwide. Once these students have been accepted, the members maintain contact until the students enter, encouraging them to come and clearing up any problems in communicating with the admissions office or finding housing. This program has really paid off. and the Thurgood Marshall Legal Society is justifiably proud to have a record number of blacks in this year's freshlaw class. As an added bonus, TMLS has a record number of members to improve and increase their efforts to provide more opportunities for black law students. TOP: Socializing is only a small part of Thurgood Marshall’s appeal, but the monthly meetings provide this opportunity. The Law Forum is published monthly and the Quickie weekly, so deadlines come frequently for the staff. Membership on the staff now requires selection through a competitive candidacy which encompasses researching, editing and writing. Once selected, members are required to perform administrative duties. The review accepts quality contributions submitted by professors, law students at UT and other schools and practicing attorneys on topics including energy, natural resources, labor, worker’s compensation and land-use planning law. Urban Law Review Urban Law Review — 55 56 — Faculty The Law School Foundation is an organization of the alumni which solicits contributions from alumni, law firms, foundations, and corporations and directs their distribution among various law school endeavors. One important feature is the supplementation of faculty salaries, since law professors can command much higher salaries in the private sector than most other university professors. Faculty research projects are also funded by the foundation. The supplements and research projects make faculty positions more attractive to the high calibre scholars the school is seeking. The foundation also funds many school organizations, special lectures and programs and student scholarships, plus continuing legal education programs for the profession as a whole. This philanthropic group is led by the Board of Trustees, which meets twice a year to review projects and discuss pertinent issues with the deans. Smith was appointed to office five years ago he declared his intention to hold the post for only five years, and then devote his time to teaching and writing. His five year tenure ended in the summer of 1979, amidst a storm of controversy concerning the selection of his successor. A student-faculty committee nominated four candidates, whom both the alumni and University President Lorenc Rogers found unacceptable. Some faculty members and students voiced strong protests over the administration ignoring the committee's nominations. President Rogers prevailed upon Professor John F. Sutton Jr. to accept the post which he reluctantly did. Professor Sutton was quoted as saying he could find no satisfaction either in accepting the job or declining it. 1 lis decision to accept was based on his concern for low faculty salaries, and the need to rectify the situation if the school's national reputation is to continue to grow. Although the critics made it clear their objection was to the mode of selection rather than the choice of Sutton, he assumed the office under uneasy circumstances. Hutcheson Professor of Law and holds an LLB. from The University of Texas at Austin. 60 —Dean Sutton Leadership Transfer Proceeds Smoothly The late summer selection of Professor John F. Sutton as dean made the administrative changeover all the more hectic. Dean Sutton’s first move was to appoint two new associate deans, W. W. Gibson and Mark Yodof, to help ease the crushing administrative duties which have made the dean's workload rather onerous. His late appointment also precluded any major changes in teaching assignments, so his fall teaching load was much heavier than most deans can comfortably carry. After Sutton was finally in the office, his smooth, quite leadership was well received by faculty, students and alumni. He is a nationally recognized scholar in the field of legal ethics; he spent many years in private practice in San Angelo and San Antonio, and the native Texan has been intently working with the alumni to enhance the Law School’s reputation by attracting and keeping top flight members of the faculty. Library Assistant. 64 — Library Staff Staff Keeps Tabs On Student Records The clerical staff is a group whose importance is not always fully appreciated by the students. Once the admissions office clears a student for enrollment, the main office assumes the function of maintaining the student’s records and registration. The secretaries prepare most professor’s handouts and exams, as well as the unenviable task of revealing a student’s final grade upon request. The assistance of the financial aid office makes dealing with the Student Financial Aid office on the main campus more palatable, and the foundation’s scholarship funds are also distributed by this office. Phone calls and mail all come through the mail room on their way to faculty members and organizations. These are the people who make the Law School work and keep the professors happy.
