PEREGRINUS 1968 THE UNIVERSITY OF TEXAS AT AUSTIN I a -r, ,’• I , 3 t ; ' % V V •' V U • ■ gt '• SCHOOL OF LAW , VJI 't lit PROFESSOR PIERRE R. LOISEAl e 1968 Peregrinus Dedicatee Each year the Society of the Peregrinus is faced with the almost hopeless task of selecting from the staff or faculty of the Law School one individual to receive the yearbook’s dedication. Yet in this year’s selection process there was virtual unanimity from the start on the ultimate choice. Sitting in the audience at this moment is a man who is easily one of the finest teachers in the country. To his overall mastery of the subjects he teaches, he brings a willingness to innovation, a warm manner calculated to relax the petrified student, and a socratic dialogue designed to bring the lackidasical student to upright attention. His exams demand such rigor of the mind that he has been called the Smiling Assassin”; it is said that his objective exams are given once a week in hell. Yet no student has ever left one of his courses without a thorough grasp of the essence and the technicalities of the subject. Indeed, it is said that his final exam burns them indelibly on the mind. If the true purpose of teaching is not only to impart knowledge but also to lend a hand to the student in the larger study of life, then this man may be said to never leave the classroom. Thousands of students have paraded their troubles through both his office and home, finding, as the cliche would have it, that his door is always open. His willingness to help with problems both academic and personal has increased the line of visitors to his door. The incredible list of regular services he performs to aid the legal profession at large is matched only by the list of services he has rendered to the school in what is laughably called his spare time. Listing these accomplishments would take the better part of the morning and would give away his name instantly to those of you who have not yet guessed it, thereby violating one of the principle rules of the dedicatee: never show anyone the ball until the proper moment. There is a legend that after an entire year of hiding the elusive legal principles from his rule-hungry contracts students, the dedicatee concluded his last class by tugging twice at his ear lobe and saying: I have been accused all year of hiding the ball from you. Ladies and gentlemen... THERE IS NO BALL.” And there wasn’t, until one year his contracts class presented him with a brightly colored beach ball, covered with their signatures, which now sits in a place of honor in his office. In the same spirit, the Society of the Peregrinus takes great honor in dedicating the 1967-68 Peregrinus to a man the entire student body respects... Professor Pierre Loisseaux. The Texas Law Review was formed in 1922, by Leon Green, Ira Hildebrand, and lteland Graves. The primary purpose of the Review is to publish a legal periodical which will benefit the legal community by serving as a forum for analysis, explanation, and criticism of law, and as a research tool lor attorneys and students. Each issue consists of articles and book reviews written by prominent legal scholars, comments prepared by student editors and candidatesfor election to the editorial hoard, and casenotes and statute notes written by candidates. A secondary purpose of the Reviewistohelp train students in the art of legal research and writing. Substantially all editing, solicitation of articles, and a considerable portion of the writing for the Review is done by students. The student editors also supervise the writing of comments, casenotes, and statute notes by candidates. The candidates are chosen from the top fifty students scholastically in the first-year class. After contributing a specified amount of writing and aiding the editorial staff in the prepara tion of materials for publication, candidates are eligible for election as officers and editors of th Review. Eligibility for many of the honors conferred in the law school, such as Chancellors and Otd of the Coif, can be attained only by the contribution of outstanding work to the Review. To its editors, the Review means long hours of tedious and interesting work. Through this wc the editors acquire both a degree of self discipline and a sense of responsibility to the Review as institution, for each knows that the reputation created by his predecessors can he augmented ot by the present editors. While much of the effort on the Review is devoted to creativity and accuia dealing with substantive matters, the editors are also diligent in maintaining consistency in the tnt ics of format and citation form. To further these goals, the Review in the Fall of 1967 publish Texas Rules of Form, a uniform system of citation for Texas authorities. EDITOR IN CHIEF LE ROY MORGAN, left, and ASSOCIATE EDITOR FAIRY DAVENPORT. The Society ofthePeregrinus, an incorporated, nonprofit organization, publishes the Law School annual. MOOT COURT BOARD OFFICERS: Left to Right: John Lee; Steve Morris, Vice President; Gary Anderson, Secretary; Gaylord Armstrong, Chairman; Bert Graham, Treasurer. 149 THE 1968 BOARD The Legal Research Board was created in 1962, with the approval of the State Bar of Texas. The board serves two important functions: It provides law students with an opportunity to gain valuable experience through researching and preparing legal memoranda on actual cases submitted by lawyers; and it provides a readily available research assistant for lawyers with difficult and time-consuming research problems, or with limited library facilities. Cases submitted are promptly researched, and the attorney can expea a thorough memorandum on the legal points involved within a month from the date of the receipt. The Board is composed of a Director, five Associate Direaors, and a staff of approximately forty writers. Membership is predicated upon successful completion of a legal memorandum on a difficult qualification problem and producing satisfaaory work as a writer-candidate. As a writer the student is expeaed to complete two problems each semester which include research in the various areas of criminal law, procedure, taxation, insurance, trademarks, and many others. THE LEGAL RESEARCH BOARD no TEACHING QUIZMASTERS Twenty outstanding law students are chosen each spring from the membership of the Moot Court Board to act as Teaching Quizmasters for the following year. Under faculty direction, full teaching responsibility is placed upon the T. Student members of the Society publish the Texas International Law Forum, run an active Placement Bureau, and participate in the International Law Moot Court Tribunal Competition. The Texas team has won the regional competition each of the three years it has entered and the final round of the competition in both 1964 and 1966 in Washington, D. C. This year the Society did more than participate in the International Law Moot Court Competition; the organization was coordinator for the competition. The Society again administered the Texas-Guanajuato Law Student Exchange Program, whereby the Law School had and will continue to have an annual exchange of law students with the University of Guanajuato, Mexico. 152 The sponsor of the Society is Professor Woodfin Butte. 1968 OFFICERS: Ben Krage, Jack Barber, President; V. It still has the distinction of being the only student organization of its kind; endeavoring to complement formal education with practical experience in the area of Criminal Law. This year’s projects included: The police action project; Juvenile Defender Program; Prison trips and dinner meetings. The Association also sponsored a new project which was most interesting and successful; the District Attorney Project. Ground work has also been laid for the beginning of a Personal Bond Program to be implemented in the future. The educational experience offered through the Association’s programs will provide a valuable asset to the future lawyer’s criminal law background. 153 THE STUDENT COURT CHIEF JUSTICE; Frank Smith ASSOCIATE JUSTICES: Mike Brenan Sam Dealy Knox Nunnally David Smith ALTERNATE ASSOCIATES: Martin Boozer Kerry Roach Frank Van Court John Watson Composed entirely of law students, the Student Court is the judicial branch of the University Student Association, which is selected by a committee of student leaders and professors of the law school. The Court has the power to hear suits initiated by, for or against students on matters concerning student government, and has original jurisdiction in all cases and controversies arising under the Constitution of the Students’ Association and in cases seeking injunction or mandamus. The Court has appellate jurisdiction over election disputes, and its decision in any case is appealable only to the Faculty Appeals Court which is composed of Law School faculty members. This year the Court has improved and codified rules of procedure and has heard cases dealing with a wide variety of subjects. The subject matter of the Council is the legal problems of the individual and disadvantaged groups in facing Big Government, Big Business and Big Education. In addition, the Council sponsors speeches on topics of general interest. The Council attempts to serve both the Law School and the community at large. Each project provides law students with the opportunity to use their legal talents for the benefit of the community. At the same time, participants have the chance to improve their research and writing skills and to broaden their knowledge of the law. 156 student assistants to mans GARNEY GRIGGS CHARLES CHRISTMAS LEGAL AID LEGAL AID ADVISERS, FALL 1968 Since its inception in 1941, the Legal Aid Clinic has served the residents of Travis County for more than 26 years. It was begun as a cooperative project with the Travis County Bar Association to aid the indigent in need of legal assistance. The student attorney is generally a senior law student. He interviews the applicant without taking any action or giving advice until the directors of the Clinic approve or reject the case. Once the case is accepted, a student attorney is assigned to the case and with the consent of the judge and the opposing party he performs the legal research, draws instruments, appears in court and participates in the trial or hearing. 158 LEGAL AID ADVISERS, FALL 1968 A unique addition to Law School organization, OP2 —the Order of the Potted Peregrinus —provides its members with the opportunity to participate in informal semi-social, gatherings of students and faculty. Taking its membership from all realms of Law School activity, OP2 pledged twelve mid-laws and freshmen this year in its unusual weed-taping ceremonies. Among them was its new faculty sponsor, Albert Jones. Though the organization is in embryonic stages, OP hopes to become well potted as a Law School organization in years to come. 159 160 ACTIVITIES 161 LAW DAY Throughout the nation, Law Day has acquired a special meaning on law school campuses, and the University of Texas School of Law is no exception. Clark, the Law School dedicated one of its principal rooms; the Fireside Lounge became the 'I’om Clark Lounge. The Justice’s chair, his writings and memorabilia were collected and made into a permanent display in the Lounge. Here to receive the tribute, Justice Clark graciously accepted the accolades of students and faculty and gave most generously of his time to meeting with and talking to various classes and assemblies of students. Although this was but a small tribute to a great man, we students hope that in this way we have repaid Justice Clark for his many hours of service and dedication to this law school and its students. The format of the program — which uses hypothetical problems geared to the interests of the high school student— met with such a great reception by both the students and their teachers that it is being adopted by other law schools around the country. David Holland, who assumed the leadership of the program from Bob Solin and Buster Brown, deserves great credit for its expansion, improvement, and success in 1968. THE COUNCIL FOR THE ADVANCEMENT OF LEGAL UNDERSTANDING 171 TEXAS GUANAJUATO EXCHANGE One of the Law School’s most popular programs, the Texas-Guanjuato Rxchange Program, gives the law students from both schools the opportunity to attend an eight-day survey course in the law of the other country. In addition, through housing in the students’ apartments and homes, the program gives the students of each country a savoring of the culture of the other. Because of the enthusiastic reception by the faculty and administration of both schools, the program has been eminendy successful. 173 POLICE ACTION PROJECT Sponsored by the Association of criminal law studies, the Project affords law students the opportunity to gain insight into the daily work of the Austin Police. As shown in these pictures, the law student is assigned to a policeman and works at his side for an entire eight-hour shift.
