PROPOSED LAW BUILDING OAK GROVE SITE UNIVERSITY OF TEXAS JHeon Q iee i Distinguished Professor of Law of the University of Texas and Former Dean of the Law School of Northwestern University The few words printed here are indeed inadequate to even list the accomplishments of Leon Green, one of the most distinguished professors ever to set foot on the campus of this great university. tie was horn in 1888. After receiving a B.A. degree from Ouachita College, Arkadelphia, Arkansas in 1908, he started upon a business career in West Texas, teas married and had one child. Leon Green wasn't long in deciding to he a lawyer. He brought his small family to Austin and enrolled in the Law School of Texas University. Before finishing school, he passed the state bar examination and thereafter became one of the few men ever to support himself and his family by practicing laic while taking his law course. After receiving his LL.B. degree from the University of Texas in 1911, he engaged in general practice for five years while teaching part time in the law school and appellate law for six years, after he became a full-time teacher. He received an honorary M.A. from Yale in 1928 and an LL.D. from Louisiana State University in 1938. With his fine practical and theoretical background, I eon Green embarked on his long experience of teaching. And what a rich experience this has been. Since 1926, he has taught at the University of Texas, University of North Carolina, Yale University and served for eighteen years as professor of law and dean of the Law School of Northwestern University. Among his contributions to legal education have been his pioneering work in curriculum planning at Northwestern, his gathering there of a notable faculty, his creation of the course in Legal Relations, now coming into recognition as an important field of education and above'all his inspiring and creative work as a teacher. Among Mr. Greens many law review articles and publications, his Rationale of Proximate Cause stands out as being one of the most controversial and original publications in the field of tort law in recent years. His works have been cited with approval by many judges as distinguished as Cardozo and Learned Hand. Rich in years and experience, this man with his keen, alert and open mind, has served as a great inspiration to his many students. S. Simkins’ Own Story of Peregrmus “You ask (or the origin of Pcrcgrinus. I well remember its birth, — in fact I was present at the accouchement. “This nondescript sprang fully armed and equipped for its mission not from a mental Jove, but from a disordered brain of a Savage. “Many years agol was trying to explain to the class in Equity, the origin of the system in Rome and the sources of Equity in the Roman Empire. At that time fledglings just from the high schools were admitted to the Law School. Many of them had never heard of the Roman Empire, and not a few spelled cow with a “K. Well, I explained to them that when Rome conquered a nation it was incorporated into the Roman Empire subject to its own laws and not to the laws of Rome — that the Roman citizen was not subject to the laws of these incorporated nations, — that in due course commerce sprang up between the citizens of Rome and the barbaric nations, and there was no law to determine and settle their contractual relations. The Roman Emperor, to settle the troubles arising out of the fact that there was no law applicable to control their contract, appointed a Praetor or chancellor to travel among these nations and to settle all dispute s without reference to the laws of Rome, or of the incorporated Nations, but to do justice and decide all disputes, alone by the conscience of the Praetor. Peregrinating from one nation to the other, he has called a Praetor Peregrinus. “The boneheads of the class evidently thought that Peregrinus was an internal organ of the body, for they continually greeted each other, ‘How is your Peregrinus today?’ This fact seems to have developed the humorous side of the incident, and Russell Savage developed a concrete expression of it on the black board,,and thus the tradition began. Russell drew better than he knew, for the nondescript animal symbolizes both in limb and attitude the maxims in Equity that guide the administration of the system. For instance, on one of the front feet as originally drawn was an Irish ditcher’s boot, — indicating the law’s protection to the least of mankind. On the other front foot were naked claws, indicating that the greatest of mankind must fear its power. The arched back in the attitude of springing, indicated that the law was ever ready to protect right or prevent wrong. The sharp beak indicated the power to penetrate the mysteries of the law, which the true student must obtain by study. The bushy tail indicated that Equity brushes away the technicalities of the law and does justice to the merits.” THE SITE TODAY THE SITE TOMORROW Letter from the Dean The principal objective of our Law School is to prepare our students as best we can for the practice of law in Texas. To accomplish this objective, the first and most important aim is to have a first-class faculty. We are confident that this has been provided, and we are confident that our present staff will grow in experience and wisdom and become one of the very best in the country. Another aim must be to provide physical facilities, and while we have been laboring for some years under the handicap of inadequate facilities, this problem is being rapidly solved with the construction of our two and a quarter million dollar plant. But perhaps more important than physical facilities is a student body of high principal, of intellectual ability and curiosity, and with a strong bond of fellowship and close feeling. The originator of the Law School yearbook, Peregrinus, J. P. Tennant, was probably more concerned with the last of the three mentioned factors. Certainly, the idea of a Peregrinus wasthe beginning of a program which has made a definite contribution towards creating a closer understanding among our students. The better acquainted a student can become with his classmates and associates and the better acquainted he can become with the members of the faculty, the greater will be the impact of his Law School experience on his future. A law school yearbook,such as we have in Peregrinus, provides a means of re-establishing and bringing to one's mind certain developments and happenings that have occurred while one was a student in the Law School, and these recollections become more important with the passage of time. 1 doubt that most students rea lixe how important the year book is to the faculty. I refer to it constantly, and in doing so can often say to an inquirer that I remember a particular person well, and can refer to some incident which will make it clear that 1 do. CHURCHILL In December 1947, influenced no doubt by the geniality of the Christmas season, the Law Wives Club of the University of Texas was founded of laudable purpose to foster, through joint pursuit of mutual interests, better acquaintance, and mutual understanding among women whose husbands are preparing for or engaged in, the legal profession. The mutual interests have included, on the social side, bridge and gossip evenings for the ladies only, plus dances, boat parties, squar dances, barbecues and other gala coed events. More seriously the club has held fashion shows and bazaars to implement such worthwhile welfare achievements as pruchase of an oxygen tent for an orphanage, active aid for needy families, and latest, work with, and redecoration of the Perry Club, a children's community house. At business meetings there are speakers upon such topics as Behind the Iron Curtain”, Interior Design , and - the husbands looked kindly upon this one - How ot Live Beyond Your Means . In working together on these projects better acquaintance and mutualunderstanding are certainly achieved. The club feels too the derived development of initiative, cooperative spirit, and organizational talent better equip the Law Wives to meet the civic responsibilities they must assume as wives of professional men. The neophyte legal ladies are aided and supported by Law School Faculty Wives as associate members, and an outstanding group of honorary notables such a s Mesdames Allan Shivers, James Hart, and many others. Pete Williams WHY I QUIT COACHING By Bob Steely The DICTA was not authorized to release the following statement: I re- signed as coash of Delta Theta Phi Lav Fraternity last week after our narrow loss to Phi Alpha Delta for several reasons. First let me make it clear I was not fired, I resigned My players refused to get, und remain, in condition. The night before our last game, the entire team was on a drinking party, and consequently not in proper shape for the game. Secondly, the material from which I was supposed to mold a team was very poor; in fact, a few of the would-be players did not know they were supposed to hang on to the ball on pass plays. Thirdly, my defensive team, coached (?) by Tom Arnold failed to stop the P. A. D. offense. It is well known that D. T. P. 18 a low scoring club, and must depend on a rock-ribbed defense for a victory since it is unlikely we will score more than once in a game. Fourthly, the Senate failed to provide athletic scholarships for my players, and who has ever head of a winning football team without athletic scholarships? I think now that I have resigned I will return to IDALOU und resume active management of the family plantations there. It is lots more restful to oversee the harvesting of crops than it is to oversee a bunch of would-be football players who demand we win EVERY game. (The reason for the insistonee on victory is the keg of beer always wagered on athletic contests between P. A. D. and D. T. P. Ed. Note) P.A.D. These Institutes are designed to enable discussion on some particular legal problem of special interest to practicing attorneys throughout the state. Such discussions enable lawyer s to listen to the views of specialists in some field as well as giving them an opportunity to present their own views. Although the Institutes are designed primarily for practicing attorneys, students at the Law School many times find them beneficial. The Law Institutes are but another example of how the law school strives to serve both the lawyer of the state and its own students. BENCH AND BAR You hear many times that a law school does not give its students any practical experience or knowledge. Whether or not this is true is a debatable question, but the University of Texas, on the assumption that there is some truth in the statement, is doing its utmost to provide this practica 1 experience. Its method of doing this is by way of the bi-weekly Bench and Bar series. Outstanding members of the bench and bar are invited to lecture on such profitable topics as Big City vs. Country Town Practice . Certainly with such a program as this, it cannot be said that this law school is deficient in preparing a well-rounded lawyer, both as to theory and as to the practice of law.
