UT System The University system administration under- went some of the greatest changes in its history with upper echelon personnel shake-ups and a move off the University campus this year. Charles A. LeMaistre became Chancellor Jan. I, succeeding Harry Huntt Ransom, who had served in that post since 1961. In his new position as Chancellor-emeritus, Ran- som continued to be active in administrative work, including regular consultation with the Board of Regents and administration of academic programs and planning. He also continued system development, especially in the fields of research collections, endowments, and foundations. At the beginning of the academic year, many of the system offices moved to a temporary loca- tion in the Commodore Perry building. With the completion of the new buildings, the move was culminated in March. The system ' s new offices downtown are reno- vated Post Office buildings named Claudia Taylor Johnson Hall and O. Henry Hall. Johnson Hall, named for the former first lady, is at the north- east corner of Sixth and Lavaca. Henry Hall is at the northeast corner of Sixth and Colorado. At ground level the buildings are separated by a granite courtyard and fountain and Colorado Street. They are connected by an underground tunnel. The move to a location district from the Univer- sity will help solve a natural confusion of com- mand, regents ' chairman Frank C. Erwin Jr. said. He anticipated that the move would result in more efficient and effective relationships among the 17 component institutions of the system. Pre- viously the system administration had been ac- cused both of overpowering UT Austin ' s adminis- tration and being partial to UT Austin over other component institutions. Legislative issues involving the University this year included a proposed 150 percent tuition in- crease, a tuition-backed bond program for system construction, assorted campus law and order bills, and the approval of Gov. Preston Smith ' s three new appointees to the Board of Regents. Tuition hikes proposed at various times during the session ranged from $4 to $9 a semester hour for resident students. This would be a sizable in- crease over the current $50 total. Out-of-state students, who are now charged $200 a semester, faced possible tutition charges ranging from $500 to $700 a semester. ,1 19 Harry Huntt Ransom Chancellor Emeritus Preston Smith Governor Charles A.
