South Dakota produces incredible talent . . . The role ofthe University in working toward the take-off point, where development from within happens, is clear. With this in mind, Bowen's administration is aspiring to encourage the student to hear his own voice. Not concerned only with the large problems of a Universi- ty, Bowen realizes the importance of the small prob- lems of the student in developing his own mind and future. Bowen, 36, came to the University in 1967 as associate professor of government and Special Assistant to the President for Institutional Studies. He was named Acting President November 1, 1968, fol- lowing the resignation of Edward Q. Moulton.
