Governor Archie Gubbrud Governor Archie Gubbrud and the South Dakota Board of Regents connect the University with the state government and, therefore, with the citizens of the state. It is through them that the people of South Dakota, the actual owners of the University, are able to direct the policies of their school. Appointed by the Governor, the Board of Regents performs many tasks which are vital in the governing of oil state-supported institutions. It selects all key personnel, lets all contracts, and performs innumerable essential duties.
