Roosevelt came to Philadelphia to celebrate the bicentennial anniversary of the University of Pennsylvania. Here he is shown receiving an honorary doctor of laws degree. The Presidenths address on this occasion is among his more famous speeches. What the President had to say on that day twelve years ago may as readily and as easily been written today, for even then we were in the midst of a strange period of relapse in the history of the civilization of the world?
