The Territorial Legislature, in 1890, created the University of Oklahoma, the act providing that the government of the institution be vested in a separate Board of Regents, consisting of the Governor, ex oflicio, and five members appointed by him, The first state legislature, in 1907, increased the membership to nine. ln l9ll the legislature placed the control of the University in the State Board of Education, con- sisting of the State Superintendent of Public lnstruc- tion and six members appointed by the Governor. ln 1919 the legislature again vested the government of the University in a separate Board of Regents con- sisting of seven members to be appointed by the Gov- ernor. A constitutional amendment, adopted Iuly ll. 1944, made the Board of Regents a constitutional board with seven members to be appointed by the Governor, with approval of the Senate. Each mem- ber is appointed for a term of seven years, the term of one member expiring on March 29 of each year. This amendment provided that the current members serve until the expiration of their respective terms. The Board of Regents has under its control the University and the Oklahoma Geological Survey, in Norman: the School of Medicine and Training School for Nurses, and the University and Crippled Childrens Hospitals, in Oklahoma City: and the Southern Oklahoma Hospital, in Ardmore. Meet- ings are held regularly on the second Wednesday of each month and special meetings are called when the occasion demands. The Board appoints the presi- dent of the University, and all members of the fac- ulty and employees are appointed by the Board on the recommendation of the President of the Univer- sity. It is authorized to prescribe rules and regula- tions for the management of all divisions of the insti- tution, approves budgets, and makes recommenda- tions to the State Regents for Higher Education for appropriations from the State Legislature. ff.-'-TL ::: ::: 9 O 5 T is customary to dedicate the SOONER NTEDIC to some outstand- ing faculty member, or alumnus who for some reason deserves to be honored in such a manner. However, today, the spirit of the school has changed. We no longer state and restate what is present on the campus, and remind ourselves that although we may not be the largest, we are one of the best. No, today, the School of Medicine looks forward to a glowing future of increased service to mankind, of extended hospital and preclinical facilities, of an enlarged curriculum, of a larger student body. Ground has already been broken for extension of the University Hospital. The Alumni Association is lending every effort to expand both hospital and basic science departments to compare favorably, and perhaps surpass other institutions in the nation, Yes, the dreams of the builders of the school are apparently materializing. To dedicate this SOONER MEDIC to any one person seems impossible-the future is unrolling-it is the spirit of the school, faculty, and student body alike to participate. U Today, as we enter upon the threshold of tomorrow, with the vision of dreams being fulfilled, we dedicate the SOONER MEDIC to the ideal envisaged by the founders of the institution--to the dreams dreamed by men who have strived for higher and nobler attainments-and have guided the School through a perilous infancy to its present status. We dedicate to the vision and fortitude of those whose task it is to carry out those dreams-and to dream greater dreams for the future. New horizons stand re- vealed-and we dedicate the SOONER MEDIC to those new horizons-in short, to the future. r
