Such a citizenry can only be achieved through an increasingly effective system of free public education. To meet these obligations, cur schools must receive greater public interest and support. The chief factor In the school is the teacher. This means that, in terms of the immediate future, reaching must achieve true professional stature. Strong professional colleges will have to be maintained for the education of pro- ficient toachers and to render service to the schools and the profession of teaching.
