Fageant committee mem- TABLE OF CONTENTS campus. We call it progress, and indeed it is. It is enough to overwhelm the fourth-year student, much less a first-semester freshman. And they all ask, What ' s happening here? When the Student Activities Board and the SGA House of Representatives merged into the University Program Council, the goal was to increase student partici- pation in university events. Would it work?
