I do not say that it is impossible for men or women to succeed without having secured a university education, hut I thoroughly believe that such an education, if it is properly secured, is an invaluable aid to success. The question is, of course, how to maintain institutions li}{e this at a reasonable cost to the taxpayers, but I am confident the reasonableness of the cost will be more easily appreciated when we ta}{e into account that the number of university graduates in the state penal institutions is almost negligible, hi a word, what we fail to do for our educa ' tional institutions, we usually are called upon to do for our penal and charitable in ' stitutions. — S.
