The University of Michigan. tHE University of Michigan is a part of the public educational system of the State. The governing ' body of the institution is a Board of .Regents, elected by popular vote for terms of eight years, as pro- vided in the Constitution of the State. In accordance with the law of the State, the University aims to complete and crown the work that is begun in the public schools, by furnishing ample facilities for liberal education in literature, science, and the arts, and for thorough profes- sional study of engineering, medicine, pharmacy, law, and dentistry. Through the aid that has been received from the United States and from the State, it is enabled to offer its privileges, with only moderate charges, to all persons of either sex, who are qualified for admission. While Michigan has endowed her University primarily for the higher education of her own sons and daughters, it must be understood that she also opens the doors of the institution to all students, wherever their homes.
